SAN DIEGO (KGTV) - San Diego Police officers arrested a man for attacking a four-year-old girl outside an apartment complex on the 4300 block of 50th Street.According to witnesses, the little girl’s father was dropping the girl off at her grandmother’s home around 11:30. Before the grandmother could walk the four-year-old through the security gates of her complex, a stranger attacked the child from behind.A neighbor, who only asked to use his first name, Robert, says he heard someone calling for the help, so he came outside. He says he saw the grandmother had gotten through the gate, but the father and another neighbor were outside of the entrance trying to hold off the attacker. Robert felt compelled to step in.“He came at me, and it seemed like he was going for someone, and that someone was a child,” he said, “so I had no other recourse, I hit him once he went down. He bit my leg. He got up, and he started coming after me.”But the man didn’t stay down, instead continued to attack.“Very very vicious, he had a very crazy look,” Robert said. “He wasn’t saying anything, he was grunting like a feral animal. He was exceptionally strong. He just wouldn’t quit, even when the police got here, he was very very strong.”Robert says he had no idea why he was trying to hurt the little girl but said the man might have been under the influence of something.Police arrested the suspect.Robert recalled seeing red marks around the little girl’s neck but said she was okay though visibly shaken.She is home with her parents. 1541

San Diego placed 7th on the list among 50 of the largest metro areas in the U.S. America’s Finest City made the list based on several factors, including poor job market, lack of affordability and market tightness. Although San Diego ranked poorly in the above categories, it received high marks for safety, coming in ninth. SAN DIEGO (KGTV) - San Diego City Council members approved Tuesday a new state of emergency resolution linked to sewage in the Tijuana River Valley. District Eight Councilmember Vivian Moreno, whose region includes the Tijuana River Valley, authored the resolution. Moreno cited significant amounts of plastic, tires and sediment flowing from Mexico into the United States. “This has been going on for far too long and South Bay is not a dumping ground,” Moreno said. “To solve this international crisis, we must stop pointing fingers. This is a regional issue that calls for a regional solution.” The crisis, which was first recognized with a resolution in 1993, has since worsened, council members agreed. The City of San Diego’s new resolution was designed to raise awareness about the public health impact. “District Eight residents frequently experience a foul smell, and people who have been exposed to the toxic waste have reported skin rashes, headaches and respiratory issues,” said Moreno. “The sewage, sediment and trash occurring in the Tijuana River Valley is an environmental crisis and we’re going to keep fighting until it’s fixed once and for all,” said Mayor Kevin Faulconer. “We’ve seen some positive movement recently after decades of advocating as a region to our leaders in Washington and Mexico City. They’ve identified the problem and the projects needed to fix it, and now we must push for them to take action.” 1444

SAN DIEGO (KGTV) -- San Diego City leaders are deciding where to spend money in the next fiscal year. Wednesday’s meeting was the first step in the budget for the year. 10News spoke with Barbara Bry just before the meeting. “All nine of us have submitted our budget priorities. What’s interesting is there’s a lot of consensus among all of us as to how much the city should be allocating its funding," Bry said.The latest 10News-Union-Tribune polls shows the top issue as homelessness. It’s one of the issues Bry says will receive major support in next yea’s budget. Wednesday, the budget committee reviewed and adopted a set of funding priorities for what will be a priority for funding in the next fiscal year. The committee’s list is alphabetical at this point, so the issues aren’t ranked by importance. The list does, however, reflect what our poll uncovered: climate action, homelessness, parks and recreation facilities, public safety and sidewalk and street repairs are all important issues. As for our poll, homelessness and affordable housing came out on top at 21 and 20 percent respectively. Close behind is road repairs and further down the line, climate change, the Convention Center and mass transit. 10News asked Bry how the process will proceed. “The council will then discuss the priorities as a whole, then Mayor in April, then budget hearings in May.” 1380
