LITTLE ROCK, Ark. (AP) — One in every five state and federal prisoners in the United States has tested positive for the coronavirus, a rate more than four times as high as the general population. In some states, more than half of prisoners have been infected, according to data collected by The Associated Press and The Marshall Project. As the pandemic enters its 10th month — and as the first Americans begin to receive a long-awaited COVID-19 vaccine — at least 275,000 prisoners have been infected and more than 1,700 have died. New cases in prisons this week reached their highest level since testing began in the spring, far outstripping previous peaks in April and August.“That number is a vast undercount,” said Homer Venters, the former chief medical officer at New York’s Rikers Island jail complex.Venters has conducted more than a dozen court-ordered COVID-19 prison inspections around the country. “I still encounter prisons and jails where, when people get sick, not only are they not tested but they don’t receive care. So they get much sicker than need be,” he said. 1090

LINCOLN PARK (KGTV) - For the first time, a member of the drill team at Lincoln High School recalls the moments she was called the N-word at Friday night's football game in San Clemente. Lillian Mixon is a sophomore at Lincoln High School and she tells 10News, "A group of us were walking to the bathroom during halftime and a little boy asked me if I do flag or twirl, and I told him no, I dance, I do drill, and he responded with the N-word." Mixon says it happened again on her way back from the restroom, "I was confused and I was like did she say the N-word to me because this is a grown woman." Immediately, Mixon says, she told two security guards at the game about what happened, "I told the security guard that they were saying racial things to us and the guy looked at me and didn’t respond he just looked and turned away." Meanwhile, Orange County Sheriffs Department released a statement on social media that reads in part, "At the game an individual told deputies that the San Clemente Middle School students were on the visitor side being rowdy and obnoxious and deputies removed them from the area." They went on to say there was no mention of inappropriate language or hate speech. After the game, following normal protocal, Lincoln High athletes and coaches were escorted back to their buses. Mixon says when she got back to the bus she felt awful, "I felt awful after the game and I had to keep it together. After the game I told myself things like this happen but they never happen to me." Both school districts are continuing their investigation into the allegations. 1598

LA MESA, Calif. (KGTV) — East County residents say they're behind a local dog rescue's efforts to provide for canines, but that the facility has been operating dangerously.Suzy Avalos lives next door to the Happy Hearts German Shepherd Rescue, which is run out of a La Mesa home. She tells 10News the dogs that reside in the yard have had no problem jumping the fence."You see the fence is not high. It's right up here. The dogs don't have a problem jumping over this fence," Avalos said. "I've lived here for 10 years and it's just progressively getting worse."RELATED: Disease fatal to dogs that can spread to humans on the rise in some statesWhen the dogs escape they can also be aggressive, neighbors say, with at least one dangerous incident being recorded. 10News obtained records from the La Mesa Police Department showing at least 28 instances where officers responded to the dog rescue to help round up escaped canines or help people who say they were attacked by the dogs."We have a lot of people on this street that have young kids and I'm just worried a child is going to get bit or something worse is going to happen," Avalos said. "They're out of control and she should not have a license."The woman who runs the dog rescue, Donna, declined an interview by 10News. While they support the idea of rescuing the dogs, they say it needs to be done more responsibly. Or the rescue needs to stop."The frequency with which she forgets to close her gates or the dogs escape, it kind of imperils the neighborhood," Sean Hixson, another neighbor, told 10News. 1855
