(KGTV) - A bill working its way through the California State Legislature could require bike lanes and other "active transportation" amenities to be built on state-owned roads.Senate Bill 127 states that "any capital improvement project located in an active transportation place type on a state highway or a local street crossing a state highway that is funded through the program, shall include new pedestrian and bicycle facilities, or improve existing facilities, as part of the project."It means any time Caltrans wants to repave or resurface a part of a State Highway or a highway overpass or underpass, they must add some kind of bike/walking lane or safety measures.San Diego Legislator Tasha Boerner Horvath co-wrote the bill. She sent the following statement to 10News:“My district is a hub for all things that involve outdoor recreation — biking, walking, jogging, skateboarding — you name it and my constituents enjoy doing it throughout our beautiful district. SB 127 is a major move forward in identifying and funding important bike and pedestrian paths to connect people with the places they want to go. In addition, it will bring us an important step further on ensuring highway overpasses in my district have the bike and walking facilities they need to connect inland communities to the coast. This is important for safe routes to schools for our kids as well as folks accessing our stunning beaches.”Members of the San Diego Bicycle Coalition support the bill, saying it will make it easier for people to commute to and from work. RIDGECREST, Calif. (KGTV) — A 4.7-magnitude earthquake hit just outside the town Southern California town of Ridgecrest late Thursday.The quake struck near area of Little Lake, Calif., about 20 miles away from Ridgecrest just after 5:40 p.m., according to the U.S. Geological Survey. USGS estimated the earthquake's depth at about 1.2 miles.The earthquake could be felt from as far away as Spring Valley, according to the USGS' "Did You Feel It?" map.Several aftershocks were recorded around the area following the 4.7 shake up. No injuries were immediately reported. On July 5, magnitude 5.4 and 7.1 quakes hit the Ridgecrest area, causing millions in damage locally. Those quakes could be felt as far away as Las Vegas. 729

Roughly 40 million people are estimated to wear a fitness tracker of some kind. Now one of those brands, Fitbit, has teamed up with researchers to try and predict COVID-19 symptoms before they start."About seven years ago when these Fitbits and things were coming out as fitness trackers, we said, Well they're probably pretty good physiological markers, not just fitness markers," said Dr. Michael Snyder with Stanford University's School of Medicine.Dr. Snyder says they were first able to use the technology to help them catch early signs of Lyme disease. The current pandemic has prompted them to take their research a step further."They're mostly built around heart rate which we think is better than skin temperature because not everyone gets a fever with COVID," said Dr. Snyder.Stanford's study is taking place in two phases. In the first, researchers evaluated six months of data in a majority of patients who tested positive for COVID-19. Their research showed COVID-19 patients had an elevated resting heart rate up to nine days before showing any symptoms of the virus."I view these as health monitors in the current pandemic. If we start flagging people as early as possible we’re going to be way [ahead in reducing] the number of cases, probably help people in saying no you shouldn’t go to work today. So, it has broad implications for the economy, pandemic spread and personal health period," said Dr. Snyder.Senior Vice President and General Manager of Fitbit Health Solutions, Amy McDonough, agrees."In particular, resting heart rate, heart rate variability, breathing rate all might change as your body is fighting off illness. So the study is really to look at what are the expressed changes that might happen," said McDonough."I think your immune system engages pretty quickly when you get ill and the cells are probably consuming a lot of energy and your heart needs to pound away to create some of them," said Dr. Snyder.Stanford's second phase of the study starts soon. People who have a fitness tracker can sign up and anonymously share their fitness data. Then, they can get alerted when researchers detect an elevated resting heart rate and possible early signs of contracting a virus."To be able to do that earlier detection can help keep people safe and help understand their body and when they might be fighting off illness," said McDonough.Dr. Snyder is confident in the technology, which he says helped him detect his own case of Lyme disease. "In one case which was on me, it was pretty clear I was ill because of the bio marker but I didn’t feel symptoms and my watch even picked that up. So what that tells you is it can detect disease when you’re presymptomatic as well as in asymptomatic cases which is pretty powerful," said Dr. Snyder.People can sign up for Stanford's study by logging into their Fitbit app or heading to innovations.stanford.edu.As for what Dr. Snyder hopes to take away from this study, he said "I hope to plant a wearable device on every person on the planet. Sixty percent of people have a smartphone so it's totally scalable. These are not expensive devices. ROCHESTER, Indiana — The woman accused of crashing into four Indiana children as they crossed the street to get on a school bus pleaded not guilty Thursday morning, according to ABC 57 News in South Bend. The suspect, 24-year-old Alyssa Shepherd, had previously told police she saw the lights from the bus but didn't realize what it was until the kids were in front of her. She has been charged with three counts of reckless homicide and one count of disregarding the stop arms on a school bus causing injury. The crash happened Oct. 30, near the intersection of State Road 25 and CR 400 N in Fulton County.Police say Shepherd was driving a Toyota Tacoma on State Road 25 sometime after 7 a.m. when she allegedly "disregarded" the stop arm and lights on a stopped school bus in front of a mobile home park, striking four kids who were crossing the street to board the bus. Alivia Stahl, 9, and her twin brothers, Xzavier and Mason Ingle, 6, were all pronounced dead at the scene. A fourth child was also hit. Maverik Lowe, 11, was hospitalized. His family said he "continues to improve."A pretrial conference for Shepherd has been scheduled for Feb. 5, 2019, ABC 57 reported. 1218
