SAN DIEGO (KGTV) -- It all started when La Jolla Shores resident, Penne Horn, had a birthday coming up."It started as a joke. My son asked what I wanted for my birthday and without any thought the words flew out of my mouth 'I want an ice cream maker,'" Horn said. The rest you could say is history.Since the day she received her wishlist item, she like many of us, spent time indoors with her new addition. "I started making ice cream. I just had too much of it and thought there's gotta be something I can do with this," Horn described. So she began to give it away to neighbors. It was so good that nearby residents with a sweet tooth wanted more and insisted on paying her, when a light a bulb went off. "I was hearing stories of families who got dogs in beginning of COVID, then lost their job and couldn't feed family let alone their dogs. I thought I will make the ice cream and ask people for donations. They'll donate and I'll buy dog food, and take it down to St. James church where they'll distribute it." Then new ideas kept getting added to the mix."One lady came to me and said I'll donate whatever if you make an ice cream named after my dog." Then, Twoee's Howling Good Ice Cream was born, named after her own sweet furry companion. "I draw all these different characters of dogs and name the ice cream after their dog."Horn's a former member of the Scripps and Humane Society boards, and she's always given back to the community. "It's part of my life, it's part of who I am."This time around, her community service was something new, a bit more sweet and born out of a pandemic. "There's a little silver lining if you look for it, I never would've started this if it hadn't been for the pandemic. There's good in everything." SAN DIEGO (KGTV) - Imagine having the power to change your body’s temperature at any time, regardless of how hot or cold it actually is. UC San Diego engineers are on they’re way to doing just that, with a wearable patch.Like a thermostat, it can be changed to a specific temperature, warming or cooling the body, using far less energy than an air conditioning system. “Cooling is a really important issue faced by society today. If you look at news reports there are extreme weather conditions, for example in India, peak temperature could be over 50 degrees Celsius in July," said Renkun Chen, a Professor of Mechanical and Aerospace Engineering at UC San Diego.The patch is made up of thermoelectric alloys - materials that use electricity to create a temperature difference and vice versa - sandwiched between stretchy elastomer sheets. The device physically cools or heats the skin to a temperature that the wearer chooses. The patch is powered by a flexible battery pack. It is made of an array of coin cells all connected by spring-shaped copper wires and embedded in a stretchable material. The system also includes a stretchable circuit board.By regulating the temperature around an individual person, rather than a large room, the smart fabric could potentially cut the energy use of buildings and homes by at least 15 percent.The technology could also be used for people who work in extreme environments, like firefighters or miners. Eventually, Chen and his team want to integrate the technology into clothing. They hope to sell it commercially in the next few years, along with developing a mobile app to control the temperature. The research was funded with a .6 million grant from the U.S. Department of Energy. 1736

SAN DIEGO (KGTV) - Locally and nationally, the calls are growing louder for some immigrant detainees to be released. In 2018, Kazakhstan native Satbay Kydyrali, 31, made his way to a local border crossing "He crossed border, turned himself in and asked for asylum," said Almas Irgebayev, Kydyrali's brother.Irgebayev says the asylum claim was denied and is now under appeal, a decision that could be years away. Meanwhile his brother continues to being held at Otay Mesa Detention Center. "Last three days, I was just crying when I think about him," said Irgebayev.Irgebayev says his brother is coughing, and in a cell with 7 other men. They are less than two feet apart, and most of the other men are also coughing. His brother told him none of the staff is wearing masks, and the detainees clean their own cell twice a day. The two brothers talk on the phone every day."He says that he wants to get out. I was crying on the phone. I heard him crying as well," said Irgebayev.Irgebayev is fearful because his brother is at-risk. He contracted tuberculosis as a child and has developed chronic breathing issues."I'm in a panic. I am feeling very bad, because I'm helpless," said Irgebayev. Similar sentiments were on display at a socially distant, vehicle protest near the federal courthouse downtown. Immigrant advocates were asking for at-risk detainees to be released. On the same day, members of the Congressional Hispanic Caucus called on Homeland Security officials to release low-priority detainees.In a statement, a DHS spokesperson says they're following CDC guidelines for disease monitoring and management protocols.' Irgabayev believes that statement doesn't reflect reality."I'm just afraid he is going to die in there," said Irgebayev.Irgabayev says his brother is in day three of a hunger strike protesting the conditions. The number of detainees on the hunger strike has shrunk from 90 to eight since the first day.An employee at the Otay Mesa Detention Center has tested positive, the first employee so far, according to prison company CivicCore. They employee reportedly didn't have contact with detainees. ICE says no detainees have tested positive for COVID-19. 2189
