SAN YSIDRO, Calif. (KGTV) -- The San Ysidro School District named a new superintendent Thursday night. Gina Potter has been named the 9th San Ysidro School Superintendent in the last five years.In 2013, Manuel Paul resigned on corruption charges. He pleaded guilty two years later and was sentenced to two months in federal prison.The district hasn’t had a permanent superintendent since September when Julio Fonseca resigned amid allegations of financial wrongdoing.Jose Arturo Sanchez-Macias then stepped in but stepped down two months later following questions regarding payments to himself and his predecessor.Parents and teachers in the district say they want results to create a stronger learning environment they say students deserve. 749

SCOTTSDALE, AZ — Emergency crews have recovered a body after an incident at a Scottsdale aquatic park.Crews were at Eldorado Aquatic Park near Hayden and McDowell road early Monday morning.Scottsdale police say around 12:30 a.m.; an officer was making rounds in the area when he heard what sounded like muffled calls for help.He worked to locate where the calls may be coming from and eventually found them to be coming from a pipe that helps support one of the water slides.Officers were communicating with the victim, said to be a transient, but lost communication with him around 2 a.m.Officials say the man reportedly went up over a tall fence surrounding the park and was up on the slide. He then somehow fell into the pipe structure, where he became trapped.Crews had to dismantle the slide in order to get the victim's body out.He has since been identified as 31-year-old Ryan Kelly. SAN MARCOS (CNS) - A man who reported his car stolen in San Marcos earlier this week caught a lucky break when he spotted his car in the same area today with the suspected thief inside -- but the suspect left before police were able to apprehend him.The man called law enforcement Wednesday morning to report his car had been taken from his apartment complex on Smilax Road near state Route 78, according to San Diego County Sheriff's Lt. Dave Perkins.Around 9 a.m. Sunday, the man called the Sheriff's Department and told deputies he had seen his car parked nearby with an unknown man inside it, Perkins said.The man reported seeing the suspect get out of his car and walk away. Deputies searched the area and detained a possible suspect, but it was determined he hadn't been involved in the crime, Perkins said.The suspected car thief remained at large. 863

SCRIPPS RANCH (KGTV): The "shake table" at UC San Diego will soon be able to move just like a real earthquake, thanks to a grant from the National Science Foundation.Researchers at UC San Diego received .3 million for upgrades to the machine."This would become one of the very best centers for earthquake engineering worldwide," says Professor Joel Conte, who teaches in the school's Department of Structural Engineering.Researchers say, right now, the shake table only moves back and forth, rocking large structures placed on top of it. With the grant, they'll be able to change the hydraulics on the machine. Once completed, it will shake back and forth, left and right, up and down and will also pitch, roll and yaw."We'll be able to reproduce real earthquake ground motions much more realistically, much more accurately, and much more completely," says Conte.Building designers and researchers use the shake table to test how structures will react to an earthquake, what kind of damage they'd sustain and whether or not they'd be usable immediately afterward.The shake table can hold multi-story buildings, bridge columns, wind turbines and more. The first structure scheduled to be tested after the upgrade is a 10-story building made from cross-laminated timber.According to the school, the money from the grant will add "new hydraulic pumps, a cooling tower and very large accumulator banks for the facility’s hydraulic-powered system. It will cover the costs of reconfiguring the existing two horizontal actuators, adding another two horizontal actuators, and powering the six vertical actuators to generate table motion."Researchers say it will be the most modern, functional shake table in the world."As soon as it can move in several directions, we will be able to serve all these needs," says Conte. "In the past, the industry in California often had to go to Japan, to China, to Korea. That will not be the case anymore."Construction on the upgrades will start in February of 2020 and be complete by July of 2021. 2042

SAN MARCOS, Calif. (KGTV) - Bedbugs, the bane of many homeowners, were discovered lurking inside several San Diego County buildings last week.10News was tipped off to a bedbug infestation at a county building: the Agricultural Weights and Measures building in San Marcos.The county confirmed to 10News, bedbugs were found there and another building from the same department in Kearny Mesa.  As for how it happened, a county spokesperson revealed only that an employee is the cause and public areas were not affected.Workers from the Agricultural Weights and Measures Department, which provides pest control for the county, have laid traps, monitored for bed bugs, and moved employees to a separate area.Garrett Thrasher is Vice President of Thrasher Pest Control.  He says the typical plan of attack could also involve K9 alerting, vacuuming, steam cleaning and sometimes chemical treatments."From there, it's weekly checks to make sure there is no new activity or complaint," said Thrasher.Thrasher says bedbug calls have been increasing over the last few months and are slightly up from the same time last year. 1161
