SCOTTSDALE, Arizona — It's not paper or plastic that's taking over a Scottsdale, Arizona recycling center — it's trash. Every day at Republic Services workers line a conveyer belt scouring for items that don't belong. But the belts are moving slower than they used to. That's because so much trash has been moving through, workers need more time to pick it out. "A cushion like this, not recyclable," Richard Coupland with Republic Services said. "Baby seats, not recyclable." But it's not just time-consuming. Coupland said when you put things that don't belong into a recycle bin, it can contaminate the other items that do belong. In return, that produces more trash. "Focus on your fundamental material, but most importantly that it's empty, clean and dry," he said. Fundamental material includes paper, plastic, aluminum and cardboard. However, if you're recycling a ketchup bottle, it must be completely empty and rinsed out. All the trash coming through the center is also costing more money. Coupland said China was at one time one of the largest buyers of recyclable material. However, the center has stopped shipping items there. "They've lowered their acceptable criteria from 3 percent to .5 percent," Coupland said. "That's a level that few folks are able to achieve right now without making significant changes to their operation." That's forcing the company to sell all it's paper, plastic, and aluminum to different markets, at a cost. "Those markets are not able to pay the same value for the material," Coupland said.In return, that can cost you more when it comes to pick up fees. However, you can help by being conscious about what you put in your bin. "Many don't realize that the bottom of a pizza box which is contaminated with grease of a pizza, that's trash," Coupland said. "No one is interested in buying that. So the proper thing to do is rip the box, give me the top and throw away the bottom."  2052

SAN FRANCISCO (AP) — The sidewalks surrounding Ahmed Al Barak's corner market in one of San Francisco's roughest neighborhoods are filled with cardboard, used syringes and homeless people who have nowhere safe to go at night.But Al Barak says it's an improvement from a year ago, before the city posted a portable toilet across the street from his business in the city's Tenderloin district.He no longer regularly sees people relieve themselves in broad daylight, and he does not see as much feces and urine on the streets. In his opinion, it's the one bright spot in a city where taxes are too high."We used to have a disaster here. I used to call the city all the time to come and clean, because they don't know where to go," he said, recalling one woman in particular who shrugged at him in a "what can you do?" gesture as she squatted to pee.San Francisco started its "Pit Stop" program in July 2014 with public toilets in the city's homeless-heavy Tenderloin, after children complained of dodging human waste on their way to school. Today, the staffed bathrooms have grown from three to 25 locations, and the program has expanded to Los Angeles. In May, the toilets in San Francisco recorded nearly 50,000 flushes, all logged by attendants.The condition of San Francisco's streets has been a source of embarrassment to city leaders, and cleaning up is not cheap. The city received nearly 27,000 requests for feces removal in the most recent fiscal year, although not all are human.Mayor London Breed last year announced the formation of a special six-person "poop patrol" team where each cleaner earns more than ,000 a year.Advocates say steam cleaning requests have dropped in areas surrounding some of the public toilets. The mayor signed a budget Thursday that includes more than million for the Pit Stop toilets this year, up from million last fiscal year. San Francisco will add seven new bathrooms in a city where a one-night count of homeless people grew 17% in the past two years.The toilets each cost an average of 0,000 a year to operate, with most of the money going to staffing and overhead.Some of the bathrooms are permanent fixtures, while others are portables with two toilets that are trucked in and out. The stops have receptacles for used syringes and dog waste. Attendants who are paid the city's minimum wage of an hour check after every use and knock on doors to make sure people are not doing drugs or other illicit activity. The bathrooms must shine or they do not open.The staffing is what makes a toilet a Pit Stop, and the work is usually done by men coming out of prison after decades behind bars.The "practitioners" stand guard at some of society's bleakest intersections of poverty, addiction and mental illness, says Lena Miller, founder of nonprofit Hunters Point Family and its spinoff, Urban Alchemy, which staffs the Pit Stops in San Francisco and Los Angeles. They prevent overdoses, break up fights and greet regulars, she says."Really what we're doing is we're creating this space where people know that they can walk into it, and it's going to smell good. It's going to look good," Miller said. "There won't be trash everywhere, and they're safe. And I think that makes all the difference in the world."Nelson Butler was a 19-year-old Los Angeles gangster when he went to prison for 30 years for killing a person. Butler was released last year from San Quentin State Prison, scared and apprehensive and in need of a job. He went to work at a Pit Stop.Technically, his job was to prevent drug use in the bathrooms and make sure homeless people didn't set up camp."The reality is I'm a security guard. I was a babysitter, I was