PHOENIX — Among the sound of cameras clicking and the sight of several little faces smiling, Marian Laird was overjoyed. She's hoping for several more years of smiles from this bunch. Laird officially became 'Mom' to the last of the crew, little Scotland, 11 months old."It's just very peaceful to know that no one is going to come and take her," said Laird.Scotland was the last of the five biological sisters to be formally adopted by Laird, though she went to live with Laird in January at just 12 days old. The adoption ceremony took place on Saturday, November 17 at Durango Juvenile Court Center as part of National Adoption Day. With food and entertainment, it was an all-out celebration in Phoenix, and a fun time for kids who have had a rough start in life.The pomp and circumstance may feel contradictory because the underlying issue is a national crisis. According to statistics from the U.S. Department of Health and Human Services, there are more than 400,000 kids in foster care across the country. Of that number, there are more than 15,000 in Arizona alone, according to the latest numbers from CASA of Arizona.Baby Scotland's adoption ceremony was just one of several Judge Randall Warner presided over on Saturday. Though the girls no longer have a biological mother, they do have stability and according to Laird, a relationship with extended family."Even though they've been adopted, the grandparents, aunts, uncles and other siblings that haven't been adopted by me can still be a part of their life," she said.Dressed head to toe in similar attire for the special day, they no longer just look like family anymore, they are family.   1693

PIKELOT ISLAND – Like out of a movie, three missing mariners were rescued from a deserted island in the Pacific after writing “SOS” in the sand.Authorities in the U.S. and Australia say the three men departed Puluwat Atoll on a 23-foot skiff last Thursday, intending to travel 21 nautical miles to Pulap, Chuuk.However, they never made it to their destination and were reported missing, according to the Anderson Air Force Base, Guam. A rescue mission was then launched.“Joint Rescue Sub-Center Guam received notification of an overdue skiff last seen in the vicinity of Chuuk and requested our assistance,” said U.S. Air Force Maj. Shaun McRoberts, 506th Air Expeditionary Aerial Refueling Squadron assistant director of operations. “Once notified, we began immediately working a plan to launch crews to locate the missing vessel.”After almost three hours into their mission and flying at about 1,500 feet, rescue crews located the mariners on the tiny, uninhabited island of Pikelot, Yap.“We were toward the end of our search pattern,” said U.S. Air Force Lt. Col. Jason Palmeira-Yen. “We turned to avoid some rain showers and that’s when we looked down and saw an island, so we decide to check it out and that’s when we saw SOS and a boat right next to it on the beach. From there we called in the Australian Navy because they had two helicopters nearby that could assist and land on the island.”Early in the morning on Monday, authorities say a small boat crew was launched and rescued the mariners.The sailors told officials that they ran off course while traveling and eventually ran out of gas, according to the Australian Navy. 1643

(KGTV) - A popular Pacific Beach restaurant is finding new life in Liberty Station, and it could be a sign of things to come for the industry.Latin Chef was forced out of its longtime home on Garnet Avenue in January. This Saturday, it will reopen at Liberty Public Station."There's not much," says owner Fredy Palma of his small space in the market. "But you won’t believe that very tasty food is going to come from here."Palma says his rent will be about half of what it used to be in Pacific Beach. He also says moving into the Public Market means he no longer has to worry about all of the little things that come along with having a brick-and-mortar location."Things like trash, telephone, light, SDG&E," he explains. He says this will let him focus more on the food and customers. "I was listening to how he was having to vacate his space and thinking, wow, this seems like a perfect fit for Liberty Public Market," says David Spatafore with Blue Bridge Hospitality.Typically, Blue Bridge Hospitality had offered spots at the market to new businesses. Latin Chef will be the first established restaurant to move into the space."Overhead keeps going up and up and up," says Spatafore. "The idea behind the Public Market is it’s kind of a condo association of retailers and restaurants to lower overhead and share expenses, making it a little easier for them. Certainly, I can see this being a wave of the future to lower overhead because there aren’t many options left."The public market concept has grown in San Diego over the last few years. Liberty Public Market opened in 2016.
