SANTIAGO, Chile, Dec. 22 (Xinhua) -- Chilean President Sebastian Pinera and visiting Chinese State Councilor Liu Yandong met here Wednesday to discuss the development of relations between their two countries since the establishment of diplomatic ties 40 years ago.Pinera said that Chile was the first South American country to establish diplomatic relations with China. The past 40 years have witnessed steady development of bilateral relations, and close exchanges and fruitful achievements in cooperation in various fields. The Chilean side attaches great importance to the development of comprehensive cooperative partnership with China and sticks to "one China" policy, President Pinera said, adding that Chile is willing to work with China to continue developing and deepening the mutually beneficial bilateral cooperation in education, science and technology and other fields to benefit the two peoples.Chilean President Sebastian Pinera (L) meets with visiting Chinese State Councilor Liu Yandong in Santiago, Chile, Dec. 22, 2010.Liu said that since the establishment of diplomatic relations between China and Chile on December 15, 1970, China-Chile relations have developed in a sustainable and in-depth way, with the maintenance of close contacts between the two sides, and with increasingly deepening development of bilateral economic and trade cooperation.China and Chile have maintained coordination and cooperation in international and regional affairs, Liu said, calling China and Chile "good friends and good partners".China is willing to join hands with Chile in promoting incessant development of China-Chile comprehensive cooperative partnership, with the occasion of marking the 40th anniversary of diplomatic relations as a fine opportunity.Liu put forward a three-point proposal for deepening exchange and cooperation in humanistic sectors between China and Chile:Firstly, efforts should be made to further strengthen bilateral cooperation in scientific-technological innovation, and give a full play to the role of bilateral cooperation mechanisms including the mixed committee on science and technology, in order to upgrade bilateral scientific-technological cooperation.Secondly, rich and colorful cultural exchange and cooperation should be developed in an in-depth way. In this endeavor, the two countries need to keep exploring new ways and channels of cooperation, in order to promote China-Chile cultural exchange and cooperation to a higher level. And thirdly, efforts should be made to further increase bilateral educational exchange and cooperation to promote China-Chile friendship. On the same day, Liu also met with the Chilean Education Minister Joaquin Lavin and Director of Chilean National Science and Technology Commission Jose Aguirela, exchanging views with them on strengthening cooperation in the fields of education and science and technology between China and Chile.Liu also attended a cerenomy for signing documents on bilateral educational and scientific-technological cooperation.

BRUSSELS, Jan. 11 (Xinhua) -- Chinese and EU leaders on Tuesday signed a first joint declaration on strengthening dialogue and cooperation on youth issues as the 2011 EU-China Year of Youth kicked off here.Androulla Vassiliou, EU Commissioner for Education, Culture, Multilingualism and Youth, said at the opening ceremony that the year would open up new horizons for young people from Europe and China by enabling them to share experiences and learn from each other."I hope that such exchanges will inspire concrete ideas for cooperation and establish long-lasting partnerships," Vassiliou said. The opening ceremony was the first of a series of exchange activities to be held throughout the year in Europe and China. The EU-China Year of Youth was jointly initiated by Chinese Premier Wen Jiabao and European Commission President Jose Manuel Barroso at the 12th EU-China summit held in 2009."The Year will provide an interactive platform for European and Chinese young people to enhance mutual understanding and friendship through creativity, tolerance and openness. We hope they can open a new page of people-to-people contacts between Europe and China," said Wang Xiao, President of the All-China Youth Federation.Wang led a delegation of 100 Chinese young people who arrived in Brussels earlier this week to meet with their 100 European counterparts for the first time. The 200 young representatives from the EU and China also exchanged ideas on a variety of issues including volunteering, mobility, culture and creativity prior to the opening ceremony. Those from China will also visit the European Parliament, the College of Europe and EU's Court of Justice later this week. The yearlong program, co-hosted by the European Commission and the All-China Youth Federation, aims to promote intercultural dialogue and strengthen mutual understanding and friendship between European and Chinese youth, as well as encourage young people to care about and support the development of EU-China relations. The EU-China Year of Youth also coincides with the European Year of Volunteering and the 10th anniversary of the International Year of Volunteering, thus voluntary activities involving young Europeans and Chinese will be encouraged throughout the Year. With Chinese Vice Premier Li Keqiang wrapping up his three- nation Europe tour on Wednesday, the Sino-EU relation has had a good start this year in terms of political mutual trust and economic cooperation, while the kick-off of the EU-China Year of Youth is expected to break new ground in all-round exchanges among young people."The EU and China are now more than just trading partners, but also strategic partners. We should work together for a future of prosperity," said Ambassador Song Zhe, Head of the Mission of China to the European Union.

BEIJING, Dec. 12 (Xinhua) -- China said it will make greater efforts to start six-party emergency consultations because tensions on the Korean Peninsula have not eased."The six-party talks are a very important way to advance the denuclearization process on the Korean Peninsula and maintain peace and stability in northeast Asia. We, the concerned parties, should make full use of the talks," Chinese Foreign Minister Yang Jiechi said in an interview in Beijing Friday.Launched in 2003 and stalled since the end of 2008, the six-party talks involve China, Russia, the United States, Japan, the Democratic People's Republic of Korea (DPRK) and the Republic of Korea (ROK)."While the talks have yet to be resumed, we think it is the proper time for emergency consultations between the heads of the delegations of the six parties," said the foreign minister.Tensions remain high on the Korean Peninsula after the DPRK and the ROK exchanged artillery fire on Nov. 23. China proposed emergency consultations among the chief negotiators in December.Amid the international community's repeated calls for restraint and calm, the United States held separate large-scale naval drills with the ROK and Japan in waters near the peninsula."We will continue to make patient efforts to persuade the parties to engage in consultations," Yang said.He said the tensions on the peninsular will ease "only if all the parties show their sincerity and make joint efforts.""Stability on the Korean Peninsula is good for all. Chaos there is detrimental for all," he added.During the interview, the foreign minister reiterated China's policy to be a good neighbor and partner in Asia while continuing to make contributions to the rise of the region.Yang said China suggests a new security concept that features "mutual trust, mutual benefit, equality and coordination," be fostered, adding that countries in the region should step up cooperation in anti-terrorism and non-proliferation work."China welcomes other relevant countries playing a constructive role in regional cooperation to help shape an open, inclusive, and win-win cooperative framework in the region," he added.
