Four San Diego lawmakers are proposing a more than billion solution to stop sewage from Mexico from contaminating South County beaches.The four members of congress, all Democrats, announced the plans at a news conference Monday. Their legislative acts would free up funds to pay for cross border infrastructure projects that would keep sewage from flowing up from the Tijuana River and the Punta Bandera treatment plant. The flow goes into the waters off Imperial Beach and Coronado, and has led to numerous closures. "We have an emergency along the border. It is sewage," said Rep. Juan Vargas, whose 51st district includes Imperial Beach. "Let's quit talking about other things. it's sewage right here, let's do something. We need money, we have the projects. Let's get going." Vargas, joined by Reps. Scott Peters, Susan Davis and Mike Levin, said the will to fix these problems comes down to funding. A bill introduced by Vargas and Peters would increase the North American Development Bank's capital by .5 billion to finance infrastructure projects. Mexico would be expected to contribute to the projects financially, but there would be exemptions for financial or national security reasons. Former prisoners are helping former prisoners break in to college courses.  The Urban Scholars Union is a relatively new organization created by ex-cons for ex-cons looking to better themselves through education. USU’s President Cesar Garcia said they started 18 months ago at San Diego City College to help “justice impacted” students succeed. “[We want to] empower them and motivate them to be productive members of society,” said Garcia. “We’re not monsters that they make us out to feel and make us out to be,” said San Diego City College student Ryan Rising. “We’re humans that made poor choices.” Rising spent 15 years behind bars for carjacking and attempted extortion but will matriculate to Cal Berkley on a scholarship after earning his Associate’s at City.“I’m super proud of myself,” he said. Garcia, who served seven years for a list of crimes, said the USU provides a space for former prisoners to get help, guidance, and support. The organization recently expanded to Southwestern College and is working on helping students at Mesa and Grossmont Colleges. USU also recently received its largest donation to date.  Current prisoners at Donovan Correctional in Otay Mesa donated ,000 to USU for scholarships and grants for former prisoners. “It just goes to show you how we do look out for each other,” said Garcia. “We just need go out and advocate to erase all these stigmas,” said Rising. 1470

Ford is recalling about 350,000 trucks for a problem that could cause them to roll even after the driver shifts into park.The automaker says the issue affects 2018 Ford F-150 and Ford Expedition vehicles with 10-speed automatic transmissions, as well as Ford F-650 and F-750 vehicles with 6-speed automatic transmissions.Ford says a piece of equipment on the affected vehicles can become dislodged over time, which means the car won't be in the gear that it looks like it's in, such as park.This means that if the driver shifts the car into park, the car might not actually be in park — and there would not be a warning message to indicate that. If he or she doesn't use a parking brake, Ford says the vehicle could roll.Ford says it's aware of one reported accident and injury.The company is also recalling more than 100 other vehicles for a missing transmission roll pin. If the pin is missing, the company says that the transmission on those vehicles might eventually lose the ability to park, even if the driver shifts the car into that gear.Ford says that problem affects around 160 of the 2017 and 2018 Ford F-150s, 2018 Ford Expeditions, 2018 Lincoln Navigators and 2018 Ford Mustangs with 10R80 transmissions.  1231
