That's still a hefty price for San Diego renters who are paying an average of about ,000 a month and struggling to save for a down payment. Still, down payment assistance programs are available through the County and San Diego Housing Commission. Additionally, potential buyers can qualify for an F.H.A. loan with as little as 3.5 percent down. And Veterans can buy homes with nothing down through a V.A. loan. Carlos Espinoza and his wife Esther are buying a two-bedroom condo in Rancho Penasquitos for 9,000, the full asking price. They put 12 percent down, which they accumulated by increasing contributions to Carlos's 401(K), then borrowing from that fund. "Save as much as you can, even though sometimes you may feel like it's not enough," Carlos said. "The American Dream is alive again."Rich Kushner, a realtor with Burke Real Estate Consultants, said the most important thing an entry level buyer can do is get pre-approved for a loan. That will cause a seller to take an offer more seriously."Everything's negotiable when you write a contract, but you're going to have a stronger offer if you have a pre-approval letter," Kushner said. Realestate.com says inventory of entry level homes is up 21 percent annually in San Diego. Still, challenges remain. SAN DIEGO (KGTV) -- State health officials are working to catch up on a large backlog of COVID-19 tests.According to Marik Ghaly, California'sCalifornia's Health and Human Services Secretary, a server outage on July 25 led to a delay in lab records coming into the reporting system.Ghaly says they also realized they weren't getting data from one of their largest commercial labs for five days, between July 31 and August 4, because the state neglected to renew a certification."We apologize. You deserve better. The Governor demands better of us,"" Ghaly said during a Friday virtual news conference.Ghaly says there are an estimated 250,000 to 300,000 tests that need to be processed, and that will happen in the next 24 to 48 hours.The system accepts results for other reportable diseases, so the records have to sorted, Ghaly said, though adding that a majority will be COVID-19 test samples."We expect that over the next 24 to 48 hours that the backlog that's between 250 to 300 thousand cases will be resolved giving us a better sense of the number of tests that were delayed," Ghaly said. "We are reporting this data to the counties based on the date the specimen was collected so we can attribute it to the appropriate date."Ghaly points out the state froze the county monitoring list last week, so the problem should have affected any decision-making policies. He also says it doesn't change any state trends with case rates, which he says are still trending downwards slightly.However, it's unclear how the delay in reporting will impact contact tracing.The Governor has ordered an investigation into the error. 1629

  

SAN DIEGO (KGTV) – SeaWorld San Diego will partially reopen to the public later this week.Starting Friday, Aug. 28, the park will open its doors to guests for what it is calling Zoo Days: Bayside BBQ & Brews.In a press release, the company said, “With enhanced health and safety measures, guests can safely roam the park’s expansive grounds, enjoy amazing animal exhibits and presentations, and savor a limited-time food and beverage experience with all new BBQ and beer-infused menus throughout the park, paired with San Diego’s best craft brews.”In addition to the food and drink offerings, guests will be able to enjoy the park’s outdoor animal exhibits and shows such as the Dolphin, Sea Lion and Orca EncounterThe special event will run on weekends from Aug. 28-Sept. 27. The event will also take place on Labor Day weekend.A limited number of guests will be allowed in the park on each day, with park hours from 11 a.m.-7 p.m.Park officials suggest guests purchase tickets in advance:“All guests, including Fun Card holders and Pass Members must purchase a date-specific ticket online to this limited time experience. Each ticket for this experience includes park entry, animal presentations and outdoor exhibits as well as a tasting lanyard to experience our chef created BBQ and paired craft beer offerings. SAN DIEGO (KGTV) — Several North County residents felt their homes and businesses rattle briefly after a loud boom Friday.The noise and shaking were reported at about 1:30 p.m., according to San Diego Sheriff's Department. Deputies in the North County received calls from Vista about the noise. 10News also fielded several calls from Oceanside and San Marcos over the incident.USGS did not register any major earthquakes in the region Friday, according to the agency's website. At about 1:31 p.m., USGS recorded a 1.6-magnitude earthquake with a depth of about 5 miles in the Ocotillo Wells area, about 100 miles east of Oceanside.Camp Pendleton was scheduled to perform exercises involving mortar fire and high explosive munitions, according to a noise advisory statement, and finish its Exercise Iron Fist training alongside Japanese armed forces on base Friday. However, a spokesperson for Camp Pendleton told 10News the base was on normal operations Friday.The base's website advises that, "depending on atmospheric conditions, the sound of the explosions may be amplified and heard up to 50 miles away." A map of Camp Pendleton shows Oceanside is located about seven to 10 miles away from the base's impact areas.10News reached out to MCAS Miramar to check on Friday's base operations, but did not immediately hear back. 1333
