(KGTV) - An Encinitas woman was caught off guard when an intruder squeezed through a doggy door at her home.Just after 8 a.m. Tuesday, Lexie Linberg was in her upstairs bedroom, located just off Coast Highway 101, when she got an alert from her Ring doorbell camera. A man was knocking at her door. Thinking it was a delivery, Linberg didn't answer. Moments later, she got another alert: someone was in her back yard."I heard the doggy door flap. My dog was next to me, so I knew I had a problem. I ran over to the balcony, dropped down, and saw feet going through my doggie door and I started screaming," said Linberg.Surveillance video shows same man at her door walk into her back yard. He took off his jacket before squeezing through her 10-inch-wide, 20-inch-tall doggy door. "Complete panic actually," said Linberg. Linberg's panic was quickly pushed aside by adrenaline. "I yelled a lot of profanities, told him to get out of my house," said Linberg.Linberg, who has taken self defense classes, then armed herself. She declined to tell us what that weapon was."Anger. I was mad. I wanted to get the person that was coming to hurt me," said Linberg.Next to her was Stella, her 6-year-old Poodle, trained as a guard dog."Racing down the stairs with my dog, absolutely going for him at this point," said Linberg.Linberg raced into a downstairs room, just in time to see the man's feet in the dog door. This time, he was on his way out. She gave chase down the street. He got away, but not before cameras caught a good look."He needs to be caught. It was obvious he knew what he was doing. ESCONDIDO (CNS) - Two children sparked a small fire in an Escondido church after finding a lighter in a classroom there, fire officials said.Escondido firefighters and police were dispatched just before 1 p.m. Sunday in response to a report of a possible structure fire somewhere near South Escondido Boulevard and West Seventh Avenue, Battalion Chief Mike Bertrand said. Officers arrived on scene first and discovered the blaze was inside the Iglesia Bautista Fundamental meeting house at 221 West Seventh Ave."Officers ensured that the building had been evacuated, as church services had just concluded, and confirmed that the fire was located in a second floor classroom," Bertrand said. "Escondido fire units arrived on scene and were able to contain the fire to the room of origin."Crews knocked down the flames in eights minutes, Bertrand said. Five engines and one water truck responded, and no firefighters or churchgoers were injured.A fire investigator responded to the scene and determined that two children started the blaze with a lighter they found in the classroom, Bertrand said. Fire officials said the incident is a reminder to ensure matches and lighters are stored safely and that all buildings have a fire evacuation plan. 1251

(CNS) - Nearly three-dozen cats were taken in by the San Diego Humane Society after they were left behind inside a condominium in Escondido last month, the agency announced Wednesday.The property manager of a condominium complex in the 1000 block of East Washington Avenue called the group on Oct. 22 to report that one of the condo's tenants had abandoned the cats after being evicted, according to the SDHS.Officers from the SDHS' law enforcement division responded to the home and found 31 cats living in "unsanitary conditions" inside the unit, SDHS spokeswoman Nina Thompson said.The cats were taken to SDHS campuses in Escondido and Oceanside for extensive medical exams, Thompson said. One cat had to be euthanized and a majority of the cats were found to be suffering from numerous medical conditions, including upper respiratory infections, diarrhea, ear infections and heart murmurs.The remaining 30 cats underwent more than three weeks of intensive medical care and were in the process of being transferred to SDHS' rescue partner Love Your Feral Felines for recovery, Thompson said.The Humane Society encourages the public to report animal emergencies, cruelty or neglect by calling 619-299-7012. 1234

(KGTV) — New undercover video appears to show signature gatherers pitching falsehoods to voters get them to sign petitions that would force the massive Newland Sierra development to a public vote.The County Board of Supervisors approved the project last month. It calls for more than 2,000 new homes on nearly 2,000 acres north of Deer Springs Road in Escondido. Opponents, backed by the exclusive Golden Door Spa, launched a signature drive to collect about 68,000 signatures from registered voters before Oct. 26. It would delay the project so the public can weigh in at the polls. On Friday, Newland released undercover video purportedly showing the signature gatherers making claims that the development would raise taxes, force people out of their homes, and encompass 430,000 acres. "What they're doing is basically putting in a bunch of