SAN DIEGO (KGTV) – The American Red Cross of San Diego/Imperial Counties opened a shelter Thursday night for residents displaced by flooding from heavy rainstorms.The shelter opened around 9:30 p.m. at the Paradise Valley Seventh-day Adventist Church on East 8th Street in National City.Services include a safe and clean place to stay, food, hydration, comfort kits with personal hygiene items, emotional support and health services, according to the Red Cross. The shelter will stay open as long as there is a need.In response to the flooding caused by today’s rainstorms, #RedCross disaster workers are working to open a shelter this evening at the Paradise Valley Seventh Day Adventist Church (2701 East 8th Street, National City, CA 91950). SAN DIEGO (KGTV) - The brand new Continental Apartment complex in Little Italy isn't like its upscale neighbors.It's made up of studios, some smaller than 400 square feet, and offers very little parking. That's why the starting rent is "just" ,550 a month, about 35 percent below market for the trendy area. "The rent is high in San Diego because of simple math - supply and demand," said Jonathan Segal, the architect who designed The Continental.Segal says costly approval delays and fees are contributing to that very supply crunch. The Continental, no exception, was delayed for two years. Segal says he paid almost million in fees for the building. But he's specifically perplexed by how the city charges what are called Developer Impact Fees. The money goes to uses like parks, fire, library and transportation.The city charges as much as ,000 per unit, depending on location, not size. That's why the city fee on developers could be disproportionately impacting rent prices for smaller units. In other words, if a developer takes a building and creates 40 apartments, that developer would have to pay that fee 40 times. Alternatively, if that same developers takes that same building and does just one large unit, that developer only pays the fee once. Now, there's a growing push at City Hall to change how the city calculates the impact fee. This week, a city council committee held a preliminary discussion on the fee's future. One option, endorsed by City Councilman Scott Sherman, is to do it by square foot. That way, building more, smaller units won't increase costs on developers - and ultimately renters or buyers. "If you were to do it by a square foot process, then a developer would come in and say, 'you know what? I can build two units at 0,000, instead of one at 0,000,'" Sherman said. A 2016 report from the housing commission said flat fees create a disincentive for developers to create more, smaller units that could help ease the housing crunch. Segal says changing how the fee is calculated could give him more latitude to offer lower rents. "I may be able to reduce my rent because I want to be more aggressive," he said. Segal paid about ,500 per unit in developer impact fees for the Continental, totaling 0,000 to the city. SAN DIEGO (KGTV) - The man who received 2,000 of his dead father’s Social Security benefits was sentenced Monday to federal prison time.Abel Perez, 55, pleaded guilty to accepting the benefits after his father died in 1997.Prosecutors said Perez would forge his father’s signature on a check payable to himself and divert the funds for his personal use.Perez admitted he knew he was not entitled to the funds which were put into the account.“The Social Security Administration’s Office of the Inspector General is pleased to see that this crime, which affects every individual relying on the Social Security Trust Fund for their retirement, was taken seriously and punished appropriately in this case,” said Robb Stickley, the Special Agent in Charge of the San Francisco Field Division, which is responsible for Southern California.  “We hope that this sentence sends a message that it is the responsibility of every individual in our society to protect their own retirement savings, and ensure that a loved one’s death does not go unreported.”A judge sentenced Perez to one year and one day in federal prison. SAN DIEGO (KGTV) - The arsonist who rammed his car into the Raytheon building and set fire to a La Jolla home learned his sentence Tuesday. Daniel Mackinnon, 37, will spend seven years in prison for crimes the Assistant U.S. Attorney described as “politically-motivated.” Early on the morning of Apr. 24, Mackinnon went to the home of a prominent real estate developer. Two adults and three small children were home asleep at the time, prosecutors said. RELATED: Driver arrested after car crashes into defense contractor building in Kearny MesaMackinnon “poured an accelerant onto the door and ignited it,” officials said. “Investigators found remnants of a plastic water bottle, a pry bar and a bottle cap at the scene.” DNA evidence from the bottle cap helped tie Mackinnon to the crime. There were no reports of any injuries. Later the same morning, Mackinnon drove into the Kearny Mesa offices of Raytheon, a defense contractor. The car bounced back, and Mackinnon got out, opening his back hatch, prosecutors said. Moments later, flames erupted from the back of the car and damaged the office building. Prosecutors did not provide details about the political motivation for Mackinnon’s crimes. SAN DIEGO (KGTV) -- The market may soon be looking up for San Diegans hoping to buy a home. A new report by Zillow found that many economists believe the housing market in the West will turn into a buyer’s market by 2020.According to the housing site, home-values have appreciated faster in 2018 than in 2017. That coupled with a fall in inventory means that sellers are in the driver’s seat.At least for now. Zillow says recent data suggest the balance may be starting to tilt back toward buyers. Home growth is slowing in more than half the nation’s 35 largest metros and price cuts are common.Even in San Diego, where the cost of living is well above average, 20 percent of listings saw a price cut in June.A separate report from Zillow found that the increase in home values has also slowed throughout San Diego.Three out of four economists surveyed say the national housing marked could see a shift to a buyer’s market by 2020.Those same economists say the Midwest will be the first to see the shift, beginning as early as 2019, followed by the Northeast, South and West in 2020.“For the past several years, home sellers held all the cards at the negotiating table, fielding multiple offers while buyers faced stiff competition and a fast-moving market,” said Zillow Senior Economist Aaron Terrazas.Over the next year, Zillow expects the rate of appreciation to slow to 4.7 percent in San Diego, where the median home price is 4,100.“Conditions are starting to show signs of easing up, but the effects of years of limited construction still linger. Inventory is still falling on an annual basis, and home values are growing well above their historic pace. Although these trends are starting to lose their edge, it is far too soon to call it a buyers market,” Terrazas said. 1789
