BEIJING, Feb. 23 (Xinhua) -- Access to finance for China's small enterprises generally improved in 2009, but still was not good enough, said the country's top banking regulator on Tuesday.Outstanding loans to small Chinese enterprises added to 5.8 trillion yuan (849 billion U.S. dollars) as of the end of 2009, China Banking Regulatory Commission (CBRC) said in a statement posted on its website.The figure accounted for 22 percent of total corporate loans by the end of last year, 1 percentage point higher than a year ago, said the CBRC.The CBRC data showed that the growth rate of new loans to small enterprises in 2009 was 5.5 percentage points higher than that of the total corporate lendings and 0.61 percentage higher than all lendings.China has set a target of keeping the growth rate of new small business loans higher than that of all loans in 2010, and the amount of new loans should be bigger than the previous year, said the CBRC."Small enterprises" in China refers to those with assets worth less than 10 million yuan or annual sales less than 30 million yuan, according to a CBRC document.Last December, China promised to help improve the financing mechanisms to help small and medium enterprises (SMEs), as they were worst hit by the financial crisis and have had difficulty securing loans as commercial lenders preferred state-owned enterprises and large key projects, as the risk was not as great.SMEs refers to enterprises whose annual business revenue is below 300 million yuan. But in retail and accommodation industry, the maximum annual business revenue is 150 million yuan for an SME.

HONG KONG, March 20 (Xinhua) -- Hong Kong signed an agreement with Brunei for the avoidance of double taxation and the prevention of fiscal evasion with respect to income taxes, the HK Special Administrative Region government said on Saturday.According to an official news release, Financial Secretary John Tsang signed the deal with Brunei Second Minister of Finance Abdul Rahman Ibrahim on Saturday during his visit to the southeast Asian country.This was the sixth comprehensive agreement for the avoidance of double taxation concluded by Hong Kong.It will eliminate double taxation instances encountered by Hong Kong and Bruneian investors, and bring about tax savings and certainty in tax liabilities in connection with cross-border economic activities.It is also believed to help foster closer economic and trade links between the two places, and provide added incentives for Brunei's enterprises to do business or invest in Hong Kong.Profits of Hong Kong trading companies doing business through a permanent establishment in Brunei may be taxed in both places if the income is Hong Kong sourced. Under the agreement, double taxation is avoided in that any Brunei tax paid by the companies can be deducted from the tax payable in Hong Kong.

HAIKOU, Feb. 13 (Xinhua) -- China's southern island province of Hainan saw a surge in travelers on Saturday, one day before the Chinese Lunar New Year, or Spring Festival, said local officials.A total of 65,397 people arrived in Hainan, a tourist resort, on Saturday, up 30.16 percent from the eve of the Chinese lunar new year of 2009, according to a spokesman with the local holiday and travel coordination bureau.A survey of 10 scenic spots in Hainan showed they received about 41,750 visitors on Saturday and their total ticket income hit 2.07 million yuan (303,000 U.S.dollars), up 7.32 percent and 12.37 percent respectively from the eve of the last Spring Festival, the spokesman said.Another survey of Hainan's 21 hotels showed they accommodated 6,101 travelers on Saturday, and reported an income of 5.04 million yuan, up 26.21 percent, he said.From Feb. 1 to Feb. 13, more than 3,800 foreign travelers arrived in Hainan for a holiday, according to statistics from the Haikou General Station of Exit and Entry Frontier Inspection."I am very happy to spend Spring Festival in such a beautiful island. BEIJING, Feb. 18 (Xinhua) -- The Ministry of Industry and Information Technology (MIIT) has pledged fresh measures to fight offensive content transmitted by mobile phones and websites.China Mobile, China Telecom and China Unicom, the country's three mobile carriers, have been required to examine the quality of their business partners, Thursday's China Daily reported Thursday.The MIIT also asked the Internet service providers to supervise the content of websites and close irregular websites.Operators of pornographic websites had been evading supervision from authorities through technical tactics including frequently switching domain names and IP addresses, the paper quoted a report on PC World's online edition as saying.The authorities will introduce a blacklist and the design of content-filtering technology to help network operators stem obscene content from reappearing.The measures aimed to protect the healthy growth of the next generation and clean the social environment, the MIIT said in statement.

ADDIS ABABA, Jan. 12 (Xinhua) -- China will lose no time in implementing the "eight new measures" to strengthen China-Africa cooperation in the next three years, said China's Minister of Commerce Chen Deming on Tuesday. The fourth ministerial meeting of the Forum on China-Africa Cooperation was held in the Egyptian resort of Sharm el-Sheikh on Nov. 8-9. At the meeting, Chinese Premier Wen Jiabao announced eight new measures the Chinese government will take to strengthen China-Africa cooperation in the next three years.     The success of the Sharm el-Sheikh meeting has opened a new page for China-Africa cooperation, Chen said during his talks with Erastus Mwencha, deputy chairperson of the Commission of the African Union (AU).     China will focus on improving African people's well-being, strengthening Africa's agriculture and infrastructure and expanding cooperation in human resources development, he said.     China will support Africa to increase its capacity for independent development, and join hands with Africa in tackling such challenges as the global financial crisis and climate change, in a bid to promote China-Africa friendly cooperation and Africa's economic and social development, said the Chinese minister.     Chen appreciated the AU's efforts to further Africa's integration process and develop China-Africa cooperation, saying China will continue to strengthen all-round cooperation with the AU, and support the AU to play a bigger role in regional and international affairs.     For his part, Mwencha said Africa and China respect each other and treat each other on an equal footing, adding that bilateral ties have stood the test of the time.     He believed the Sharm el-Sheikh meeting will further promote the development of cooperation between Africa and China.     China's eight new measures to enhance cooperation with Africa are consistent to Africa's practical needs, said the AU official.     Mwencha said the AU Commission is willing to play a bigger role in implementing the eight new measures and enhance dialogue between Africa and China.     Chen arrived here on Monday for a working visit, which will also take him to Mozambique and Tanzania.
