SAN DIEGO (CNS) - Authorities asked the public to keep an eye out for a missing Lemon Grove teenager with a history of running away from home.The last known sighting of Alonna Wintland, 15, was on July 31, when she left her home in the 8000 block of Lemon Grove Way in a car driven by an unidentified man, according to sheriff's officials.At the time, Alonna, who did not take her cellphone or debit card with her when she disappeared, was wearing beige shorts, a white shirt and sandals. Her whereabout since have been unknown.Alonna is white, 5 feet, 2 inches tall and weighs about 235 pounds. SAN DIEGO (CNS) - California State University police chiefs Friday banned the use of the carotid restraint and pledged to implement policing recommendations offered by a 2015 federal task force on the CSU's 23 campuses, which include San Diego State and Cal State San Marcos."As police chiefs of the California State University's 23 campus police departments, we have been galvanized by the many voices across our state and nation demanding accountability, equity and justice," the chiefs said in a joint statement. "We have seen the tragic impact of racism and bigotry, and many in our departments have experienced it personally. We are unitedly determined to take action."CSU Chancellor Timothy White and every CSU campus president supports the pledge to adopt recommendations of The President's Task Force on 21st Century Policing, reported to then-President Barack Obama in May 2015, according to the chiefs."We are determined to lead by example, joining a growing number of American cities that have committed -- collectively and collaboratively -- to address police use-of-force policies," the statement continued. "To that end, and effective immediately, we are prohibiting the use of the carotid control hold by all CSU police officers. Additionally, no CSU police officer will receive or participate in trainings that teach the carotid control hold."The task force's recommendations are organized around six pillars: Building Trust and Legitimacy, Policy and Oversight, Technology and Social Media, Officer Wellness and Safety, Community Policing and Crime Reduction, and Training and Education.The chiefs also committed to looking for ways to incorporate those concepts into the training and certification provided by the California Commission on Peace Officer Standards and Training. SAN DIEGO (CNS) - An elderly disabled woman was assaulted and seriously injured in downtown San Diego, police said Saturday.The victim, a 73-year-old homeless woman who uses a walker, was attacked near the corner of Fourth Avenue and B Street at 10:10 p.m. Friday, according to Lt. Matt Dobbs of the San Diego Police Department's homicide unit.She was taken to the hospital where she underwent emergency surgery, the lieutenant said. Because of the serious nature of the woman's injuries, investigators from the SDPD's homicide unit were called to the scene."Detectives are collecting evidence and interviewing witnesses," Dobbs said. "A man was seen in an altercation with the victim. SAN DIEGO (CNS) - More than 15,000 runners are expected in Balboa Park on Sunday for the 21st annual Susan G. Komen San Diego Race for the Cure.The event will raise funds for Komen's breast cancer programs, including mammography, financial assistance to patients and meal delivery.An opening ceremony is scheduled for 7:30 a.m., and the 5K run and 1K walk/run begin at 8 a.m. at Sixth Avenue and Palm Street on the west side of Balboa Park.According to Komen, six women a day are diagnosed with breast cancer in San Diego and one dies daily from the disease.However, the survival rate is nearly 99 percent if the most common form of breast cancer is detected early, Komen officials said. Many of the organization's programs, such as free mammograms for low-income women, are aimed at finding the disease as soon as possible.A closing awards ceremony will take place after the run.Online registration is closed.
