SAN DIEGO (KGTV) -- Many drivers around San Diego say they’re worried about being cited after seeing what some people call “smog checkpoints.”Motorists recently came across one of the mobile smog checks on Nimitz in Point Loma. A roadside team was inspecting cars to gather data in hopes of improving air quality.The mobile unit is set up to look like a DUI checkpoint, but stopping is voluntary. "I look ahead, and I see lights. It's obviously police action, and I'm thinking maybe there's a car accident,” said Nanci Washburn.Washburn said the activity created traffic backup, making her late for a meeting. "Here is a CHP car. Two officers, there's a whole blue tented area here with chairs. Once I got past that, here is a lift to put a car on."Washburn says the first thought that went through her head was that authorities were targeting older vehicles due to emission problems.10News spoke to the California Highway Patrol and the agency behind the smog checks, the Bureau of Automotive Repair. Those agencies say it’s not a checkpoint and no one is being impounded, rather, it’s a voluntary survey to help the state meet air quality standards.The agencies involved claim drivers aren’t penalized for not participating. "There's no fines and no penalties if they pass or fail, it's just informational. And we use this information to help us manage and evaluate the California Smog Check Program,” said Michael Lafferty.Essentially, the state is policing their program, officials claim. And when we reach capacity, our system flags and says we’re at capacity. And we’ll have the next person wait. Like retail stores, we let one in and one out if we get full.”Once inside the gym, social distancing is a must. SAN DIEGO (KGTV) — Jonathan Goldwasser was one of the first business owners to set up shop inside One Paseo in Del Mar Heights.He opened the Parakeet Cafe when One Paseo’s retail area launched in March 2019 - and followed that up a few months later with Juice Crafters.He says business is of course best when the plaza is full.However, One Paseo has been anything but full since March, when coronavirus restrictions went into effect.“This has been hard,” Goldwasser said. “We went from maybe 20 employees to four.”Things, however, changed this week, when One Paseo fully reopened its retail center. On Thursday, there were people sitting at its socially distant tables and chairs, while shoppers in masks walked down its courtyard.“Little by little we are hoping that we will get back to where we were before COVID,” Goldwasser said, noting he’s back up to about 20 workers.About 25% of the center’s 40-plus businesses are mom-and-pops that rely on foot traffic.Juice Crafters closed entirely and Parakeet Cafe was reduced to takeout and delivery, sales going down 80%. They’ve since recovered and are now off 40% from pre-coronavirus levels.“Little by little we are hoping that we will get back to where we were before COVID,” Goldwasser said.The City Council approved One Paseo, a residential, retail and office complex in 2015. However, a referendum from nearby residents and the mall across the street ensued. Developer Kilroy scaled back the center to its current 0 million version, which opened last year just south of Del Mar Heights Road.Now that it’s open, there are social distancing rules in place. SAN DIEGO (KGTV) -- Large churches throughout San Diego are scaling down services in an effort to control the spread of the novel coronavirus. Miles McPherson, Senior Pastor of The Rock Church, says they normally get 12 to 13 thousand people who attend services at their seven campuses. Now, attendees who show up for worship won’t be allowed inside. A message sent out to members let them know about the change. RELATED: What's the difference? However, we are still going to have church and it’s going to be awesome,” McPherson said. “Here’s what’s going to happen. On Sunday at our normal times – 8, 10, 12, and 6, we will be broadcasting all of our services online on all of our platforms,” he added. McPherson also said church staff are taking precautions for those inside by sanitizing surfaces and not shaking hands. The Rock Church isn’t the only religious organization making changes amid COVID-19. The San Diego Catholic Diocese says, beginning Monday, all daily Masses will be cancelled, but they will be streaming Sunday Mass in English, Spanish and Vietnamese. The Diocese adds that churches will remain open for parishioners who want to pray and seek spiritual assistance. It’s unclear how long Mass will be cancelled.
