SAN DIEGO (KGTV) - It was a chilly dilemma for a Pacific Beach restaurant: outdoor dining this winter without any patio heaters.The owners changed their outlook by appealing to their customers for help.After shutting down several times since the pandemic began, Break Point restaurant and bar, reopened in September. With the purple tier restrictions putting a halt to indoor dining, the owners turned to their new parklet to host their outdoor dining. But they had a problem."Keeping customers warm is a concern," said co-owner Amy Lee.Lee says when the winter temps arrive, they would need gas patio heaters to warm up customers, and they didn't have any."We found that they were pretty much sold out everywhere, and where they weren't sold out, prices were inflated to the point, that they were unaffordable," said Lee.One local supplier recently told ABC 10News they had a backlog of 200 orders.So Lee turned to social media, making an appeal for patio heaters on the Nextdoor app and community pages on Facebook.One of those appeals was seen by the Rynearson family. They had a backyard heater they hadn't used in awhile. Chance Rynearson, 14, says it was an easy call to lend the heater to Lee for as long as she needs it."COVID has really hit businesses hard. Just to help out is a good thing ... People should be helping each other during these times ... difficult but we should be able to get through it together," said Rynearson.In all, 17 people offered to either donate or lend a heater to Break Point, far more than Lee needed."It's like Christmas. It makes you wanna believe in Santa again ... It was that heartwarming," said Lee.Heartwarming and customer warming. Lee says this gives them a chance at survival this winter."I think it shows we should still have a lot of faith in our neighbors, in our community, and in humanity in general ... and that there's still a lot of good people out there. We are so grateful," said Lee.Lee says she offered many of the donors meals, but many didn't accept, saying that's 'not the reason' they wanted to help out. SAN DIEGO (KGTV) — Lime can still operate its dockless scooters and bikes in San Diego, after the city's petition to revoke the company's permit was denied.Tuesday, a hearing officer reportedly refused the city's petition to revoke Lime's Shared Mobility Device (SMD) permit. The city argued that Lime violated municipal code on several occasions.“Lime is pleased with today’s decision and we appreciate the hearing officer for recognizing our compliance in San Diego. A letter to Lime from the city's Development Services Department claimed the company had violated San Diego Municipal Code on July 13, July 14, and Aug 1.Dockless scooters and bikes are required to have a 8 mph speed restriction in high-traffic areas areas like Spanish landing and near Petco park, and as low as 3 mph along the Embarcadero and the Martin Luther King Jr. Promenade."The Mayor has made it abundantly clear that operators who don’t follow rules meant to protect public safety could lose their permit and no longer do business in San Diego anymore. That’s exactly what is being done in this case," a statement from the city said.Lime argued that they were in fact in compliance, adding at the time "it is unfortunate they have chosen to move forward with this hearing" and offering to demonstrate their compliance to the city in a letter from Lime to Mayor Kevin Faulconer.After approving an initial package of rules in April, the city council is set to consider adding new regulations on dockless scooters and bicycles, including:A rider curfew from midnight to 5 a.m.;Usage of one device per government ID;A fine structure and punitive actions for companies that violate regulations;Eliminating the original ordinance's provision that allows for temporary fleet spikes during large events;Authorizing the city to reduce a company's fleet size if it poses a public safety hazard;Authorizing the city to suspend a company outright for multiple violations; andRequiring the eventual use of geofencing technology to keep riders from traversing the city's sidewalks. 2468

SAN DIEGO (KGTV) — Just days after San Diego County ordered a shutdown of indoor dining and San Diego Mayor Kevin Faulconer signed an executive order that makes it easier for restaurants to move seating outdoors, many restaurants are already opening up business outside.Johan Engman is the owner of Rise and Shine Hospitality, which has 18 restaurant locations under the umbrella. Ten of those are Breakfast Republic. He said about half of the 18 locations have expanded to include either sidewalk, parking lot, or shared courtyard space for tables.“Let’s not waste our time complaining or feeling sorry for ourselves. Let’s figure out what do we need to do to give us the best odds to survive this and let’s just do it,” said Engman.For the Pacific Beach Breakfast Republic location, he said there were about 170 seats prior to coronavirus. Once there were social distancing limits, he could seat about 80. With the new ban on indoor seating, that left only about 30 seats on his patio, so the addition of parking lot space will bump seating back up to about 80 people. He said financially, they’re taking a hit, but he made the decision to stay open to help his employees.“Not only seeing how financially detrimental that is, but the morale. So you lay off all your managers then you hire them back. Imagine them literally a couple weeks later you send that message again,” he said.Similarly, La Puerta is seeing the roller coaster of numbers. Owner Merritte Powell said the Gaslamp restaurant is also expanding onto the sidewalk. He said customers will notice a difference, but hopes something is better than nothing.“You’re sitting next to a building, next to a doorway, you’re also going to be a couple feet from a parked car,” he said, referring to the new setup.He said he’s hoping to add plants and lights eventually to make it more aesthetically pleasing and could see a permanent future for sidewalk dining like this if it is successful. He said this could be beneficial in areas like the Gaslamp that lack a lively presence that the outdoor dining will likely bring.Both business owners said the Department of Alcohol Beverage Control has been working quickly and efficiently to help get them the liquor permits they need for the parking lot.
