An apparent banking fraud scheme leaves one Tulsa couple scratching their heads and with a frozen bank account.The Bruce family said a mysterious amount of money showed up as if from thin air, and then disappeared, leaving them, the account holders, as the prime fraud suspects.Larry and his wife Crystal were thrown for a loop after watching a couple thousand dollars appear in their bank account overnight."Somehow our mobile app on our USAA app was activated by someone on the outside,” Larry said. “They deposited ,000 in a business account."Confused, the couple immediately checked on their funds only to watch even more activity unfold."Then they transferred a thousand dollars from that account to our social security accounts,” added Larry.From there, that ,000 dollars transferred to a woman Larry said he's never heard of using the mobile banking app, Zelle."We don't even have Zelle on our phones,” Larry said.Even more baffling, the fraudulent check appeared to be endorsed by Larry and his wife."That is not my signature, and it sure is not my wife's signature,” he said.The couple acted, calling their bank, USAA, to make a fraud claim, only to be dealt a frozen bank account and an alleged accusation."They said they had proof that my wife did it on her mobile app on her phone through her member ID.”The bank sent this statement:"Our member's financial security and outstanding service are of the utmost importance to everyone at USAA. While we can't get into the detail of a member's account, we have worked with Mr. Bruce to bring the matter to resolution.""After we notified you all, we got a call from one of the CEOs down there… that she was working with the investigations and she said they found an error,” Larry said.The couple said a new investigation revealed they had nothing to do with the fraud, and their accounts were unfrozen, and funds replaced.Officials with USAA told the Bruce's they believe the fraudster was able to hack Larry's email address and somehow gain access to their account, but that the paper trail didn't go very far.To protect yourself from bank fraud, USAA gives this advice:Never provide your personal or banking information to unauthorized individuals. Fraudsters ask for things such as personal identifiers, debit or credit card information and account numbers.Be cautious when asked to make a deposit or send money back. Fraudsters sometimes convince you to make a deposit or payment to reduce your debt and provide an account number/routing number to use, but require a fee to be sent to the fraudster when the payment is made. The payment will return, the fee will be lost, and the account holder will be responsible.Contact your bank immediately if you provide your personal banking information to an unauthorized individual or see suspicious activity on your account.Consider changing online banking and email passwords on a regular basis. She owns a small bakery in west Phoenix and says she was shocked to face such a disturbing encounter at her own business, but says she never expected what happened next.“She was trying to light me on fire.”“It took me a while to realize that she was throwing gas at me. When I saw her struggling with the lighter, that’s when it clicked on me, what she was trying to do. She was trying to light me on fire and that's when I decided to run inside,” said Frausto.The incident happened in August, and it was all caught on her surveillance video.According to police reports, the suspect was identified as Araceli Soledad Aguilera and was arrested in August for aggravated assault, serious physical injury, and aggravated assault with a deadly weapon.According to MCSO, she was then released from custody.“I’ve seen her around here. She still comes around here, and she still has her fights with people here. She hasn’t stopped doing it,” said Frausto.A spokesperson for the Phoenix Police Department released the following statement:Phoenix Police Detectives assigned to the Bias Crimes Units investigated this incident and were able to determine the crime was biased motivated. The enhancement charge was submitted to the Maricopa County Attorney Office.But Carlos Galindo-Elvira with Chicanos por la Causa says changes are needed.“Should we be concerned? Absolutely. Should we be vigilant? Always. But we also need to make sure we’re promoting for our communities of color, LGBTQ and Muslim communities,” said Galindo-Elvira.According to the most recent report by the FBI, hate crimes against Hispanics or Latinos rose from 485 in 2018 to 527 last year.Based on this report, Arizona had 143 cases reported last year all over someone’s race, ethnicity or ancestry.Galindo-Elvira says the reality is that there could be more cases because usually, people in communities of color won’t report it.“We got to get better numbers. Not every jurisdiction reported hate crimes.”The FBI report says there were 111 racial or ethnic hate crimes in Phoenix last year. Of 92 participating agencies, only 17 submitted incident reports.“It’s a requirement to submit those numbers, but what we need it’s for our elected officials to mandate it. Animal shelters across the country are taking part in a nationwide study that's giving animal lovers the chance to hang out with a dog.Participant Moira Hopkins loves a good happy hour. However, instead of getting a drink, Hopkins is picking up a dog at the Humane Rescue Alliance in Washington, D.C. She picks up a dog named Jackie, who is part of the shelter’s happy hour program. It allows volunteers to take dogs out of the shelter and hang out with them for a few hours to let the dogs escape from the stress of that environment. “You just sort of see the tension just dissipate,” Hopkins says. “A great happy is when they suddenly end up taking a long, long nap because they don't get good sleep in a shelter because it's noisy and chaotic.” The shelter is taking part in a national study by Arizona State University to examine how getting out of a shelter, even for just a few hours, can affect dogs. Workers at the Humane Rescue Alliance say they've seen how a short getaway can help lower stress levels and even make dogs more adoptable. “When dogs appear less stressed to a potential adopter, that makes adopters want to meet them because they're calm and they're lying in their den, rather than jumping around and barking and acting all stressed out,” says Jennah Billeter, who works at the shelter. The ultimate goal is for these happy hours to lead to happy outcomes. “It has really, really good outcomes for both the human and for the dog, because the human gets to have the love of a dog and enjoy them and sometimes maybe even end up adopting them, because they fall in love with them on a happy hour,” Hopkins says.For more information, visit the 1682

Three Metro-North Railroad workers have been suspended for turning a storage room under Manhattan's Grand Central Terminal into an unauthorized “man cave” with a television, a refrigerator, a microwave, a futon couch and more.A Metropolitan Transportation Authority Inspector General investigation found that Metro-North managers were unaware of the hideaway in a storage room located behind a locked door, beneath Track 114.Railroad officials said Thursday that a wireman, a carpenter foreman and an electrical foreman have been suspended without pay pending disciplinary hearings.Inside the room, investigators found personal property and evidence that implicated the three employees. This included a receipt with the wireman's name on it, a streaming device connected to a hotspot associated with the carpenter foreman's phone, personal calendars, and a pull-up bar with a shipping sticker reading the name of the electrical foreman.The Office of the MTA Inspector General launched the investigation after learning of complaints about the room from anonymous tips, the MTA said.Metro-North President Catherine Rinaldi released the following statement Thursday: The behavior described in the IG’s report is outrageously inappropriate and is not consistent with Metro-North’s values and the commitment that we have to providing safe, reliable and cost-efficient service to our customers.
