(KGTV) — California Gov. Gavin Newsom said that the state's counties will be allowed to reopen hair salons and barber shops starting Tuesday.Newsom said that the 47 of 58 California counties that have been allowed to proceed through Stage 2, including San Diego County, can allow hair salons and barbershops to reopen with modifications under their plans."Those counties will begin to allow for those kinds of operations with meaning full modifications with the appropriate protective gear, particularly face coverings that are so essential in that environment, sanitation requirements, and the like," Newsom said. Some things already being planned included face shields, masks, moving clients during hair appointments more instead of employees moving around the client, and getting rid of waiting areas."Our industry, specifically, is very well trained for this," Marc Kulch, owner of Salon on 30th, told 10News. "This is something we've always had to do, so we're just intensifying it."After the announcement was made Tuesday, Kulch said there are still some questions about the guidelines. "I was wondering if we would be allowed to blow dry? I have not seen anything saying that we can't."Corinne Lam with Solatto Salon in Rancho Bernardo said they have spent thousands of dollars on PPE and safety equipment. They have already installed plexiglass between work stations and have a team training later this week on the new protocols."Anything we have to do, we are ready to do it. We're just so excited to be able to get back to making a living and getting our clients feeling better," Lam said. Newsom said Tuesday's changes do not include nail salons or similar personal care services and that the state is still working on putting together guidelines for those businesses."The issues there require a little more specificity," Newsom said in regards to nail salons.Guidelines related to summer camps, childcare, and schools are expected to be released Wednesday. (KGTV) - A former Veterans of Foreign Wars official is in custody in Bakersfield on suspicion of sex crimes which alleged victims say started in San Diego. Timothy Machin, 51, was arrested on July 2 and is currently being held on ,000,000 bail. The VFW confirmed to Scripps affiliate KERO that Machin was the commander of VFW Post 97 in Bakersfield. According to the police report, one person estimated that Machin had sex with her "almost 1,700 times." There are also multiple victims, according to the report. Child Protetctive Services was called by one of the alleged victims on July 1. CPS contacted Bakersfield Police on the same day to report the allegations. One alleged victim told Bakersfield Police that Machin forced her to perform oral sex on him during some of the encounters. The same person someone walked into the room one time when Machin was having sex with her. The alleged victim said Machin and the other person argued, but nothing happened beyond the argument, according to the documents. The accusers told investigators that the abuse started when Machin lived in San Diego. Machin moved to Bakersfield from San Diego in 2009. One alleged victim told police she didn't come forward sooner because previous reports of abuse went unheeded and she thought reporting the "incident would be meaningless." Machin resigned the position of commander July 10, according to Wayne Wright, who has taken over command of the post. He added that Machin is still a member of the VFW Post. Wright declined to comment on the allegations because it is an active investigation. Wright said the commander position is the top-ranking official at a VFW Post. Machin was arraigned on Friday, July 5, and pleaded not guilty. He's been charged with two counts of incest and three counts of lewd or lascivious acts with a child under the age of 14. (KGTV) - A San Diego student's death initially prompted the construction of the bridge that collapsed Thursday at Florida International University.Alexis Dale, an 18-year-old FIU freshman from San Diego, died in August 2017 when she was hit by a vehicle at the intersection of Southwest 8th Street and 109th Avenue near the school, according to the Miami Herald.Dale had just started studying information technology in June, the Herald reported.RELATED: Pedestrian bridge collapse at university in Miami kills at least oneThe bridge that collapsed Thursday was being built at the intersection where Dale died as a way for people to cross the busy street safely.At least eight people were trapped and at least one person died due to the bridge collapse in Miami."I am heartbroken at the news of the collapse of the pedestrian bridge on 8th Street and the resulting devastation. (KGTV) — An Amber Alert was issued to counties across California for a 4-year-old girl abducted by her non-custodial mother in Washington.The alert was issued for a 2005, red Chevy Cobalt with Washington state license plate "BLK 1552" just after 1 p.m. by California Highway Patrol on behalf of the Vancouver Police Department.Vancouver Police say Aranza Maria Ochoa Lopez, 4, was taken on Oct. 25, by her mother, 21-year-old Esmeralda Lynn Lopez. Authorities believe the mother may be intending to head to Mexico.Esmeralda Lopez is described as a Hispanic female, standing 5-feet tall, and weighing about 138 pounds. She has black hair and brown eyes.