a social worker, I was a counselor. I did a lot of things that was not necessarily in the scope of my job description, but this is my community," Butler said. "So my thought was, if I saw somebody that needed help, that's why I'm there — to help."Homelessness has surged throughout California, and cities are struggling to open more bathrooms. Officials are considering adding port-a-potties and special loos designed by the city of Portland, Oregon, and expanding hours of restrooms in government buildings.Sacramento, which is in a county where a one-night count of the homeless increased 19% in two years, tried a Pit Stop but stopped after a few months because it cost too much.Los Angeles Councilmember Mike Bonin initially thought the stops too pricey, but he now understands that having someone to watch over the bathrooms has its upsides. Los Angeles saw a 16% increase over a year in its one-night count of homeless, to 36,000."I heard from everyone, from people affiliated with law enforcement, from people who live in the neighborhood, from homeless advocates, from people who are homeless themselves, that it's important to have a staff to make sure they stay clean and free of destruction or abuse," he said.Down the street from Ahmed Al Barak's corner market is Aref Elgaali's Z Zoul, a Sudanese cafe. The public bathroom by his eatery has helped, he says, but it closes too early, and there should be many more of the toilets."Why not to have in this corner one and that corner one and the other corner one? SEATTLE (AP) — A U.S. judge on Thursday blocked controversial Postal Service changes that have slowed mail nationwide. The judge called them “a politically motivated attack on the efficiency of the Postal Service” before the November election. Saturday marks the 87th anniversary of the "Star-Spangled Banner" being named the national anthem — and the song hasn't seen this much controversy since being anointed the official song of the United States in 1931.On top of becoming a political platform for athletes and politicians alike, the anthem has seen some of its most unique performances in the past year — most notably, Fergie's controversial rendition at the 2018 NBA All Star game.But Fergie's version of the "Banner" is just one of many controversial renditions of the song. As it celebrates it's birthday as America's anthem, let's revisit a few more notable renditions.Jose Feliciano — 1968 World SeriesFeliciano was among the first artists to deviate from the traditional playing of the anthem — and he did it in front of a nationwide audience. With the country already divided by the Vietnam War, Feliciano's rendition outraged many. Newspaper reports called Feliciano's performance "disgraceful," and some called him a "hippie."Despite the controversy at the time, Feliciano was invited back to Detroit to sing the anthem 44 years later before a Tigers playoff game, where he received unanimous applause.Jimi Hendrix — Woodstock (1969)Prior to Hendrix's performance at Woodstock, it was hard to imagine the national anthem being played on an electric guitar. Now, it's considered one of the most iconic renditions of the anthem ever performed.Roseanne Barr — San Diego, 1990Comedienne Roseanne Barr is not known for her singing voice, and it showed during her rendition of the anthem prior to a baseball game between the San Diego Padres and the Cincinnati Reds. She screeched her way through the anthem, and capped it all off by spitting on the ground and grabbing at her crotch.Barr maintains her act was a joke, and told the Washington Post that she wasn't trying to respect the anthem or the flag with her performance. President George Bush disagreed.For her part, Barr maintains her version of the anthems was better than Fergie's.Whitney Houston — 1991 Super BowlWith the country newly entangled in a foreign war and security tensions high at the world's biggest sporting event, Houston delivered perhaps the most stirring and inspiring live performance of the anthem in the song's history. Even after her death, Houston's performance at the Super Bowl remains one of her most played songs.Jack Black — Los Angeles, 2011Black is most known for his slapstick comedy, so it must have been strange for fans of the WNBA's Los Angeles Sparks step to the mic for the anthem in 2011.However, Black is one half of the musical duo known as Tenacious D, and showed off his pipes in the 2003 comedy "School of Rock." Whether or not the Staples Center crowd was ready for it, Black went out and delivered a stirring rendition of the "Star Spangled Banner."Jesse McGuire — 2013 NFL PlayoffsThough the national anthem is played and sung live dozens of times each day, it's not often that an instrumental version of the anthem is played solo. (CNS) -- The Golden State Killer went before a judge Monday to admit his guilt in a string of murders, rapes and other crimes in the 1970s and 1980s, stretching from Sacramento County to Orange County, after reaching a plea deal to avoid the death penalty.Joseph James DeAngelo Jr., 74, Monday morning began the process of admitting guilt in 13 murders, including four in Orange County, in a hearing before a Sacramento judge that was livestreamed on YouTube. By the noon lunch break, he was about halfway through entering his pleas, speaking in a raspy, trembling voice just above a whisper.Orange County District Attorney Todd Spitzer was in Sacramento to take the plea for the Orange County cases Monday afternoon.Under the plea deal, the onetime Exeter and Auburn police officer is expected to be sentenced to at least 11 