SAN FRANCISCO (AP) -- A coded letter mailed to a San Francisco newspaper by the Zodiac serial killer in 1969 has been deciphered by a team of amateur sleuths from the United States, Australia and Belgium.The San Francisco Chronicle reports Friday the cipher is one of many sent by a killer who referred to himself as Zodiac in letters sent to detectives and the media.According to code-breaking expert David Oranchak, the cipher's text includes: "I am not afraid of the gas chamber because it will send me to paradise."The Zodiac terrorized Northern California communities and killed five people in the Bay Area in 1968 and 1969. 637

SAN DIEGO (KGTV) --Concertgoers have questions about show refunds with tickets bought from third party vendors.Danny Memeo is one of those people. He went to Kaaboo in Del Mar last year. It was a special time for him and his wife, Kelly.“We got to see Tom Petty right before he died, so we're super thankful,” Memeo said. They had a great time, so decided to go again this year.“So we got the tickets, and then all this stuff happened,” Memeo said.He bought the tickets through Vivid Seats. It cost roughly ,800 for their entire family. “That’s a lot for anybody,” he said.Meanwhile, his family got devastating health news. Kelly’s cancer returned. Danny said her prognosis is not good, with an estimated 12 months left to live.“[We’re] thankful for 12 months, thankful for family,” Danny said. “But wow, what a difficult year for a lot of people.”Back in July, Kaaboo officially announced there would be no event this year. “All pass holders will have the option for a full refund,” said a statement on its website.Because Danny’s family bought tickets through a different site, it’s a different story. As of Monday morning, he did not have any luck getting his money back.“They just said… when it does get rescheduled, you’ll get those tickets and you can sell them if you don’t want them,” Danny said the company told him.Vivid Seat’s website said that if an event is canceled, customers “will receive a Rewards Cash loyalty credit for 110% of the full value of your order total.”For postponements, customers “will need to hold onto [their] tickets for now.”Team 10 contacted Vivid Seats and informed them of the Memeo family’s situation.A spokesperson said they would refund them immediately.“Vivid Seats was happy to refund Kelly. At Vivid Seats we have refunded thousands of orders totaling tens of millions of dollars since the global pandemic shut down all live events in America. We have also provide an over million dollars in extra store credit to customers during this difficult time. SAN DIEGO (KGTV)- Students say they are nervous about what’s next for the Art Institute of California San Diego.Last July, the organization’s parent company announced they were no longer enrolling new students at the Mission Valley Campus. The school’s federal funding is now in jeopardy. The Department of Education has decided to stop providing financial aid to the institution’s parent company, Argosy University. “They tell me everything is going to be fine, but in reality, it's not,” says student Nicholas Roberts. He is just three months away from getting his degree for the Art Institute of California San Diego. “(I’m) a little afraid because my family and myself kind of rely on me finishing this degree.”Classes are still in session at the Mission Valley Campus.A letter was sent out to students from the institution, saying in part: “We continue to work with our accreditors, state regulators and the U.S. Department of Education to identify the best path forward for our students and are working with them to ensure students know their options.” 1066

SAN DIEGO (KGTV) --The FDA has placed new restrictions on a controversial birth control device called Essure.  The maker of the implant, Bayer, will only be allowed to sell to providers who agree to fully inform women about the risks and side effects.  A San Diego woman who had the Essure implant is now suing the physician who performed the procedure.  She says she wasn't given enough information and wants to warn others about her experience.  Three months after Essure was implanted she began experiencing severe pain. She eventually had a full hysterectomy.   603

SAN FRANCISCO (AP) — Chesa Boudin, the son of anti-war radicals sent to prison for murder when he was a baby, has won San Francisco's tightly contested race for district attorney after campaigning to reform the criminal justice system.The former deputy public defender declared victory Saturday night after four days of ballot counting determined he was ahead of interim District Attorney Suzy Loftus. The latest results from the San Francisco Department of Elections gave Boudin a lead of 8,465 votes.Loftus conceded and said she will work to ensure a smooth and immediate transition.Boudin, 39, became the latest candidate across the nation to win district attorney elections by pushing for sweeping reform over incarceration. He said he wants to tackle racial bias in the criminal justice system, overhaul the bail system, protect immigrants from deportation and pursue accountability in police misconduct cases."The people of San Francisco have sent a powerful and clear message: It's time for radical change to how we envision justice," Boudin said in a statement. "I'm humbled to be a part of this movement that is unwavering in its demand for transformation."Boudin entered the race as an underdog and captured voters' attention with his extraordinary life story: He was 14 months old when his parents, who were members of the far-left Weather Underground, were imprisoned for their role in an armored car robbery in upstate New York that left two police officers and a security guard dead.His mother, Kathy Boudin, served 22 years and his father, David Gilbert, may spend the rest of his life in prison."Growing up, I had to go through a metal detector and steel gates just to give my parents a hug," Boudin said in his campaign video.He said that as one of the dozens of people whose lives were shattered by the deadly robbery in 1981, he experienced first-hand the destructive effects of mass incarceration and it motivated him to reform the nation's broken criminal justice system.He was raised in Chicago by Weather Underground leaders Bill Ayers and Bernardine Dohrn before studying law at Yale University.
