SAN DIEGO (KGTV) - A body washed ashore in Ocean Beach early Monday morning a few hours after a man was seen diving off the Ocean Beach Pier.At about 1 a.m., someone called 911 to report seeing a man jumping off the OB Pier into the ocean. A witness said the man was seen on his back being pulled out to sea.When authorities arrived, they found the man's belongings on the pier but could not locate him in the water. Lifeguards and Coast Guard personnel launched a search, but the man was nowhere to be found.Shortly after 4 a.m., authorities responded to the discovery of a body on the beach nearby. Authorities said it was too soon to determine if the body is that of the man who dove off the pier. 708
SAN DIEGO (KGTV) — A driver struck a fire hydrant outside San Diego International Airport Saturday, causing water to rocket into the sky outside Terminal 2 and headaches inside the airport.Terminal 2's East entrance on West Harbor Drive was temporarily closed after the driver struck the hydrant along the terminal's departure lanes around 10:40 a.m. Airport officials also closed Terminal 2 East's concessions and directed all traffic through Terminal 1.At one point, vehicles backed up onto Harbor Dr. as drivers encountered the closure caused by the geyser, according to a witness. SAN DIEGO (KGTV) -- A fire destroyed an abandoned building in Barrio Logan early Wednesday morning, but no injuries were reported.According to the San Diego Fire-Rescue Department, crews were called to the structure fire in the 3500 block of Dalbergia Street at around 2:50 a.m.By the time firefighters arrived, the flames had already consumed much of the building. It took at least an hour to stop the fire from spreading.A deputy fire chief at the scene told 10News that crews have battled fires at this same address multiple times in the past.10News learned a fire occurred at the same location on April 14, and before that on Dec. 26, 2019.Additionally, on Oct. 25, 2019, a fire erupted inside of the same building; a trash can fire was reported on the property six days earlier.The cause of Wednesday’s fire is under investigation, and there is no immediate word on whether the fire is somehow connected to any of the previous incidents. SAN DIEGO (KGTV) - A Delta passenger mauled by an emotional support dog has filed a lawsuit against the airline and the dog's owner, a Marine combat veteran.In June 2017, Marlin Jackson boarded a San Diego-bound flight in Atlanta headed for a work conference. Soon after, fellow passengers watched in horror as a brutal dog attack played out in front of them.Jackson sat in a window seat. In the middle seat was a Marine veteran was with an emotional support dog, a chocolate lab pointer mix, in his lap. The lawsuit states the dog was briefly restrained, before pinning Jackson against the window and mauling Jackson again, resulting in 28 stitches and permanent loss of sensation in his face. He bled so profusely that "an entire row of seats had to be removed."The incident sparked national headlines, and tighter policies for emotional support and service animals. For example, Delta now requires proof of training, adding rules for the types and ages of the animals, as well the duration of flights that allow emotional support animals.Delta declined to comment citing pending litigation. SAN DIEGO (KGTV) — City leaders say they're making strides in overhauling its water department after a disastrous 2018. In a presentation to the Audit Committee Wednesday, city public utilities managers said they had implemented about a dozen reforms after a series of missteps last year. In 2018, thousands of San Diegans received erroneous water bills, which an audit largely blamed on human error. A later audit found that some meter box and lid replacement workers were fudging time cards amid a 22,000 unit backlog. RELATED: New round of complaints on high water bills"We needed to change the culture and make sure that all these issues were addressed," said Johnnie Perkins, San Diego's deputy chief operating officer. Perkins said the Public Utilities Department has implemented new, efficient work strategies. These include getting workers out to the field faster, overhauling how customer service representatives interact with residents, and using software to pick routes that make sense. Previously, for example, workers could be sent to do water meter work in Rancho Bernardo only to be sent to San Ysidro.
