NEW YORK — An influential scientific panel on Tuesday voted to recommend to the CDC that when a COVID-19 vaccine becomes available, both front line health care workers and residents in long-term care facilities should be prioritized first. The Advisory Committee on Immunization Practices voted 14-1 in favor of adopting the following recommendation: When a COVID-19 vaccine is authorized by FDA and recommended by ACIP, vaccination in the initial phase of the COVID-19 vaccination program (Phase 1a) should be offered to both 1) health care personnel and 2) residents of long-term care facilities.Watch the meeting live here."About one (American) dies every minute from COVID-19. The two groups together represent around 23 million Americans out of a population of about 330 million; about 21 million in health care professions and less than 3 million adults living in long-term care facilities.Current estimates project around 40 million doses combined available by the end of 2020. And each vaccine product requires two doses.The CDC said Tuesday they expect 5-to-10 million doses available each week after a vaccine is authorized by the FDA. They say these numbers necessitate the need for sub-group prioritizing, since not all health care workers or long-term care facilities can be vaccinated at once. Another consideration the panel discussed is not having an entire unit or group get vaccinated at once; if there are side effects like fatigue or other symptoms that necessitates taking a day or two off, this could leave a unit critically short-staffed. During Tuesday's presentation, Dr. Kathleen Dooling talked about statistics from COVID-19 patients in the US and how it lead to health care workers and long-term facility staff and patients to be at the top of the vaccine list. Long-term care facilities are responsible for six percent of COVID-19 cases and 40 percent of COVID-19 deaths in this country, she said. Later this month, the Food and Drug Administration will consider approval of two vaccines made by Pfizer and Moderna. The panel meeting Tuesday said they hope to learn more about the safety and effectiveness of the vaccines as more information is released by the FDA.Dr. Dooling said one of the questions they hope to ask about the Phase 3 trial data of both Pfizer and Moderna is how effective one dose of the vaccine has shown to be. They will also be taking a deeper look at the age groups of those included in the trial, and the efficacy of the vaccines on older people. Some of the comments during the public comment section referenced the lack of transparency released at this time about the vaccines and the panel trying to make vaccination decisions without it. However, the panel, while voting, expressed faith in the FDA's process of approving the vaccine as safe for all Americans. Once vaccines are given, the CDC and FDA will be asking all health care providers and facilities to use the existing Vaccine Adverse Event Reporting System, VAERS, to monitor any side effects and adverse reactions to the COVID-19 vaccines. The advisory panel will meet again at some point to decide who should be next in line. Among the possibilities: teachers, police, firefighters and workers in other essential fields such as food production and transportation; the elderly; and people with underlying medical conditions.Experts say the vaccine will probably not become widely available in the U.S. until the spring.ACIP is a 15-member panel of outside scientific experts, created in 1964, that makes recommendations to the director of the Centers for Disease Control and Prevention, who almost always approves them. NEW YORK -- A Bronx man is facing murder charges after his mother was found dead in their apartment early Wednesday, according to the NYPD.Police say Carmen Aponte, 66, was discovered by her adult daughter around 1:30 a.m. when she came home to the family's apartment on Seneca Avenue, near Faile Street in the Hunts Point section.Responding officers say they found the woman unconscious in her bed with injuries to her head. NEW YORK -- Lori Gaeta gets a cup of coffee every day at a cafe on Lexington Avenue in New York City.Last week, she got a cup coffee and started a conversation with a homeless man that changed both of their lives.Gaeta says she met the homeless man, named William, on 61st Street. It was a conservation she couldn't get out of her mind.“He was paralyzed in a broken down wheelchair. I just felt he could use a blessing,” said Gaeta.All she knew about him is he is 61 years old and his name is William, he became paralyzed and is now homeless.She noticed his wheelchair was being held together with duct tape and was falling apart. She asked him if it was alright for her to get him a new chair.Gaeta sprung into action and started an online quest asking for help posting on a site called Nextdoor. Generous New Yorkers immediately came forward offering used chairs.Then a total stranger, named Elizabeth Menegan, offered to buy William a new chair, spending over 0.“You know that saying it takes a village to raise a child? Well, this took an entire neighborhood to bless this man. NEW YORK, N.Y. — President Donald Trump's former political adviser Steve Bannon was arrested Thursday morning on charges that he and three others scammed many people who donated an online fundraising scheme called “We Build The Wall.”The charges were outlined in an indictment unsealed in Manhattan federal court.Federal prosecutors say Bannon and three others “orchestrated a scheme to defraud hundreds of thousands of donors" in connection with an online crowdfunding campaign that raised more than million to build a wall along the southern border of the U.S.Along with Bannon, the other three men arrested in the case are Brian Kolfage, Andrew Badolato, and Timothy Shea. They’re each charged with one count of conspiracy to commit wire fraud and one count of conspiracy to commit money laundering, both of which carry a maximum penalty of 20 years in prison.According to the indictment, the scheme started in December of 2018.To induce donors to donate to the campaign, court documents say Kolfage repeatedly and falsely assured the public that he would “not take a penny in salary or compensation” and that “100% of the funds raised . . . will be used in the execution of our mission and purpose” because, as Bannon publicly stated, “we’re a volunteer organization.”Those representations were reportedly false. In truth, prosecutors say Kolfage, Bannon, Badolato, and Shea received hundreds of thousands of dollars in donor funds from "We Build the Wall," which they each used in a manner inconsistent with the organization’s public representations.In particular, Kolfage is accused of covertly taking more than 0,000 in donations for his personal use, while Bannon allegedly used a non-profit organization under his control to receive over million from the campaign. (KGTV) - Peking Restaurant, a staple of the North Park food scene for 88 years, will close in March of 2019.The owners made the announcement on their Facebook page earlier this month, saying it was time to retire."I'm going on 75 years old," co-owner Ken Fong told 10News. "It's time to enjoy my last few years."The Facebook post says "This decision did not come lightly to us as Pekin is such a special place in our hearts and we love what we do and all of you. A majority of our incredible staff here have been with us 25-40 years... and are ready for the next chapter of retirement and new endeavors."Fong says it's not just the owners who want to retire, but cooks and servers as well.Since word got out about the closure, the restaurant has been flooded with people who want one more meal at a place that became the go-to spot for Chinese food in the area."It's overwhelming," says Fong. "It's driving us nuts. Everyone is overworked."Fond adds that he doesn't mind the extra work, but he didn't expect this kind of reaction.In the wake of the extra crowds, the restaurant put up a sign warning customers that wait times may take longer than usual. They say they don't want to add capacity, so they can give customers the same level of service they've always had.People in the area say it's sad to see such a great place go away."This is something I've known my whole life. I'm going to miss it," says Barbara Sims. She used to come with her parents as a child. Now she brings her grandkids to the restaurant when they visit.Fong says he appreciates all the well wishes he's received in the past few weeks."They all want to come back and have one last memory," he says.
