SAN DIEGO (CNS) - All administrative offices in San Diego will be closed Thursday for the Thanksgiving Day holiday, while public transportation around the county will largely run on limited Sunday schedules.The City of San Diego's Development Services Department will provide limited services on Friday.Curbside trash, recyclables and yard waste will not be collected Thursday for customers served by the city's Environmental Services Department. Thursday's normally scheduled collection will occur on Friday, and Friday's collection will occur on Saturday. Residents in other cities should check with their waste hauler for holiday service schedules.The Miramar Landfill will be closed Thursday.Torrey Pines, Mission Bay and Balboa Park golf courses will be open until 3 p.m. Holiday rates will apply. All San Diego skate parks will be open.All public buildings in Balboa Park will be closed, including the Balboa Park Activity Center, Botanical Building, Casa del Prado, Municipal Gym and War Memorial Building. Check with other individual museums and attractions for their holiday schedules.All city reservoirs will be closed. Chollas Lake will also be closed.Parking meters, time restrictions for parking on streets and yellow zones within San Diego will not be enforced. SAN DIEGO (CNS) - A long-planned but controversial religious tourism and conference center project in Mission Valley received final approval today from the San Diego City Council.Construction of the 1 million Legacy International Project will be funded by televangelist Morris Cerullo.Slated for the 18-acre site of the former Mission Valley Resort, the project encompasses five buildings, including a new 127-room hotel and restaurant. It will also have a replica of Jerusalem's Wailing Wall and a domed theater featuring biblical films.At a hearing two weeks ago, opponents expressed concerns over the potential for increased traffic in an already congested area.Cerullo's organization plans to add one lane in each direction on Hotel Circle South. Under a permit condition, they plan to maintain a count of vehicles that enter the facility's driveway over the first three years.On its second reading, the item was passed without comment on a 7-2 vote, with Georgette Gomez and Chris Ward dissenting.The council also approved an amendment to council policy that will move up the timeline for receiving ballot submissions from the public.The change does not affect citizens initiatives or referendums that go through the signature collection process.According to City Clerk Elizabeth Maland, the amendment will provide a little more clarity to the public about the process. SAN DIEGO (CNS) - A teenage suspect was behind bars today in connection with the 7-month-old slaying of another young man in a Southcrest- area neighborhood.Raheem Malik Meals, 18, was arrested Friday on suspicion of murdering 20-year-old Ismail Abouabid on Jan. 15, according to San Diego police.Patrol officers responding to a report of a possible traffic accident in the 4000 block of Boston Avenue shortly before noon that day found Abouabid mortally wounded behind the wheel of a parked vehicle, bleeding from the head, Lt. Matt Dobbs said.Abouabid, who had recently relocated to San Diego from Erie, Pennsylvania, was pronounced dead at the scene.Witnesses told investigators three male teenagers had been with the victim just prior to his death and walked off toward a nearby park just before he was found.Police initially reported that Abouabid had been shot to death but later backed off from those statements.``The mechanism for the (victim's) injury is not being released at this time,'' Dobbs said Tuesday.The lieutenant also declined to disclose a suspected motive for the alleged slaying or reveal what led investigators to identify Meals as a suspect in the case. 1186

SAN DIEGO (CNS) - A pair of thieves stole a safe and pistol-whipped a woman during a home-invasion robbery in the Jamacha-Lomita neighborhood, police said Tuesday.The robbery happened shortly before 5:10 p.m. Monday at a group home on Blackstone Court, a short, dead-end street off Meadowbrook Drive south of Jamacha Road, San Diego police Officer John Buttle said.A man and a woman entered through the back door of the home, then began asking around for the manager of the home, Buttle said. When a 40-year-old woman told them the manager lived upstairs, the pair began looking around and the male suspect spotted a safe.The man picked up the safe and an altercation ensued, during which he pistol-whipped the 40-year-old victim, the officer said. The man then carried the safe outside to a black Ford Escape SUV.The pair of thieves were last seen in the Ford heading north on Meadowbrook Drive toward Jamacha Road, Buttle said.No detailed suspect descriptions were immediately available. 997

SAN DIEGO (CNS) - A train struck and killed a pedestrian in Old Town Thursday, authorities reported.The rail fatality in the 4000 block of Taylor Street occurred about 11:30 a.m., according to sheriff's officials.Details on the circumstances of the death, including the victim's age and gender, were not immediately available.Due to the fatality, Coaster passenger-train service was delayed until further notice, North County Transit District advised.
