SAN DIEGO (KGTV) - Mission Beach residents and tourists could be getting some relief from dockless scooters speeding down the boardwalk as San Diego's summer season approaches.The Mayor's Office is working on an emergency ordinance banning electric scooters, like those used from services such as LimeBike or Bird, from the Mission Beach Boardwalk, from Crystal Pier south to the jetty."Residents have complained about [the] continued reckless use of motorized (electric) scooters along the Mission Beach Boardwalk. SAN DIEGO (KGTV) -- Lifeguards are working to rescue a man stuck on a rock near Border Field State Park Monday afternoon. Lifeguards say they received a call from Border Patrol before noon Monday about a man stuck in the middle of an estuary bear the park. San Diego and Imperial Beach lifeguards as well as the Coastguard is helping with the rescue. The man was taken to the hospital and is expected to be okay. 421

SAN DIEGO (KGTV) -- It's a problem on the rise in communities across San Diego; drivers racing down side streets to avoid rush hour traffic. When Doug Doyen saw speeding on his street, he tried to stop it. "It was almost like the Indy 500 I couldn't believe the speed, the amount of traffic and speed up and down this street," said Doyen.He put up his own signs to get drivers to slow down. "Hold the sign out, wave at them, people would be like, 'what the? Oh okay."' said Doyen. "And they'd look at me like, 'who is this guy?'" But the speeding is still a problem. He thinks GPS apps are directing drivers to his side street to avoid freeway traffic. "I couldn't believe the traffic and the speeds I was seeing out here," he said. Neighbors joined San Diego Police to form a Pace Car Program. The citizen-based campaign adds more signs and traffic patrols in the neighborhood.  937
