SAN DIEGO (KGTV) - The San Diego Humane Society launched an investigation into possible animal neglect Monday.  The investigation is focused on the former Carmel Mountain Ranch Country Club.The golf course shut down in July.A spokesman with the Humane Society says someone reported that the declining state of one of the ponds on the course was endangering koi and other wildlife.Homeowners living near the course say they often smell a foul stench coming from the pond.The Humane Society says they’ve they’ve reached out to the owner of the country club and golf course.The Humane Society sent 10News a statement that says in part:"Because it is an open investigation, we cannot discuss details, but we take reports like this very seriously. We encourage anyone who has information relevant to this investigation to come forward and call San Diego Humane Society’s Humane Law Enforcement at 619-299-7012." 934

SAN DIEGO (KGTV) -- The unofficial start of summer is here in San Diego and that means it’s time to hit the beaches and enjoy some sunshine.Health officials are reminding residents that it’s also time to check the water quality before heading out.The County of San Diego’s Department of Environmental Health checks the water on a regular basis and posts that information online.Due to the need to warn residents if water quality is poor, the county developed the “Check Before You Get In” website.The site allows people to check water conditions at more than 80 local beaches. SAN DIEGO (KGTV) -- The San Diego Fire-Rescue Department has a new million tool to fight wildfires.The department unveiled its S-70i Firehawk helicopter Thursday, a modified version of the military’s Black Hawk helicopter.The aircraft is bigger, faster and capable of dropping more water than the city’s other two helicopters combined. The Firehawk has a 1,000-gallon tank compared to the 375-gallon tanks in Copters 1 and 2.San Diego Fire-Rescue Department Chief Colin Stowell said the Firehawk, dubbed Copter 3, represents the “latest and greatest in fire suppression and rescue capabilities.”RELATED: Chula Vista brush fire highlights rare night water drop technique“San Diego has over 45,000 properties adjacent to canyon rims and open spaces, posing a significant fire risk in our city. The speed of our response and capabilities of our equipment during the initial attack of those vegetation fires is critical,” he said.With a retractable snorkel, firefighters can refill the Firehawk’s water tank in less than a minute, allowing the helicopter to make more drops in less time, Stowell said.“Our ability to quickly get into the air and to make a difference will absolutely help to save lives,” said Mayor Kevin Faulconer.In addition to the crew of three, the Firehawk can carry up to 12 passengers, meaning it can shuttle six more firefighters than its predecessors to hard-to-reach places.RELATED: Blackhawk Helicopter joins the SDG&E firefighting arsenalThe helicopter also has advanced capabilities for night missions, with a high-intensity searchlight and a state-of-the-art obstacle avoidance system.San Diego Fire operates the only helicopters in the county outfitted to fight fires at night.To accompany the new helicopter, the city is building a .7 million hangar to house all three helicopters.“The state-of-the-art, 30,000-square-foot facility will help protect the helicopters from rust and corrosion as well as allow for indoor maintenance work,” said city spokesman Gustavo Portela in a statement. SAN DIEGO (KGTV) -- The Trump campaign is asking for a recount in Wisconsin and there could be other recounts before this election is over. But recounts rarely flip the result of an election.From 2009 to 2019, there were 5,778 statewide general elections, according to the non-partisan group FairVote. In that span there were 31 completed recounts.Only three of the 31 recounts flipped the outcome of the race, FairVote found. Those recounts were a Washington governor’s race in 2004, an auditor’s race in Vermont in 2006, and a 2008 race in Minnesota that made Al Franken a U.S. Senator.Deb Otis, a senior research analyst with FairVote, said in all three of these cases, the original margin heading into the recount was razor thin: less than .05 percent.“We generally see a shift in votes during recounts on the order of a few hundred votes or maybe 1000 votes,” said Otis. “The margin in Wisconsin right now is around 20,000 votes. We have not seen a statewide recount shift votes anywhere near 20,000.”The most memorable recount was in Florida in 2000, in the race between George W. Bush and Al Gore. That recount shifted the margin by 1,247 votes.
