DEL MAR, Calif. (KGTV) — There's something of a spectacle along the beach in Del Mar these days: A bulldozer that's helping to preserve the city's main attraction.The heavy equipment is taking wet sand from the water line up to the public entrance areas, where it will protect access points to the beach. On Wednesday, the work was being done near the 23rd Street entrance. On Tuesday, it was closer to homes near 29th Street. "Without a beach in Del Mar, we're not Del Mar," said Councilman Dwight Worden. Worden says the bulldozer can only do so much. In the bigger picture, the city is negotiating with the California Coastal Commission on how it can combat rising sea levels. Worden noted that scientists have predicted the sea level to rise by six feet by the year 2100. "If it rises, it's going to erode the beaches, if it floods more from climate change, we'll have more flood water coming down and putting them at risk, so it's a combination," he said.Worden says the city has a plan to preserve its beaches through at least 2050 largely through a sand replenishment program, which the commission has not approved. He said Del Mar has put a controversial plan called "Managed Retreat" off the table. Managed Retreat could entail removing the multi-million dollar homes that line the shore to allow the beach to expand inland. The Coastal Commission has given the city 25 suggestions on its plan. Worden, however, said some of those suggestions appear to be nudging the city toward practices that could be like Managed Retreat. "If you look at the 25 changes, they're kind of gumming around that back and through the kitchen door," he said. The two agencies will next meet in February. DEL MAR, Calif. (KGTV) - About 400 horses displaced by the Lilac Fire will move back to their original home at San Luis Rey Downs next week, according to trainers at the Del Mar Racetrack.The horses have been living in Del Mar's stables since the fire tore through the downs on December 7. Nearly 50 horses died in the fire, and several trainers and stable workers were also injured.Del Mar has become their second home in the four months since."I joke that it's like losing your home and being put up in a proper hotel,"' says trainer Ed Freeman.He has 16 horses living at Del Mar and says he's not sure what the emotions will be like returning to the site of one of the worst days of his life."I'm a little worried it will be stressful for the workers," Freeman says. "Our barn isn't there, we'll be in a new spot. But it's still going back to the scene of the crime."Del Mar racing officials had targeted mid-April for the move-out. They need their stables back to begin preparations for this summer's racing season. Nearly 3200 horses will be using the track to train and race over the next few months."It's vital for Del Mar for people to have a place to bring in young horses that are going to be beneficial during our race season," says Racing Secretary David Jerkens.But, he adds, Del Mar was happy to help out."Sometimes it takes a tragedy to see the good in people," says Jerkens.A GoFundMe page run by Del Mar and Santa Anita Racetrack helped raise more than 0,000 to take care of the horses, trainers and workers displaced by the fire. DEL MAR, Calif. (KGTV) - San Diego’s North County Transit District detailed Friday the structural reinforcements made to the Del Mar bluffs following a “washout on the tracks.” Two areas were washed out on the bluffs south of Seagrove Park following the Thanksgiving storm, the NCTD reported. Jacobs Engineering and Leighton Consulting reviewed the cause of the track washouts. A preliminary report found the following contributing factors: Excessive stormwater run-on from the City of Del Mar’s residential streets and adjacent properties. Existing drainage facilities (earthen swale drainage ditches) to include culvert clean outs, stormwater overflow not channeled correctly built up and overflowed the main track just south of 13th Street causing erosion on the west side of the Cast-In-Drilled-Hole (CIDH) piles. Debris was observed on the ends of the ties and evidence of the drainage overflowing the track adjacent to the CIDH piles. Drainage channels were completely silted in at this location as well. Excessive silt was a result of overwhelmed inlets from heavy rain and excessive City of Del Mar run-on stormwater that mobilized right-of-way sediment and sediment migrated further, blocking inlets and filling in earthen trackside ditches. RELATED: Del Mar cliff crumbles near train tracks following heavy rainsAt the southernmost point of erosion, two one-inch thick steel plates measuring eight by ten feet and concrete slurry were used as a temporary fix, the NCTD said. The northern washout location will require engineers to analyze it, according to the NCTD. The repairs will be made no later than Jan. 11-12, a date previously scheduled to complete other rail work. Until the repairs are finished, the NCTD said it will have an inspector stationed at the bluffs around the clock to ensure safety for passengers and train crews. It is critical that we advance projects to stabilize the Bluffs for the next 20 to 30 years so that the region can determine and implement a permanent solution. Over the last few years, we have all seen the impacts of sea level rise and we should expect that we will continue to see more weather-related events like this most recent rainstorm moving forward,” said NCTD Executive Director Matthew Tucker. Tucker and San Diego Association of Governments (SANDAG) Executive Director Hasan Ikhrata issued a joint memorandum supporting projects to secure the bluffs.
