SAN DIEGO (CNS) - The FBI reached out to the public Wednesday for help in tracking down a man who faces federal charges for allegedly operating San Diego-based pornographic websites that recruited young women and at least one teenage girl to engage in commercial sex acts by force, fraud and coercion.The federal agency has posted a reward of up to ,000 for information leading to the arrest of 37-year-old Michael James Pratt, who co-owned and ran online sites called "Girls Do Porn" and "Girls Do Toys."An indictment unsealed last fall alleges that Pratt also produced pornographic content involving a 16-year-old girl.Pratt and his co-defendants allegedly videotaped sex acts under the guise of distributing the footage only to private clients, then disseminated the clips online without the victims' knowledge or consent.In January, a judge awarded about million to nearly two dozen women who sued the owners and operators of GirlsDoPorn.com. SAN DIEGO (CNS) - The City of San Diego began a virtual open house Monday to solicit public input for two potential uses for a vacant lot in the Encanto community.The city is asking the public to consider two redevelopment proposals for the Valencia Business Park located at Stevens Way and Imperial Avenue.Located in the federally designated San Diego Promise Zone, the Valencia Business Park has been vacant for more than 20 years. According to the city, the community-focused redevelopment is moving forward and expected to create at least 72 full-time jobs."For years, the vision for Southeastern San Diego has included activating the Imperial Avenue Corridor and development of the Valencia Business Park property," said Councilwoman Monica Montgomery Steppe. SAN DIEGO (CNS) - San Diego Mayor Kevin Faulconer and City Councilman Chris Ward announced the start of construction Friday on dedicated infrastructure for cyclists and scooter riders in downtown San Diego.Faulconer and Ward's news conference marked the beginning of phase one of the Downtown Mobility Plan, roughly two and a half years after the City Council unanimously approved it. Once complete, the plan calls for the addition of about nine miles of cycle track through downtown -- bike lanes with a barrier to protect cyclists from vehicle traffic."As we encourage people to get out of their cars more, we need to build transportation networks that provide safe paths of travel for everyone," Faulconer said. "Connecting the popular destinations in downtown to surrounding neighborhoods is an important step in that direction and will give San Diegans more opportunities to embrace the surge in mobility options over the past year."The council approved the plan in June 2016. Faulconer originally suggested that the entire plan could be finished by June 2019, but delays and higher-than-expected costs pushed the project back. SAN DIEGO (CNS) - Police Sunday identified a 24-year-old man who was fatally wounded in a shooting in Emerald Hills on Wednesday.The victim was identified as Gai Wal, who died of his wounds in the early morning on Friday, according to Lt. Matt Dobbs of the San Diego Police Department.At 5:51 p.m. Wednesday, police received a ShotSpotter activation in the area of 6100 Imperial Ave. It was soon followed by a second ShotSpotter activation near 6300 Imperial Ave. The SpotShotter is a device used by police to locate and alert whenever it detects the sound of gunshots.When patrol officers arrived on the scene, they found a man down in the parking lot of a business with an apparent gunshot wound to his upper body, Dobbs said.The officers rendered aid to the man, who was transported to a local hospital in critical condition, the lieutenant said.
