CHULA VISTA, Calif. (KGTV) -- The FBI and Chula Vista Police are asking for the public’s help identifying a man suspected of robbing six credit unions in San Diego County. The suspect, who was dubbed the "Gloved Robber" after wearing grey gloves during all of the heists, has so far robbed six credit unions. The robberies have all taken place between December 28, 2018 and February 23, 2019. According to the FBI, after entering each of the businesses, the suspect approached the tellers, handing them a note demanding cash. The FBI says the man wore a similar style of clothing in several of the robberies. Along with the grey gloves, the man wore sunglasses and hoods to cover his face. During two of the robberies, the man carried a motorcycle helmet into the credit unions. The robber also carried a calculator in his hand and held it to his ear like a cellphone during several of the robberies. CHULA VISTA, Calif. (KGTV) - A Chula Vista homeowner's association (HOA) is dealing with claims of embezzlement, corrupted financial records and a police investigation.Team 10 investigative reporter Jennifer Kastner tracked down the former HOA manager who's at the center of the accusations, who says he did nothing wrong. However, the HOA claims that he was writing thousands of dollars in reimbursement checks every month to himself for alleged maintenance, but didn't provide basic documentation like store invoices or receipts.Unlike the idyllic, legendary city of Camelot, the local Camelot at Eastlake Shores is in turmoil. "It's not the wonderful place that it used to be," says homeowner Connie Patrick. She and other homeowners at the Chula Vista HOA are grappling with the news.Homeowner Griselda Palma tells us, "I was very startled when I read the letter…it was very disturbing."10News has a copy of a letter that was sent out to more than 400 homeowners by the HOA's Board of Directors this past spring. The letter accuses the former manager, Howard Gatbonton, of possible financial abuse. Gatbonton was directly employed by the HOA, which also contracted with an outside management company called Summit Property Management. Summit's main office is located overlooking Mission Valley. In the letter, the HOA wrote that a “Review of the Association's finances uncovered many discrepancies." The HOA letter also adds, "as of the date of this letter, no records have been provided or discovered that detail or explain over 0,000.00 of reimbursement expenses to Gatbonton."A police investigation is underway. In an interview with 10News, Gatbonton denied any wrongdoing. Gatbonton says he was forced to pay for maintenance expenses using his own money because the HOA Board wouldn't give him a credit card. He told 10News he spent about 0,000. This station asked if the money was from his own pocket. "Yes, ma'am," he told 10News. 10News asked Gatbonton if he would write reimbursement checks to himself."Yes, ma'am," he says. When this station asked if the board was aware he was doing that, he replied: "Yes, ma'am, because I was the manager to give them a copy of every single check that I [wrote]."After the investigation into the HOA's financial records and reimbursements to Gatbonton began, he stepped down, claiming he no longer wanted to deal with the Board.Summit Property Management was terminated.To make matters more complicated, according to the Board, it was discovered that, "all of the Association's electronic records stored in the Association's onsite computer had been deleted and the computer's hard drive corrupted."According to the letter, the records are "unsalvageable."We ask Gatbonton, "[Did you] destroy or corrupt any files?" He replies, "It's impossible to corrupt because it's in the cloud! How can I corrupt [them]? Even the emails are in the cloud! How can I corrupt that?"Gatbonton says that discrepancies with the HOA's financial records existed long before he hired, and when he alerted the Board, they dismissed the problems. "They turned a blind eye," Gatbonton says.Gatbonton told us he's got the records to vindicate himself, but he wouldn't share them. "I've been advised not to," he told us.The HOA declined an interview with 10News, but the law firm representing the HOA sent a statement claiming, in part, "Since quitting, Gatbonton has waged war against the Association, spreading false information…"The firm reports that "Gatbonton provided only copies of some of the checks he had written to himself as 'proof' of the validity of the expenditures. The Association had accounts at Home Depot, Office Max and other companies for supplies. It is not clear why Gatbonton did not use these accounts for maintenance supplies or why he did not simply write checks to these companies for the alleged supplies."According to the firm, "Over the months following his resignation more evidence of gross mismanagement and financial abuse by Gatbonton was discovered. The Association's pool and two children's playgrounds had to be closed for critical failure of safety inspections despite the 0,000.00+ that Gatbonton reimbursed himself for alleged maintenance."The firm writes, "When pushed for missing documents, Gatbonton claimed he had already turned over all existing records" and made no mention of nor provided any access to any alleged 'cloud' based documentation."Summit Property Management's Jennifer Rimer tells 10News that Summit was only in-charge of the Board's meeting minutes. It was never responsible for finances for the HOA and its members. While it may look different to us, for preschool kids, this is all they know.At St. Rose of Lima Catholic School in Chula Vista, when a student and his or her parent arrive, they go through a health screening. If either shows symptoms, the child is sent home.Adults are also not allowed to come into the classrooms and have to stay outside.Glenda Martinez, preschool director of Daniel’s Den, on the campus of St. Rose of Lima Catholic School, said following the new California guidelines is manageable, what can be challenging is helping her young students understand the rules.“It’s really hard for them to understand what’s six feet. They say, ‘Ms. Glenda, I can’t do six feet, I only have two!’ I tell them I know that … but that’s what the square is ... that’s six feet. And nobody can go into their square,” said Martinez.And that’s reflected in how she set up her room. Even though they can’t do carpet time right now, she tried to bring imagination and fun back into the classroom.Each student has their own desk or car, that’s parked in their own square, with their own things inside.Right now, sharing isn’t allowed, but she’s found a way to allow them to socialize safely.“Because they have the same toys, I tell them you can play with one toy. I can play with the same kind of toy up to our edge with our masks on. And there’s not a problem, they’re still separating but they can play the same thing,” Martinez said.Another challenge for Martinez and her staff is explaining what the coronavirus is to four-year-old children. That’s why she’s made books to help them understand and they also sing songs.Coronavirus guidelines have also changed the way kids play outside. They can’t use certain equipment because of social distancing concerns.But as Martinez said, this has forced them to get creative.In the end, Martinez said they’re using these changes as an opportunity to teach their students valuable lessons. (KGTV) -- South Bay junior and senior high school families learned Monday they will need to stand fast at home a little longer after district officials said they will not reopen campuses for physical learning this year.The Sweetwater Union High School District announced that students will continue distance learning through December 2020 citing "significantly higher" COVID-19 cases within the district's communities.The announcement comes as local health officials wait to hear if the state will place San Diego County back into the purple tier -- the most restrictive level on California's coronavirus reopening road map. Such a move would likely shutter indoor operations for restaurants, movie theaters, houses of worship and gyms, limit retail businesses to just 25% capacity. Chula Vista reported 5,603 COVID-19 cases making up 12.7% of the county's total cases, according to the latest county health data. "It is with this information, and with our continued commitment to the safety of our students, families, and staff, that we announce the continuation of distance learning for the remainder of the semester through December 2020," the district said in an email to families."As was outlined in our reopening plan earlier in the summer, our next checkpoint will be by November 30, 2020, to determine how we will start the second semester in January 2021," officials said.SUHSD is the first school district to commit to closing its campuses through the remainder of the year.The district kicked off its school year online on Aug. 3, the first district in the county to start the fall semester.Under the distance learning model, students are attending three virtual classes per day with 30 to 45 minutes of virtual face time with each teacher. The remaining time is spent in independent study.The district said that they are researching ways to provide in-person services to "some of our highest needs students," and the possibility of small group supports if pandemic conditions improve."During this incredibly challenging time, we will continue to closely monitor the latest information and work with our local health agencies and our partners to ensure that we are doing what is in the best public health interest of the entire community," officials said.The district said it will again review its next steps on Nov. 30 to determine how it will start the second semester in January 2021. 2577
CHULA VISTA, Calif. (KGTV) -- Free coronavirus testing will soon be available to students and staff in the Chula Vista Elementary School District. This week, the board voted to approve a plan to make that happen.Testing would move the state’s largest elementary school district closer to in-person learning. The district is partnering with bioscience company, Kahala, to provide the free tests.Testing would be voluntary for students, teachers and staff. Participants would be tested every two weeks for the virus and once for antibodies.RELATED: Poway Unified School District approves campus return plan for some studentsOn-site testing would be available at five schools to start and would later expand to more locations. Kahala will bill the participant’s insurance to cover the cost.The district says the idea is to determine the level of active cases so they can mitigate the spread.The plan is already drawing some criticism from teachers. Susan Skala with the Chula Vista Educators Union is worried about working with Kahala since the company formed early this year.“We simply don’t know enough about it because this program has been what we feel has been rushed through,” said Skala. “We’re not sure about how our medical data would be secure, we’re not sure about the confidentially and integrity of the program.”Dr. Michael Miyamoto is the Chief Medical Officer of Kahala. He says their staff is composed of practicing physicians. They have current partnerships with private companies and health care facilities for employee testing.Miyamoto says their tests are authorized by the FDA for emergency use.“Many, if not most of the diagnostic tests and treatments for COVID-19 are authorized under an Emergency Use Authorization,” said Miyamoto. “This was done because a lot of the regulatory review of these needed to be done very quickly in order to get these test and therapeutics out for use by healthcare practitioners.”He says the more people that volunteer, the better.“If we have a reasonable sampling the information will be very helpful in making decisions but also as a model for other school systems around the country,” he said.The Chula Vista Elementary District says they haven’t decided which schools to use as testing sites yet, but they will be available to anyone in the district.“Our learning community from any of our systems can access any of those five to six sites for that testing,” said Anthony Millican with CVESD.The district is also partnering with the County Health and Human Services Agency as well as the City of Chula Vista. Those programs have free testing options for families without health insurance.The district does not have a scheduled date for returning to in-person learning.
