BEIJING, July 23 (Xinhua) -- Chinese President Hu Jintao vowed to stick to the proactive fiscal policy and moderately easy monetary policy in the second half year to sustain stable and relatively fast economic growth.     Hu, who is also general secretary of the Central Committee of the Communist Party of China (CPC), made the remarks at a conference with leaders of the country's leading non-Communist Parties on Thursday in Beijing.     Chinese Premier Wen Jiabao and other senior leaders including top political advisor Jia Qinglin, Vice President Xi Jinping and Vice Premier Li Keqiang, attended the meeting.     Hu said the Chinese economy is generally improving because of the stimulus packages the Chinese government rolled out to weather the global economic downturn, but caution against risks should be strengthened.     The macroeconomic policies should be maintained to consolidate the current recovery to achieve the goal of eight-percent economic growth for this year, Hu said.     China's annual economic growth quickened to 7.9 percent in the second quarter of this year, mainly boosted by a 33.5 percent surge in fixed-asset investment driven by powerful fiscal and monetary stimulus. The figure was compared with the 6.1 percent economic growth in the first quarter and 6.8 percent in the fourth quarter of last year.     Hu called for thorough implementation of stimulus measures to expand domestic demand. The government tried to boost domestic demand to offset falling exports because of a slump of global demand. The measures included programs of rural home appliance subsidy and home appliance replacement and purchase tax cuts on autos.     Economic restructuring and innovation should be enhanced to ensure economic recovery, Hu said.     In rural development, Hu called for efforts to boost grain production and increase farmers' income through various channels. More investment should go to ethnic, border and poor regions, Hu added.

GENEVA, July 20 (Xinhua) -- China on Monday formally requested the World Trade Organization (WTO) to set up an expert panel to investigate and rule whether a U.S. ban on Chinese poultry imports violates WTO regulations.     The request was made at a meeting of the WTO's Dispute Settlement Body, but it was rejected by the United States according to relevant procedures.     During the meeting, the Chinese delegation reiterated that the U.S. measure is "discriminatory" and "has damaged the lawful rights and interests of China's poultry industry."     "While violating various WTO rules, the measure has severely undermined the stable development of Sino-U.S. trade in poultry products," the Chinese delegation said.     At the heart of the dispute is the U.S. Omnibus Appropriations Act of 2009, which contains a section prohibiting any funds being used to facilitate imports of poultry products from China. The act was signed into U.S. law in March, and China filed complaints to the WTO in on April 17.     While Monday's request for the WTO panel was rejected by the United States, China could make a second request at the end of this month. After the second request, the WTO panel will be established automatically.     It usually takes more than half a year for a WTO panel to give its final ruling on a trade dispute.     China and the United States banned imports of each other's poultry products in 2004 following outbreaks of bird flu. They agreed to lift the bans at the Sino-U.S. Joint Commission on Commerce and Trade in 2004.     China did lift the ban but has complained that the United States was not following suit.     China imported 580,000 tons of chicken products from the United States last year, accounting for about 75 percent of total chicken imports. 

BEIJING, Sep. 10 (Xinhua) -- Chinese President Hu Jintao put forward four proposals for improving ties with Central Africa when meeting with his counterpart Francois Bozize Yangouvonda Thursday.     "China attaches great importance to the friendship with Central Africa, and we are willing to work with Central Africa to create a new era for our bilateral ties." Hu stressed.     Hu made four proposals for the enhancement of bilateral ties during the meeting.     First, Hu said, the two countries should cement the political foundation of bilateral ties and strengthen communication and coordination on major issues and important affairs. FRANKFURT, Sept. 2 (Xinhua) -- China hopes for early resumption of the international talks on Iranian nuclear issue, Chinese Vice Foreign Minister He Yafei said in Frankfurt on Wednesday.     He made the remarks when he attended the six-nation meeting on the Iranian nuclear issue in Frankfurt. Vice foreign ministers from UN Security Council's five permanent members -- the United States, China, Russia, Britain and France, plus Germany met in Frankfurt on Wednesday, aiming to explore the solutions to tackle the thorny issue one day after Tehran said it would table a new package of proposals on the issue.     China welcomes Iran's "positive remarks" on seeking dialogue and negotiation on the nuclear issue, He was quoted as saying by a press release issued by the Chinese delegation, adding that China also appreciates the progress of the cooperation between Iran and the International Atomic Energy Agency (IAEA).     Last week, the IAEA, a UN nuclear watchdog, issued a report saying Iran has slowed production of enriched uranium and agreed to tighter monitoring of its enrichment plant.     The Chinese vice minister said China hopes that various sides to take advantage of the current favorable chances and to exert more diplomatic efforts to resume the international talks on the issue as soon as possible, so as to seek a comprehensive and long-term solution for the issue.     According to Chinese diplomats, Mr. He also met his Russian and U.S. counterparts Sergy Ryabkov and Nicholas Burns at the intervals of the meeting, exchanging views on the Iranian nuclear issue and other international issues of common concern.