consecutive terms of life in prison without the possibility of parole and 15 concurrent life sentences.Various prosecutors from across the state began the process of reading detailed descriptions of the defendant's crimes, starting with the murder of 45-year-old Claude Snelling on Sept. 11, 1975, in Visalia. DeAngelo shot and killed Snelling as he attempted to rescue his daughter, who the killer was trying to kidnap.DeAngelo also pleaded guilty to attempting to kill Detective William McGowen on Dec. 10, 1975, as the then-Visalia officer attempted to arrest him for a series of burglaries attributed to the "Visalia Ransacker" from April 1974 through December 1975.DeAngelo pleaded guilty to the beating deaths of Goleta residents Debra Manning, 35, and Robert Offerman, 44, on Dec. 30, 1979, in their home in Santa Barbara County, and the beating deaths of Gregory Sanchez, 27, and Cheri Domingo, 35, both of Goleta, on July 27, 1981. DeAngelo also raped Manning and Domingo.DeAngelo also pleaded guilty to bludgeoning to death Charlene and Lyman Smith, both of Ventura, with a fireplace log on March 13, 1980. Lyman Smith, a 43-year-old former deputy district attorney, and his 33-year-old wife were found dead by his 12-year-old son. The killer also raped Charlene Smith and stole some of her jewelry, prosecutors said.Ron Harrington, the son of Dana Point residents Keith and Patrice Harrington, who were slain on Aug. 21, 1980, said he and his family still support the death penalty for DeAngelo, but believe the plea deal is the best former of justice they could get."This is the most amount of justice and most amount of closure we could ever obtain," Harrington told City News Service. "This guy is absolutely the worst of the worst... He is truly the poster child for the death penalty."But given the age of witnesses and investigators as well as the COVID- 19 pandemic, it made the logistics of scheduling of even a preliminary hearing difficult to accomplish, Harrington said. Also, Harrington noted, Gov. Gavin Newsom has put a moratorium on the death penalty in the state."The preliminary hearing in this case had 100 witnesses and the preliminary hearing was going to last literally months," Harrington said. "And beyond that issue we're also dealing with COVID-19. And how do you protect all these remaining victims and witnesses in the era of the coronavirus?"Harrington said it was a "totally surreal experience" hearing DeAngelo admit his crimes.DeAngelo is expected to be ordered back to court in August, when victim impact statements will begin.Prosecutors on the case announced in April 2019 they would seek the death penalty for the Citrus Heights resident, who is charged with 13 murders.Multiple issues cropped up in the case, with many witnesses dying, a source told CNS."Some key witnesses are 80 years old or above," the source said, adding that includes many detectives who worked on the killings.Support in recent weeks among the families of the victims has been "overwhelming" for a plea deal, the source said.In Orange County, DeAngelo is accused of killing 24-year-old Keith and 28-year-old Patrice Harrington on Aug. 19, 1980, in Dana Point; 28-year-old Manuela Witthuhn in Irvine in February 1981; and 18-year-old Janelle Cruz in Irvine in May 1986.The Harringtons, who lived in a single-story home in the gated Niguel Shores community, were attacked in their bedroom, said Investigator Larry Pool of the Golden State Killer task force. Their bodies were found on their blood- spattered bed with ligature marks on their wrists and Patrice's ankles, Pool wrote in a probable cause declaration.Their killer left the binds on the bed. It appears he tied their hands behind their backs, covered them in a comforter and slammed a blunt object over their heads, Pool said.Investigators in 1996 matched semen at the crime scene to the killer in the two other Orange County cases, Pool said. The identity of the killer remained unknown until 2018, when investigators used a public genealogy database with DNA recovered from an item discarded by DeAngelo, former Orange County District Attorney Tony Rackauckas previously said.Witthuhn was attacked sometime between 11 p.m. on Feb. 5, 1981, and 2 a.m. on Feb. 6, 1981, when investigators believe she died, Pool said. The cause of death was skull fractures from a beating, Pool said, adding that her parents discovered her body in a sleeping bag when they went to check on her. There was no evidence of a struggle and she had ligature marks on her wrists and on her right ankle.Cruz was killed about 5 p.m. on May 5, 1986, in her bed in her Irvine home. Blood covered her head and neck and she was partially covered by her blanket, Pool said. She had hemorrhaging in her eyes and bruises on the bridge of her nose, according to Pool, who said the killer knocked out three of her teeth -- with two found in her hair.She had no ligature marks on her wrists like the other victims, but there were abrasions, leading investigators to speculate her killer squeezed her wrists so hard he left a mark, Pool said. Her lower lip was swollen, her tongue bitten. An ultraviolet light spotlighted semen on the victim, according to Pool. No murder weapon was found, but a pipe wrench in the backyard was missing.The cause of death was "crushing skull fractures," he said.DeAngelo is also charged with killing Brian and Katie Maggiore in Rancho Cordova on Feb. 2, 1978, and is alleged to be the East Area Rapist responsible for 52 attacks in Contra Costa, Sacramento and Santa Clara counties from June 1976 through July 1979, Pool said. 6453
