Four San Diego lawmakers are proposing a more than billion solution to stop sewage from Mexico from contaminating South County beaches.The four members of congress, all Democrats, announced the plans at a news conference Monday. Their legislative acts would free up funds to pay for cross border infrastructure projects that would keep sewage from flowing up from the Tijuana River and the Punta Bandera treatment plant. The flow goes into the waters off Imperial Beach and Coronado, and has led to numerous closures. "We have an emergency along the border. It is sewage," said Rep. Juan Vargas, whose 51st district includes Imperial Beach. "Let's quit talking about other things. it's sewage right here, let's do something. We need money, we have the projects. Let's get going." Vargas, joined by Reps. Scott Peters, Susan Davis and Mike Levin, said the will to fix these problems comes down to funding. A bill introduced by Vargas and Peters would increase the North American Development Bank's capital by .5 billion to finance infrastructure projects. Additionally, Levin has introduced legislation to authorize 0 million a year for five years through the Border Water Infrastructure Fund. Mexico would be expected to contribute to the projects financially, but there would be exemptions for financial or national security reasons. (AP) — An elementary school superintendent in Central California says he allowed a janitor to wear a mask and carry a fake gun during an active shooter drill to "make sure this was realistic."A teacher told KSEE-TV that the drill, which happened at Raisin City Elementary School before the summer break, went too far.Kim Copper said the masked gunman pounded on her classroom door and tried to open it as she huddled in a corner with terrified students.School Superintendent Juan Sandoval admitted teachers and students were not told about the janitor's role. Feeding the country during a pandemic is no short order. In fact, it's an incredibly tall one stacked 60 feet high inside grocery warehouses across the country.Mike Violette is the CEO at Associated Grocers of New England. We first met Mike back in March, when Americans were buying food in record numbers. Workers in this warehouse could barely keep up with demand. Shelves sat as empty as suppliers couldn't keep up with the demand for everything from paper towels to flour."What we saw last March, you won’t see that again. Paper manufacturers have changed their lines, what they’re producing, and how they’re producing," Violette explained.Demand for groceries across the country is still up 20 percent over this time last year. While suppliers have kept up with demand, there are random shortages for things like glass mason jars."People are cooking, people are eating at home and they’re cooking. A lot of people learned to cook from last March forward, and they’re doing more of it," Violette added.This time around, Violette and other grocers are urging Americans to avoid panic buying as some states reimpose COVID-19 restrictions."There’s no need to stock up. There’ll be plenty of product; the food supply is strong and by people stocking up, it makes it harder for people to get products and people have to make more frequent stops to go to the store,” Violette said.There’s something else this grocery distributor has realized in recent months: even with near-record numbers of Americans unemployed, they’re having trouble filling jobs.Warehouses and factories across the country have noticed similar trends. Part of the reason is that workers are concerned about catching COVID-19 and not filling open positions. This is also not the kind of job that can be done from home."I think a lot of it is the type of work that it is. Federal safety regulators say that at least four people have died following head-on crashes in Hyundai and Kia cars in which the airbags did not deploy.The National Highway Traffic Safety Administration said it's investigating the airbags in 2011 Hyundai Sonatas and 2012 and 2013 Kia Fortes after it received reports the devices failed to deploy in six different crashes that resulted in injuries, including the four involving fatalities.There are an estimated 425,000 cars on US roads that could be affected by the problem, according to the NHTSA's review, which was made public on Saturday.Hyundai announced earlier this month that it plans to recall 155,000 of the 2011 Sonatas due to a short circuit in the controller that deploys the airbags. But it has yet to recall the cars because it does not yet have a fix in place. The automaker said it will notify owners by April 20.Hyundai's initial recall statement did not mention that any deaths or injuries had occurred in the cars with faulty airbags. When asked about the NHTSA's investigation, it said the four accidents involving Sonatas resulted in two deaths and two injuries. It described the accidents as "rare and unique.""These accidents included a very high rate of speed and a severe offset head-on collision to the front driver side of the vehicle," said the company. "We are actively investigating what exactly causes the airbag control unit to become damaged in these specific types of accidents."Kia, which is also owned by Hyundai Motors but operates as a separate company in the US, has not announced any recalls for the Forte related to the airbag. Kia said it is working with NHTSA but that it "has not confirmed any airbag non-deployments arising from the potential chip issue."The airbags were made by ZF-TRW, according to the NHTSA filing. Spokespersons for VF-TRW did not respond to a request for comment.The largest auto recall in the nation's history involved 50 million airbags made by supplier Takata for 37 million cars across most major automakers.
