SAN DIEGO (KGTV) - The doctor responsible for one third of vaccine exemptions in the San Diego Unified School District fired back Thursday at critics who say her science isn’t sound. Dr. Tara Zandvliet has a refrigerator full of vaccines at her office in South Park. She administers them to her young patients, but she also writes medical exemptions for some children. “It’s the kids that are sensitive that you need to just take a little bit different tack with,” said Zandvliet. Zandvliet wrote exemptions for 162 of the 487 children who provided SDUSD with a medical reason to avoid the vaccines required for entry. Despite the number, Zandvliet says she does not consider herself anti-vaccine. “I’m not gonna write a medical exemption just cause someone wants it. I’m not gonna write it or not write it just because the school says ‘hey we have too many of them’,” she said. Since California became one of three states to ban personal belief exemptions for vaccines, the number of medical exemptions has risen. So has the number of children being vaccinated. San Diego Unified officials issued a statement about the situation, saying in part the district "has noticed some physicians issuing exemptions that appear to be excessively frequent and based on criteria that are not aligned with guidelines from the Centers for Disease Control and Prevention.” Zandvliet’s website says she will grant an exemption based on factors like family history of allergies or autoimmune disease, neither of which are recognized by the Centers for Disease Control as valid reasons for exemption. “I refuse 7 out of ten; the three that come in they've convinced me they have proof they've given me medical records from family members and it’s there,” Zandvliet said. Other doctors disagree with Zandvliet’s reasoning, including State Senator Richard Pan, who is also a physician. He was behind the law to get rid of the personal belief exemption and is now trying to make it harder for parents to get a medical exemption. SDUSD officials say they are working with Dr. Pan and other medical organizations to address concerns about the increase of medical vaccine exemptions. 2168

SAN DIEGO (KGTV) - Surveillance video captures a burglar on the move inside a popular restaurant in Mira Mesa, and his crimes may be escalating.Inside the kitchen of T.P. Bahn Bao on Camino Ruiz, the staff is busy making steamed Vietnamese buns, days after an unappetizing discovery. "Scared, anxiety, disbelief," said Travis Nguyen, who owns the restaurant. When she got in on Thursday morning, she found loose change all over and the drawer of the cash register gone. The surveillance video revealed what happened. Just before 3 a.m., a figure is seen crouched low, shining a flashlight into the restaurant. After a few moments, the man pries open the door and walks in."It appeared he used a homemade tool to break the panic bar. It took him only a few seconds to get in," said Lon Holliday of Convoy Street Locksmith, the company that repaired the door.In the video, the man quickly heads to the cash register, removes the drawer and about 0 in cash."He knows what he's doing. I think he's done this before," said Nguyen. After the thief is done in the front - and with a loud security alarm going off - the intruder heads towards the kitchen, where he looks around. He then goes into the walk-in cooler. He apparently doesn't like what he sees and takes off."He's in and out of the restaurant in under two minutes. He's quick," said Nguyen. It's an elusive quality residents in the a nearby neighborhood are familiar with. Amid of a rash of porch and package thefts, one homeowner sent 10news video of a man on a bike she saw stealing a car jack from a porch two weeks ago. The man does resemble the intruder. If it's the same man who broke into the restaurant, he's getting bolder."You never know what he can do. Not only stealing stuff, he might be so desperate he might hurt people, too. Needs to be caught," said Nguyen.Anyone with information on the case is asked to call San Diego Police at 619-531-2000. 1926

SAN DIEGO (KGTV) - Students distracted and bitten in class at Madison Senior High in Clairemont are hoping for some help to make the mosquitoes go away. The west side of campus, against Doliva Dr., is where people told 10News they were bitten. The same area houses special needs classes. 10News was sent two pictures, one of a student, with special needs, whose calf was bitten by a mosquito, and another of a dead mosquito. It appears to be black with white spots or stripes."It was really bad and it was burning and everything," Junior Arryonna said. She was bitten in art class Thursday."I feel like my ankle starts itching so I'm like what's on my ankle, so I look and I got two bumps on the side of my ankle," she said reaching down to scratch. She said she's allergic, making the bites that much worse. The school district says the first report of a mosquito bite came mid-September, around the first time Aryonna said she was bit. Pest Control came out twice and deployed an organic compound in the drain to kill mosquito larvae. The County was scheduled to come out next week, but after 10News called, they showed up Friday afternoon, according to the district. 1176

SAN DIEGO (KGTV) — The man wanted for a shooting outside of an unlicensed marijuana dispensary in unincorporated El Cajon has been arrested. The San Diego Sheriff's Department (SDSO) issued an arrest warrant for 18-year-old Richard Anthony Bell, of El Cajon, on Dec. 8 in connection with the shooting four days earlier in the 1600 block of N. 2nd Street.A 16-year-old was shot outside of the illegal dispensary and taken to a nearby hospital, where the victim remains and is expected to survive. Members of the U.S. Marshals Service located Bell on Friday at about 11 p.m. inside a hotel and casino on the Las Vegas Strip. He's being held on million bail for attempted murder and awaiting extradition back to San Diego County. The shooting isn't believed to be related to the dispensary and is thought to be gang-related, SDSO said. 841
