A federal judge in Washington state has issued a permanent injunction that blocks the Trump administration from slashing grants to a Planned Parenthood program that funds teen pregnancy prevention programs across the country.The decision came from US District Judge Thomas Rice on Tuesday, whose ruling stated that the Trump administration cannot end the program, due to the fact that it would cause harm."The Court determines that the public interest weighs in favor of (Planned Parenthood), as it would prevent harm to the community ... and prevent loss of data regarding the effectiveness of teen pregnancy prevention," Rice wrote. 642

A historically active Atlantic Hurricane season is nearing a close, but there appears to be at least one more threat looming in the Caribbean Sea.Hurricane Zeta is currently churning just south of the Yucatan Peninsula with maximum sustained winds of 80 mph — and is currently projected to make landfall on the Louisiana coast later this week.The National Hurricane Center issued a hurricane watch for portions of the Louisiana and Mississippi coasts on Monday. The hurricane watch runs from Morgan City, Louisiana to the Alabama/Mississippi border. The hurricane gained hurricane status Monday afternoon after Hurricane Hunters flew through the storm. In addition to gustier winds, the Hurricane Hunters found Zeta's pressure has dropped. According to the National Hurricane Center's latest update, Zeta is projected to make landfall on the eastern part of the Louisiana coastline on Wednesday evening or early Thursday morning. At that point, officials believe the system will be "at or near hurricane strength."Zeta is the 28th named storm of 2020 — the second-most all-time in a single year. And no region has been targeted more by tropical storms this year than the Louisiana coast.The Louisiana coastline has already been targeted by four major storms this year — Cristobal, Laura, Marco and Delta. The strongest of those storms, Laura, reached category 4 status and caused extensive damage to the Lake Charles area, contributing to 17 deaths in the U.S.According to one NOAA researcher, the Louisiana coast has spent more than three whole weeks in NHC forecast cones this year, by far the most of any region. 1624

A man assaulted his elderly father when he came home from work and found that dinner wasn't ready, police in Pennsylvania claim.Frank Steinetz, 50, of Taylor, Pennsylvania, repeatedly punched his 83-year-old dad in the head and face on Monday night, according to Scranton's Times-Tribune.The newspaper reported that when Steinetz came home at 5:45 p.m. he got mad because his father had not prepared a meal for him.A neighbor called police after hearing screaming from Steinetz's house. The neighbor told officers he could hear Steinetz asking, "Oh, does that hurt?" along with what sounded like a physical assault.Steinetz's father, who was described as "extremely frail" by police, had bruises on his face, arms and leg after the incident, according to the Associated Press."He beat me up," the 83-year-old victim told police, according to The Times-Tribune.Steinetz was arrested on charges of aggravated and simple assault, recklessly endangering another person and harassment. A Dundalk couple says they’re trying to figure out who’s responsible after a carnival accident on Friday.A day at a carnival for David Nagel, his wife Stacy, and their 2-year-old grandson was going great until David and Levi were on board the carnival’s merry-go-round.“I grabbed my grandson,” David said. “Ran away from the [the carousel] and got my grandson over the fence to my wife, and then I went back to make sure that everybody else was ok because there was a young lady with two younger kids behind me.”Part of the merry-go-round collapsed with close to 40 people on or nearby.Stacy watched in horror, capturing the entire incident on her smartphone.“It was his first time ever on a merry-go-round. He’s two. He never wanted to get on before and we didn’t push him. He just wanted to get on the merry-go-round so we had to film it. Thank gosh we did,” she said.Firefighters along with ride inspectors worked on the ride for almost an hour.Then the ride went back into service – not against protocol according to state inspectors.The ride services’ owner, Shaw & Sons Amusements, says the state handles inspections.“A major breakdown is a stoppage of operation from any cause that results in damage, failure, or breakage of a structural or stress bearing part of an amusement attraction,” Matt Helminiak, the Commissioner of Labor and Industry – over the amusement ride and safety inspection division, said.By phone, he said if no one was injured or if there weren’t a major breakdown, the state wouldn’t even be alerted.The incident on Friday wasn’t enough to shut the ride down.Still, Helminiak says the state will look at what went wrong with the merry-go-round.“In the case of a mobile ride, every time that ride is set up, a state inspector inspects it before anybody is allowed to ride it, but the operators themselves have a daily inspection requirement and so they inspect it and keep a log of inspections and then have that available for us,” he said.An unsettling feeling for David, who says he wants to see a change in the inspection process, no matter if someone is injured.“I went, number one, to bring back memories and number two – to share joy. It was supposed to be a joyous time. It was until we got on the merry-go-round,” David said.The state will look at the merry-go-round before it’s set up again.No matter the issue, it’s up to the company to get the ride fixed before anyone is able to get on it again. 2447
