LOS ANGELES (CNS) - A storm system swollen with moisture from an atmospheric river will bring rain to Southern California Tuesday afternoon through Wednesday, prompting the National Weather Service to issue a flash flood watch for all burn areas in Los Angeles, Ventura and Santa Barbara counties. Across Ventura and Los Angeles counties, the heaviest rainfall is expected late Tuesday and Wednesday morning, affecting the Thomas, Hill, Woolsey, Stone, South, Creek and La Tuna burn scars, according to the NWS. Peak rainfall rates are expected to range between a half-inch and 0.80 inches per hour. There is the potential for isolated thunderstorms, which could produce higher hourly rates, forecasters said. The flash flood watch will be in effect from 6 p.m. Tuesday until 11 a.m. Wednesday. Los Angeles County officials warned residents in the Woolsey Fire burn area -- where even small amounts of rain may cause significant mud and debris flows -- to prepare for the possibility of evacuations, road closures and power outages. Residents were urged to identify two exit routes, make plans for pets and family members with special needs and pack an emergency kit with extra medication, important documents and warm clothing. Additional sheriff's deputies, firefighters and public works personnel will be on patrol in the area through Thursday morning, according to the county. The rain will turn to showers by Wednesday evening, then showery conditions will persist through Friday, according to the NWS. Rainfall totals across eastern Ventura and L.A. counties should be generally 0.75 to 1.5 inches in coastal and valley areas, and 1.5 to 3 inches in the foothills and mountains. Through Friday, rainfall for Orange County is expected to range from one-half to three-quarters of an inch near the coast to 1.5 to 2.5 inches in the mountains, with local amounts to around 3.5 inches. LOS ANGELES (AP) — The FBI is looking for three suspects who kidnapped a Chinese man after a business meeting in the Los Angeles area last month, but authorities haven't heard from the kidnappers since they demanded a million ransom and the man remains missing, investigators said Monday.Ruochen "Tony" Liao, 28, was abducted by three men on July 16 in San Gabriel — about 10 miles (16 kilometers) east of downtown Los Angeles — according to Gene Kowel, an assistant special-agent-in-charge at the FBI's office in Los Angeles.Liao, who owns a Southern California car dealership that sold high-end cars, such as Porches and Bentleys, had just finished an evening meeting with several business associates when three men pulled up in two vehicles — a Toyota minivan and a Range Rover — and abducted him, officials said.After they kidnapped him, the abductors contacted Liao's family and demanded that they pay a million ransom, but the money was not paid, Kowel said.On Monday, the FBI released a sketch of one of the men they believe was involved in the kidnapping, who they suspect may have been an acquaintance of Liao. The man, who the FBI identified only as "David," had attended the business meeting with Liao, according to Matthew Lombard, an attorney for Liao's family.Investigators are examining several theories in the case, including the possibility that Liao was involved in a business dispute and Liao had previously been involved in business deals with people who "were not the most reputable," Kowel said.Although the kidnappers had reached out initially to demand the ransom, Liao's family has not heard from them in about a month, he said."Our hope is that Tony is still alive. We're operating under the premise that he is still alive," Kowel said. LOS ANGELES (CNS) - The California Highway Patrol Friday promised focused enforcement efforts during the New Year's holiday weekend.The CHP's Maximum Enforcement Period will start at 6:01 p.m. Friday and go through 11:59 p.m. Tuesday, when all available officers will be on duty, officials said.``Impairment of any kind while driving is illegal. Alcohol, cannabis or legal or illegal drugs can all affect your driving,'' CHP Commissioner Warren Stanley said. ``Impaired driving is a serious crime that can lead to an arrest, serious injury or death.''RELATED: California's repeat DUI offenders to use ignition interlocks in 2019The CHP promised to focus on impaired drivers but also watch for distracted driving, speeding and seat belt violations. Forty people died in collisions on California roadways during last year's New Year's enforcement period, the CHP said.