homes, stores, casinos, hotels," one petitioner says in the video (the plan does not call for casinos or hotels).Steve Inscoe, who lives in Escondido, said signature gatherers told him that plans called for one million square feet of commercial space (it calls for 81,000), and that there was no plan to mitigate traffic (Newland Sierra says it will spend million on traffic improvements)."We are at a time when we need a whole lot of housing," said Inscoe, who supports the project.But the committee behind the petition says the real story is what's not in the video. Newland Sierra has deployed so-called truth teams that are allegedly the aggressors - an attorney for the committee says they even surround signature gatherers to block them from doing their jobs. It has led to confrontations, plus restraining orders and cease and desist letters from Vons/Albertsons. Rita Brandin, a vice president at Newland Sierra, said the signature gatherers are the ones who get confrontational."When a signature gatherer who is being paid says 'this project will raise taxes,' our truth teams can say 'that's inaccurate.' So because the signature gatherer is the one that signature by signature is making his paycheck, they get aggressive," she said.Newland Sierra sent the committee a cease and desist letter, reserving its right to litigate.In a response, Sean Welch, the attorney for the committee, warned Newland Sierra against any legal action. What that does for the business is provide consistency, someone that has relationships with our guests. It's going to be building a long-term culture."Mason's marketing manager Marena Weisman confirmed to CNNMoney that the franchise would be hiring between 35 and 45 people at the new rate, for work in both the front and the back of the house, and that all current employees are encouraged to apply for the positions.According to the Bureau of Labor Statistics, fast food cooks in the Sacramento area make an average of .42 an hour, about a dollar higher than the national level.Even though California's minimum wage is currently an hour, and will rise steadily to by 2022, Mason's jump is unusual."All responsible employers are preparing for the impact of the increasing minimum wage, but they are usually doing it over time and planning for it," says Carey Klosterman, director of research and compensation services at the California Employers Association.One reason why: Even employees making just a little bit more than the minimum wage tend to expect raises too. So if employers raise wages too quickly, it can get expensive."While increasing the wage to this level at a fast food restaurant is commendable, I don't foresee that many businesses will likely be following in their footsteps," Klosterman says.Such big hikes in wages are also especially rare in franchised industries, where the headquarters often charges steep royalties and controls many aspects of the operation — including prices and promotions. That can make life difficult for franchisees in areas with higher fixed costs like wages."If you're in a territory where labor is much higher than the rest of the country, you could be underwater," says Peter Lagarias, an attorney for franchisees based in San Rafael, California. "When these kinds of pressures all build up, you can understand that franchisees are hurting."Lagarias hasn't seen the franchise agreement for Chick-fil-A, which is relatively new to California, so it's not clear whether an owner-operator could pass along increased labor costs by charging higher prices. Chick-fil-A is unusual in that each owner is limited to one store apiece, which keeps them more involved in day-to-day operations.A spokeswoman from Chick-fil-A's corporate office said only that local operators make their own hiring and wage decisions.However, Mason's strategy could pay off in the long run.Research has shown that raising wages can reduce turnover, which in the restaurant industry can be as high as 100% per year. Each time a worker leaves, it costs the restaurant owner money because they then have to fill the shift with someone else.Mason is also correct to point out that many low-wage workers have to hold down multiple jobs at a time in order to survive, and that full-time work at a livable wage is something many would try hard to keep."The reason people leave low wage jobs is that they're trying to find something just a little bit better," says Sylvia Allegretto, a labor economist at the University of California, Berkeley.At an hour, Mason's "hospitality professional" positions could be practically immune from turnover."You're going to try very hard to get that job, and you're going to be a very good, diligent productive worker," Allegretto says. "Because if you lose that job, your next job will be back down close to the minimum wage."That may position Mason's store to succeed in what's rapidly become a job seekers' market.
