SAN DIEGO (KGTV) - There's a stretch of Linda Rosa Avenue in Bird Rock that winds up a hillside and leads to homes with sweeping views of San Diego's coastline.The homes that enjoy that view, however, vary quite a bit. Some are older, smaller, and were built in the 1960s.Others are modern, and tower above the rest. Some refer to those larger homes as "McMansions," and wonder how they keep getting approved without any pushback from neighbors to protect community character."They basically skirt the reviews," said Dave Ish, who lives in an older home on Linda Rosa.READ?JON HORN'S ORIGINAL LOOK AT 'MCMANSIONS'Developers are able to skip the lengthy and public Coastal Development Permit process as long as they retain at least 50 percent of a structure's exterior walls. It's spelled out in city code. That's why McMansions are popping up in San Diego's coastal neighborhoods. But it turns out the city's 50-percent exemption creates even more flexibility for developers because they can get permit after permit with no waiting period in between.RELATED: Coronado neighbors worried about historic mansion turned transitional homeDeveloper Ben Ryan, of Tourmaline Properties, did that for an ocean-view home on Linda Rosa.In October, the city issued him a permit to add a closet and convert a garage to a carport, under the 50-percent exemption.  "Obviously it was just a temporary deal," Ish said. "Nothing was finished, it was this bowed out paneling, these windows weren't finished. It may have been a quick job, but it changed the layout of the home enough to allow Ryan to alter the design for a larger project.Ryan got a new permit later in February - again under the 50-percent exemption - calling for a second story, master suite, decks, kitchen, living room, dining room, and more. Today, the home is just half a wood frame - the closet and carport nowhere in site. The closet, however, was once a massive frame added on to the home (more photos above):</p><p>In a statement, Ryan said the Coastal Development Permit has become an arduous process - delaying projects a year and adding up to 0,000 in costs."It has no relation whatsoever to bulk or scale," Ryan said. "The bulk and scale of a house designed using the 50-percent exemption is governed by the same rules as a house designed without using it."Ryan said the back-to-back serial permitting simply allowed him more options, such as with windows and openings - under the same rules.RELATED: Man accused of squatting in multi-million dollar Coronado mansions"We are excited about the design of the home, and hopeful that it will be a contender for several architectural awards," he said.A representative for Councilmember Barbara Bry, whose district includes Bird Rock, said her staff recently contacted the mayor's office to address concerns over the 50-percent exemption. 3104

SAN DIEGO (KGTV) - Thousands of San Diego students Friday are expected to take part in the county's largest ever high school walkout on climate change. "I think it's a pivotal moment for youth," said Katelynn Sutton, a senior at High Tech High in Point Loma and event organizer. Around 10:30 a.m. on Friday, Sutton will lead dozens of students plan on a walkout. The students will hop on a bus to San Diego's City Hall, where they will attend a public rally for climate action for the rest of the school day."It's going to show adults they need to take action now because we don't have any more time," said Sutton.Around the same time at University City High, senior Summer Camporesi will be leading hundreds of students on a walkout."We'll be meeting in the middle of school and then walking up Genesee [Avenue] to Standley Middle School," said Camporesi.At a park near the school, they will join several hundred middle school students for an hour-long rally, before heading back to class. In all, dozens of schools across San Diego County are expected to take part in the global climate strike, most of them high schools."We're showing it's super important. We're willing to take time out of our education," said Camporesi.Several area school districts, including San Diego Unified and Sweetwater Union High School District, have passed resolutions supporting the youth-led global campaign. Policies vary from school to school, but for most of the walkouts, some form of parental permission will be required to make the absence excused."It's going to give youth worldwide - and people - hope, because it's going to show we care about our future and our children's future," said Sutton.Here's a list of all of the climate action events, including some public events. 1775

SAN DIEGO (KGTV) -- Three cars were damaged during a pursuit through Cortez Hill Monday afternoon. According to police, the chase began around 3:50 p.m. at the intersection of Ninth Avenue and Beech Street. The reason for the chase was unclear. The chase ended a short distance away on the 1300 block of Park Boulevard. During the chase, the suspect struck three other vehicles, two of which were parked. Two suspects were arrested and police say no serious injuries were reported following the crash. 510

  

SAN DIEGO (KGTV) -- The San Diego City Council has voted to tentatively approve a prohibition of electric scooters on the city’s boardwalks. The Council voted 5-4 Monday afternoon to approve the ban. The prohibition will include Mission Beach, Pacific Beach, Mission Bay Park Bayside Walk and the La Jolla Shores Boardwalk. Earlier this year, councilmembers voted for regulations on the dockless scooters. SAN DIEGO (KGTV) - The San Diego County District Attorney’s office released Friday a detailed report and video evidence in the death of a woman arrested by San Diego Police. Aleah Jenkins, 24, was arrested Nov. 27 on an outstanding warrant for meth possession during a traffic stop in University City. The video released at a news conference Friday shows Jenkins vomiting in the back of a patrol car. The officer initially called for medical aid but it was called off because Jenkins said her illness was due to pregnancy. That was not true, according to District Attorney Summer Stephan. There were several points when Jenkins yelled and asked for help in the back of the patrol car. Officers took Jenkins to SDPD headquarters downtown, where she collapsed. Jenkins was taken to UC San Diego Medical Center and died Dec. 6. A spokesperson for the Jenkins family said San Diego Police could have prevented Jenkins’ death by getting her help when she said she didn’t feel well.The autopsy indicated Jenkins had PCP, THC, morphine, and meth in her system, but no injuries which would have caused her death. District Attorney Summer Stephan said at a news conference Friday that no charges would be filed against the officer who arrested Jenkins after a careful review of the evidence. "I looked at the fact that at the period of time where he didn't get a prompt response he pulled over he pulled over and physically looked at her,” Stephan said.
