BUCHAREST, May 6 (Xinhua) -- China's top political advisor Jia Qinglin said here Monday that China and Romania share the same task of opening up a new era in their all-round partnership of friendship and cooperation.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), China's top political consultative body, delivered a speech at a session of the Romanian Senate on Monday evening.     In his speech, Jia explained China's policy and concept of peaceful development and mutually beneficial, win-win cooperation with other countries. He emphasized the willingness to further deepen friendship between China and Romania and advance China's relations with Central and Eastern Europe in an all-round way. Romania is one of the first countries that recognized new China shortly after its founding. Since the two countries established diplomatic relations nearly 60 years ago, bilateral relations have been growing smoothly despite major changes in international situation and conditions in both countries. The two countries have been always supporting each other on international affairs and domestic development.     Over the past few years, China and Romania have maintained frequent exchange of visits by high-ranking officials. Chinese President Hu Jintao visited Romania in 2004, when the two countries lift their relations to an all-round partnership of friendship and cooperation.     "The true friendship and deep passion that the Romanian people cherish toward the Chinese people will always remain on the historical record of bilateral relations," Jia said in the speech.     In the speech entitled "continuing the past, opening up the future and jointly creating a better tomorrow of friendship and cooperation", Jia said the two peoples have become friends of all weathers and that China-Romania relations have become an example of international relations.     Jia put forward four proposals on further advancing bilateral links.     First, the two countries should enhance political trust. They should continue to respect and treat each other as equals, never interfere in each other's internal affairs and pay attention to each other's concern. They should maintain high-level contact and carry out even closer exchanges and cooperation between their governments, legislatures and political parties so as to lay a solid political foundation for sustained development of bilateral links.     Secondly, the two countries should expand trade and economic cooperation. They should expand trade and investment according to the principle of mutual complementarity, equality and mutual benefits. They should continue to give a full play to the role of their joint economic commission, encourage and support their companies to increase contact and explore new ways and methods of cooperation.     Thirdly, the two countries should deepen cultural and humanitarian exchanges. They should continue exchanges and cooperation in such fields as culture, science, technology, education, sports, public health and tourism so as to add new content to bilateral links. They should further expand people-to-people exchanges, exchanges among local authorities and young people so as to consolidate the foundation of China-Romania friendship and add vigor to the development of bilateral links.     Fourthly, the two countries should step up coordination and cooperation on international issues. They should join effort to build a fair, unbiased and rule-based multi-lateral system with the United Nations assuming the core role.     Jia said China-Romania friendship is deep-rooted and fruitful and will enjoy an even better future. He called for the people of the two countries to join hands in strengthening their traditional friendship and all-round cooperation.     Jia arrived in Bucharest Sunday for a four-day official goodwill visit to Romania. Romania is the first leg of his four-nation Europe tour, which will also take him to Hungary, Slovenia and Croatia.

BEIJING, May 19 (Xinhua) -- Millions of people in China and overseas observed three minutes of silence at 2:28 p.m. on Monday as they mourned the many killed in a deadly earthquake in Sichuan Province a week ago.     President Hu Jintao, top legislator Wu Bangguo, Premier Wen Jiabao, and other top leaders including Jia Qinglin, Li Changchun, Xi Jinping, He Guoqiang and Zhou Yongkang also stood in silence in the central government compound of Zhongnanhai in Beijing.     The leaders, dressed in dark suits and wearing white paper flowers on their chests, bowed their heads in solemn silence below a national flag flying at half staff. I feel deeply sorry for those dead brothers," said Pu Taihua, a rescuer in Beichuan, tears mixing with sweat on his face.     Although rescuers are being challenged by the rugged terrain and aftershocks in Sichuan, more than 100,000 soldiers and rescuers are still battling to search for buried survivors.     The quake victims, who are clinging to hope that their relatives have somehow survived, also took time to join the mourning.     In Beichuan County, one of the worst-hit areas in Sichuan, surviving students, wearing white T-shirts, stood with their heads deeply bowed. His body was almost disfigured," said Chen.     After the memorial, residents wandered around the playground, reluctant to leave.     WOUNDS WILL HEAL     From herdsmen and hearing-impaired children to elderly survivors of the deadly 1976 Tangshan earthquake, from bus drivers in Beijing to barter traders along the China-Russia border in Manzhouli, grieving Chinese are rallying against the disaster.     "My best friend died in the earthquake, but wounds will heal, homes will be rebuilt and everything will be all right," said Zhang Xiaomei, a student in the Yinghua Middle School in Deyang City.     On Monday, a downtown square in Chengdu was crammed with thousands of people who shouted "Go, Sichuan!" "Go China!" amid tears.     "The people in Sichuan are not alone. The whole China of is supporting them," said Ma Guoxi, a student in Ningxia University.     Mark Hancock, an Australian teacher in Qinghai, joined hundreds of Chinese mourners in a downtown square in Xining, capital of Qinghai Province.     "It's been a terrible catastrophe for China, for the Chinese people," he said, struggling to hold back tears. "It's a time for China to demonstrate its enormous strength to overcome the tragedy, and people all over the world are with them and supporting them," he added.     "The earthquake took away people's lives, but it will not frighten the brave Chinese people into retreat. We will get over the hardships and a stronger China will have a better future," said He Bin, a police officer of the Anhui Provincial Public Security Department. President Hu Jintao, standing atop the rubble amid aftershocks on Sunday, said through loudspeakers to the soldiers in the quake-hit Shifang City: "I truly believe that the heroic Chinese people will not yield to any difficulty!"

BEIJING, Oct. 13 (Xinhua) -- The Communist Party of China (CPC) Central Committee recently held a forum to solicit opinions and suggestions from non-Communist personages on the documents of its latest plenary session held late last week.     CPC Central Committee General Secretary Hu Jintao briefed the leaders of the non-Communist parties, leaders of the All-China Federation of Industry and Commerce, and persons without party affiliation on what was considered when forming the document. He asked them to raise suggestions on its revision.     Some delegates made remarks, approving the summary made by the CPC Central Committee on the experiences of the 30 years of rural reform and development and supporting the guideline thinking, objectives, principles and measures of rural reform and development.     They raised suggestions on the overall plan of urban and rural development, farmland protection, grain security, spread of agricultural technology and rural financial system reform, as well as on deepening cross-Strait agricultural exchanges and cooperation and improving grassroots democracy.     After hearing the opinions, Hu said the suggestions were valuable and reflected the in-depth thinking of the participants. Relevant departments would conscientiously study and adopt them.     He added China was an agricultural country with the majority of its population in rural areas.
