DAR ES SALAAM, March 17 (Xinhua) -- "China is not throwing its weight amid China-Africa cooperation, though China's influence is getting stronger as an emerging power," a senior Tanzanian media official said here on Wednesday.Mkumbwa Ally, Deputy Managing Editor of Tanzania Standard Newspapers which published the official Daily News and Sunday News among others, made the remarks in an exclusive interview with Xinhua."The cooperation between China and Africa including Tanzania is based on mutual-benefit, that's not the 'Power matters the most' policy by some western countries but the way to cooperate with others," Ally said.China's assistance to African countries has no strings-attached, which was preferred by African countries, the senior Tanzanian media official said, mentioning the assistance from China to build the Tanzania-Zambia Railway in the 1970s."The big project of Tanzania-Zambia Railway Authority (TAZARA) railway was implemented with China's assistance, which helped the two African countries, especially the land-locked Zambia a lot in development and once was the main model of transportation in Tanzania," Ally noted.He added that China's assistance to Africa was brotherly based and the fourth ministerial meeting of the Forum on China-Africa Cooperation (FOCAC) held in the Egyptian resort of Sharm el-Sheikh on Nov. 8-9 and committed to enhance China-Africa cooperation with "people-centered" development, that is "development must look at people's needs".Besides assistance, China-African cooperation is also growing in business sectors, for example, Chinese construction companies built many projects in African countries with the same quality but lower costs, which is good for Africa, meaning that the African government can spend less for the same quality, the senior Tanzanian media official noted."Economists saw China as an emerging power, which has a lot of room for growth. This is evident, and statistics showed that," Ally said.As developing countries, African countries sympathize with China because there are many similarities between the two sides faced with the problem of environment and pollution amid development, according to Ally."China presented proactive initiative at UN climate change conference in Copenhagen in December 2009 and helped a lot to find common grounds among all sides to put forward practical measures," he noted.He stressed that climate change is an issue which needs every country to take measures to reduce pollution as "a very important step to start".He also reiterated that African countries respected China's sovereignty with adherence to "no interference with internal affairs".The senior Tanzanian media official also suggested Chinese media provide more information about what China is doing and the real intention of China to correct the negative image imposed by some Western media on China.

BEIJING, March 24 (Xinhua)-- China's Ministry of Finance (MOF) announced Wednesday it would issue a batch of ten-year book-entry treasury bonds with a total par value of 26 billion yuan (3.8 billion U.S. dollars) starting on Thursday.The batch is the 7th of its kind the MOF has issued this year. The issue of this batch of T-bonds ends on March 29, according to a statement on the MOF's official website.The bonds would be traded on the interbank bond market and securities bond market from March 31.The bonds have a fixed annual interest rate of 3.36 percent, with the interests to be paid every half year, on March 25 and Sept. 25, respectively, according to the statement.The last interest payments and principals would be paid back together on March 25, 2020, statement said.　 Book-entry bonds are the bonds recorded in the investors' securities accounts called book entries. They can be traded on the open market, and their market prices can deviate from par value.

SHANGHAI, Feb. 20 (Xinhua) -- Two Chinese educational institutions blamed for cyber attacks on Google and other firms said Saturday the allegations are unfounded.The New York Times reported Thursday the cyber attacks on Google and other American firms have been traced to Shanghai Jiaotong University (SJTU) and Lanxiang Vocational School (Lanxiang) in east China's Shandong Province, which the report alleged has ties to the Chinese military."We were shocked and indignant to hear these baseless allegations which may harm the university's reputation," said a SJTU spokesperson.The spokesperson said the allegation linking the attacks with SJTU students or teachers does not hold water."The report of the New York Times was based simply on an IP address. Given the highly developed network technology today, such a report is neither objective nor balanced," the spokesperson said.SJTU will fully cooperate with investigators if Google seeks judicial remedies, the spokesperson said.Li Zixiang, party chief at Lanxiang, another alleged source of the attacks, said, "Investigation in the staff found no trace that the attacks originated from our school."Lanxiang students are still on their winter vacation, Li added.He said Lanxiang has no relations with the military, adding that school authorities do not have military backing.He also dismissed the report's suggestion of involvement of a "specific computer science class" taught by a Ukrainian professor."There is no Ukrainian teacher in the school and we have never employed any foreign staff," Li confirmed."The report was unfounded. LONDON, March 15 (Xinhua) -- U.S. President Barack Obama's pressure on China over its currency's exchange rate is a manifestation of hypocrisy from the West and will not work, a British economist has said."The president is playing with fire... Obama really should tread carefully. At the same time, the United States is now at risk of sparking what could be an all-out trade war," said Liam Halligan in an article carried by this week's Sunday Telegraph.Halligan, chief economist at Prosperity Capital Management, predicted that China will not yield to U.S. pressure on the issue."Beijing will eventually allow the yuan to rise, but in its own time and in order to tackle inflation and not because of U.S. pressure."Chinese inflation is now at 2.7 percent, close to the official 3-percent control target, he noted.Halligan argued that the Chinese yuan may not be under-valued as much as Western politicians have perceived.Although Chinese exports rose by 46 percent in the first two months of 2010, the rise is from a very low base -- with February 2009 being the epicenter of the U.S.-sparked sub-prime storm, he noted.He also pointed out the fact that China's trade surplus dropped by 51 percent in the same period. That means China's gain in exports were out-weighed by an import surge."This hardly suggests the yuan, as (U.S. Treasury Secretary Tim) Geithner claims, is 'way too low'," said Halligan.Geithner said in January that Obama believed China was manipulating its currency.On Obama's latest call for China to adopt a more "market-oriented exchange rate," Halligan said Washington is actually the biggest currency manipulator in the world."The reality is that America's 'weak dollar' policy -- its long-standing practice of allowing its currency to depreciate in order to lower the value of its foreign debts -- amounts to the biggest currency manipulation in human history."Halligan also noted that Washington has for years "shamefully stalled" on various rulings of the World Trade Organization that showed America to be breaching global trade rules."America needs to act smarter and get its own economic house in order. Obama has decided instead to lash out at China in a desperate attempt to placate a U.S. electorate increasingly mindful of their president's failings," said Halligan.The economist said Western politicians' blame game against emerging markets over the current global imbalances reflects their hypocrisy and lack of character."It's always easier to blame someone else for your failings... The Western world's response to this self-made 'credit crunch' has highlighted the hypocrisy of our so-called leaders, their refusal to face reality and, above all, their lack of character," he said."The implication (of statements of Western politicians) is that sub-prime, and the deepest Western recession in generations, wasn't our fault. It was entirely unrelated to widespread financial fraud, political myopia and lax regulation," Halligan scorned.
