CANCUN, Mexico, Dec. 11 (Xinhua) -- The outcome of the UN climate change conference in Cancun sent "positive" signals to the international community, the Chinese delegation said Saturday.Conference delegates finally reached a deal to fight global warming early Saturday after an all-night session, overruling an objection from Bolivia."As for the outcome of this conference, first of all, it adheres to the (UN) Convention (on climate change), the Kyoto Protocol and the Bali Roadmap, as well as the principle of common but differentiated responsibilities, which ensures that next year's negotiation will continue along the two tracks decided by the Bali Roadmap," the Chinese delegation said in a statement."Second, progress has been made at different levels in the areas where developing countries have concerns, such as adaptation, technology transfer, finance and capacity building, and the negotiation process will move on, which sends positive signals to the international community," the delegation said.It said the conference failed to conclude the negotiation of the Bali Roadmap and this indicated next year's negotiation task would be "extremely difficult."The delegation expected all parties to display strong political will and conclude the negotiation on the second commitment period of the Kyoto Protocol at the next conference, to be held in Durban, South Africa. BEIJING, Dec. 3 (Xinhua) -- China's central government pledged on Friday to support the northeastern region by boosting its development of modern agriculture.A guideline, mapped out by the National Development and Reform Commission and the Ministry of Agriculture, was publicized by the General Office of the State Council, or cabinet, on the central government' s official website www.gov.cn.The guideline expects the region to harvest more than 100 million tonnes of grain annually by 2015.Northeastern China should catch up with developed countries in terms of land output rates and labor production rates, according to the guideline.The northeastern region in the guideline refers to Liaoning, Jilin, Heilongjiang Provinces and the Inner Mongolia Autonomous Region.

SHANGHAI, Jan. 16 (Xinhua) -- The Shanghai municipal government bore unshirkable responsibility for a high-rise fire that took 58 lives two months ago, Mayor Han Zheng said Sunday at the city's parliamentary session.Though the final investigation report on the fire has not been released, the accident exposed chaos and a lack of safety supervision in the construction market, for which the government was responsible, Han said in a report to the annual session of the Shanghai Municipal People's Congress, the local legislature.Han said his government would draw lessons from the incident and strengthen management and supervision to ensure work safety.The fire on Nov. 15, 2010 engulfed a 28-story residential building in Shanghai after welding sparks set nylon netting and scaffolding on fire.Officials blamed the fire, that killed 58 people, on unlicensed welders, illegal sub-contracting and poor management.On Jan. 11, the Shanghai municipal government issued new regulations to tighten supervision of the city's construction industry.The 22-article regulations covered eight aspects, such as construction processes, risk control, contractor management and government supervision.

BEIJING, Dec. 30 (Xinhua) -- China's Ministry of Civil Affairs (MCA) has ordered measures to offset the impact of inflation on "people with difficulties" to ensure their ability to subsist, especially during the New Year and the Spring Festival.Rising food costs alongside other factors have been driving up China's inflation. For instance, the consumer price index (CPI) increased by 5.1 percent last month, hitting a 28-month high.In a recent notice to local civil affairs authorities, the MCA ordered "effective measures" to minimize the impact of inflation on low-income groups and other groups of people having financial difficulties.Civil affairs authorities should set proper living allowances for these groups by assessing the impact of rising prices on their lives, the notice said.Further, a mechanism that ensures living allowances are raised at the same rate as rising prices should be established, and the amount of living allowances should be raised.The notice also ordered local civil affairs authorities to rescue the homeless in cities and help them throughout the winter.The Spring Festival, also known as the Chinese Lunar New Year, will fall on Feb.3, 2011. It is the most important festival for people of Chinese origin as it is an occasion for reunions of family members, relatives and friends.
