SAN DIEGO (KGTV) — The Confederate monument at the center of an emotional debate has been removed from inside a city-owned cemetery in San Diego."It's a relief. I'm glad," said Amanda Bergara.Amid the recent protests aimed at racial injustice, Bergara was one of nearly 2,800 people to sign an online petition calling on San Diego's mayor to take down a confederate monument from inside Mount Hope Cemetery."It's a symbol of hate and disrespect for those who fought with their lives to end slavery," said Bergara.RELATED: Online petition seeks removal of Confederate memorial in San Diego cemeteryBuried in the cemetery are both Union and Confederate soldiers, who later lived in San Diego. The memorial, erected in 1948, names General Stonewall Jackson. In June, ABC 10News discovered the stone on the monument heavily damaged, with vandalism an ongoing issue. Unlike other Confederate markers removed in San Diego, the plot on which the monument sits is privately owned, and the city has maintained its hands are tied. The owner, United Daughters of the Confederacy, and supporters have said such markers are monuments to history.In the end, a city spokesperson says it was removed weeks ago at the request of the Confederate group, presumably to protect it from vandals. The monument is being stored by the city."Hopefully ending the hurt and pain for those who would have seen it and felt that hurt and pain. SAN DIEGO (KGTV) -- The cost of housing is a huge issue in California, as the issue of rent control heads to the November ballot.Proposition 21 would allow local governments to establish rent control on residential properties over 15 years old. It allows rent increases on rent-controlled properties of up to 15 percent over three years from previous tenant’s rent above any increase allowed by local ordinance.The proposition would exempt individuals who own no more than two homes from new rent control policies.Mark Doering is a landlord who rents out two homes. While Prop. 21 would not apply to him, he said he is against rent control. "I think the government has put enough burden on landlords like myself," he said. During the pandemic, numerous local governments issued bans on evictions for those facing hardships due to COVID-19. While Doering understands this difficult time, he said he and other landlords depend on the rent money."If they relied on that rent, they're in a bad enough situation as it is right now," Doering said. The No on 21 ad airing on television is sponsored by the California Apartment Association, with major funding from Essex Property Trust and Affiliated Entities, Equity Residential, and AvalonBay Communities. Loma Nazarene University's Chief Economist Lynn Reaser said the No and Yes on 21 ads do not actually explain what will happen if the measure passes. “It allows local governments to set their own rent control measures that would be different from what the state now has, which basically caps rent increases at 5 percent plus rate of inflation,” Reaser said.The ad claims that voters rejected a similar measure two years ago, which is true. Reaser analyzed Census statistics and said roughly one out of 10 rental units would be affected by Prop. 21. About 45 percent of Californians are renters. In San Diego County, about 450,000 rental units would be affected, or about 85 percent of all rental housing.The ad also claims that Prop. 21 would reduce home values by up to 20 percent. Reaser said it is likely property values will decrease over time, but not immediately."That will spill over into lower property taxes, which funds primarily our schools," Reaser said. SAN DIEGO (KGTV) - The final panel of a 14-mile stretch of the Primary Border Wall project was installed Friday, marking a turning point for U.S. Border Patrol, according to Border Patrol officials.Now there is more updated fencing in place compared to aging infrastructure. The stretch of new fencing replaced stamped steel, that's easy to climb, originally installed in the 1990's.The 18-30-foot steel bollard stretches a quarter of a mile from the ocean, to Otay Mountain. The old wall was breached more than 1,700 times, according to Border Patrol officials.RELATED: Funds earmarked for defense can be used for border wall, Supreme Court rules"Any upgrade we can get we'll take, this wall's been around for 30 years," Border Patrol Public Affairs Officer Theron Francisco said.The transparent feature of the new wall, vital for Border Patrol agents. Fiscal year to date, 149 incidents were reported, compared to 72 last year.Last April migrants hurled rocks at San Diego Border Patrol officers, shattering their Jeep's window. With that, it means less agents have to field a certain area," Francisco said.
