BEIJING, July 12 (Xinhua) -- Chinese Vice Premier Hui Liangyu Monday urged concrete measures be taken to protect the ecological environment while building to improve living conditions as part of the country's campaign to develop its vast western regions.Hui made his remarks at the opening ceremony of the achievements exhibition displaying the western regions' environmental protection and construction accomplishments during the "West Development" campaign.The Chinese government launched the "West Development" campaign ten years ago as part of a program to narrow the gap between the country's coastal eastern region and the underdeveloped west.Statistics indicate that forest coverage has increased in the west from 10.32 percent to 17.05 percent over the past decade thanks to west regions' efforts in natural forests preservation, forestry restoration and reducing the impact of desertification.Hui called on local governments in the western regions to more effectively implement the central government's policies and decisions at the recent work meeting on West Development held on July 5 and 6.The western regions should also do its share to maintain the country's ecological security, Hui said.
ZHENGZHOU, July 28 (Xinhua) -- The death toll from a bridge collapse last Saturday in central China's Henan Province has risen to 37 with 29 still missing, rescue headquarters said at Tuesday midnight.Among the killed people were three tourists. The headquarters counted retrieved bodies and asked family by family about missing people to get the numbers, which may rise as witnesses say they saw about 100 people on the bridge when it collapsed.China Central Television (CCTV) reported Tuesday night that at least 50 people died in the collapse without giving the source.The Yi River Bridge collapsed at about 5 p.m. Saturday in Luanchuan County, Luoyang City, plunging the people on it into the rushing waters, a local government spokesman said.Thousands of rescuers are still searching for missing people and possible survivors.Villagers from seven villages and soldiers have launched a massive search for survivors, said Li Guangming, deputy head of the administrative office of Luanchuan county government.The rescuers are focusing on spots that could hold people who were rushed away by torrents, such as banks with lush plants, said Qi Weiming, deputy head of Luanchuan's military office.News broke of the accident after Luanchuan's government wrote an apology which was published in Monday's Luoyang Daily, saying "we are deeply sorry for the heavy loss of life ... and we take responsibility.""The bridge was crowded with people who had come to watch flood torrents when it collapsed. They were villagers and tourists from a nearby nursing home," said survivor Li Xianghong in an interview with local media Dahe Daily."More than 10 people fell with me, including my nephew, at the southern end of the bridge which collapsed first. For a moment, the river was full of struggling people."Li was caught by a tree branch and rescued by other villagers.Witnesses say the two ends of the bridge collapsed first. And the whole bridge fell in about one or two minutes, most people on it did not manage to escape.The bridge, built in December 1987, was over 200 meters long and more than 10 meters high. It was the only bridge on a about 4-km section of the river.An initial probe shows the dilapidated bridge collapsed after fallen tree trunks became stuck under it, blocking the passage of the raging flood waters, Luoyang officials said.Officials said they were continuing the investigation and vowed to severely punish those who were to blame.The flood has damaged a local tap water plant, cutting drinking water supply to the county's residents. Transport to the county was also disrupted by the flood with some bridges and roads damaged.

NGARI/CHENGDU, July 2 (Xinhua) -- Southwest China's Tibet Autonomous Region, known as the "Roof of the World", on Thursday opened its fourth civil airport in farwest Ngari area, shortening a trip to the regional capital Lhasa to one and half hours from three or four days by car.An Airbus 319 landed at Gunsa Airport in Ngari Prefecture at 10:20 a.m., marking the airport's official opening.The passenger flight from Chengdu, capital of the neighboring Sichuan Province, was operated by Air China's southwestern branch.An Air China flight would fly from Chengdu to Lhasa and on to Ngari every Tuesday and Friday, said Bao Lida, a spokesman with the company's southwestern branch based in Chengdu."The flight leaves Chengdu at 5:50 a.m. and arrives in Lhasa two hours later," said Bao. "It leaves Lhasa at 8:40 a.m. and arrives Ngari at 10:20 a.m."At an altitude of 4,274 meters with a 4,500-meter runway, Gunsa Airport is now the third highest airport in the world. Bamda Airport in Qamdo in eastern Tibet and Kangding Airport in Sichuan Province sit 4,334 meters and 4,280 meters above sea level, respectively.Annual capacity of Gunsa Airport is expected to reach 120,000 passengers by 2020.Before the airport opened, Ngari was linked to Lhasa only by road, taking three or four days to cover the 1,600-km route."Bad transportation infrastructure was the biggest bottleneck crippling Ngari's development, but now with a 100-minute flight, I believe it would bring talents and business opportunities to Ngari ," said Dawa Tashi, deputy secretary of the prefecture committee of the Communist Party of China.But the pricey flight fare of 2,590 yuan (382 U.S. dollars) for the 100-minute flight from Ngari to Lhasa might be out of many people's reach in a prefecture where the annual per capita income was only 3,148 yuan in 2009, which was a 16.8 percent increase compared with that in 2008.Construction of the airport began in May 2007 and cost an estimated 1.65 billion yuan (241.22 million U.S. dollars).The flight distance between Chengdu and Ngari is 2,300 km. BEIJING, June 30 (Xinhua) -- The Communist Party of China (CPC) on Wednesday launched an online database on Marxist theory by uploading the Party's major political doctrines to an Internet website, an effort that analysts said is promoting its ideology through information technology.Uploaded contents to www.ccpph.com.cn include collected works in Chinese of Karl Marx, Frederick Engels, Vladimir Ilyich Lenin, as well as former CPC leaders Mao Zedong, Deng Xiaoping and Jiang Zemin.All the works are available free of charge for Internet users to read, while visually impaired readers can listen to recorded voices reciting the content in Chinese.The website also contains dozens of works explaining the doctrines, research of the communist party as well as the CPC's important documents, files and speeches of General Secretary of the CPC Central Committee Hu Jintao and other current leaders.The database is sponsored by People's Publishing House, copyright owner of those Chinese works and major publisher of translated works of foreign political figures in China.Liu Binjie, Director of General Administration of Press and Publication, said that the official launch of these works on the Internet would expand the spread of Marxist theories.The world has entered an era when information, digitalization and other new communication methods are booming, said Huang Shuyuan, president of the People's Publishing House.The more advanced and powerful communication methods a party uses, the more influential it will be, Huang said.To help online readers find a classic Marxist reading, the database of the website provides a smart search function which finds the origin based on fractional words that readers input."It will greatly help researchers on Marxist doctrines like me, since many of those works could only be available in libraries," said Professor Zhang Guangming with the School of International Relations of Peking University."We could search for information about Marxist works at any time in my reading room," Zhang said.Prof. Zhang Xixian with the Party School of the CPC Central Committee said that the online database represents a new trend for the Party to promote its theories in a more attractive way.By the end of last year, the number of Internet users in China had reached 384 million users, covering about 28.9 percent of the country's total population.Li Changchun, member of the Standing Committee of the Political Bureau of the CPC Central Committee, also attached great importance to the publication of the Party's theories by using multimedia technologies.The People's Publishing House plans to digitalize its 3.6 billion-word Marxist theories books within two years to complete the database and provide it free of charge to the public.
