SAN DIEGO (KGTV) — Across San Diego County, cities will soon raise and illuminate that all-important sign of Christmas.Tree lighting ceremonies kick off this month, with several planned for residents no matter where in the county they live. Many of this year's tree lighting events will celebrate with holiday treats, shopping, rides and games, and, of course, appearances by Santa.Check out where you can catch a tree lighting ceremony in San Diego this season:Otay Ranch Town Center Tree Lighting (Nov. 19): The South Bay will usher in the holidays at Otay Ranch Town Center, where their Christmas tree will light up at 7 p.m. Festivities, crafts, and delicious treats will be available starting at 5 p.m. and Santa will pay everyone a visit at the shops.Santee Holiday Tree Lighting (Nov. 22): Santee starts the holiday season with crafts and games, carriage rides, photos with Santa, sledding, and more at Santee Trolley Square. SAN DIEGO (KGTV) - Alpine residents are bracing for a Public Safety Power Shutoff, as SDG&E monitors the weather conditions.The National Weather Service issued a High Wind Warning Thursday, "winds 25 to 35 mph with gusts to 60 mph. Local gusts to 75 mph possible near the mountain ridge tops." The warning lasts through Friday afternoon.Neighbors in Alpine are always ready if a fire sparks, “we keep a go bag of important documents and stuff and uh three dogs at this point and we’d be able to take them with us, and we had to do that in the past too." Neighbor Steve Allison said. He's lived in Alpine for 20 years."Well we’ve chosen to evacuate four times, the last time we had no choice, we had to go. The fire burned within 40 feet of the house," he said he was thankful firefighters saved his home last year during the West Fire.Since the West Fire swept through, in July of 2018, he's made some changes to his home, "we have defensible space around our house, we have new vents in our attic they’re supposed to keep the embers out of the attic."SDG&E reports areas of Alpine, Descanso and Pine Valley are in the dark Thursday and won't get power back until Saturday evening at 6 p.m, due to the Public Safety Power Shutoff. SAN DIEGO (KGTV) -- An executive order signed by President Trump Wednesday may help San Diego's military spouses find work. The executive order is aimed at increasing opportunities for military spouses to obtain federal jobs.The order encourages agencies to increase use of the noncompetitive hiring authority for military spouses.For military spouses, the unemployment rate is 16 percent which is four times higher than the national average for female adults. Among military spouses who do have jobs, 14 percent have part-time jobs and half of those spouses want full-time work.Many spouses of military members choose careers like teaching, nursing or law, but such jobs often have state-specific licenses that make it difficult to move from state to state.“Right now I’m looking at leaving my career because the exams and licensing costs are phenomenal never mind how poorly the education system is run; right from resources to teacher pay,” Sheryl Ogle said in a Facebook comment.According to an impact study conducted by the San Diego Military Advisory Council, there are more than 100,000 active-duty military members in San Diego. The service members are split fairly evenly between the Navy and Marines.In a phone call Wednesday morning, a White House official says the new order directs agencies to make an existing non-competitive hiring authority provision for military spouses available in their job announcements, according to Military.com. The hiring authority allows military spouses to be appointed to certain jobs without having to go through the usual hiring process.According to dosomething.org, military spouses tend to be under 35 and are mostly women with only five percent of military spouses being men.Data also shows that military families relocate 10 times more often than civilian families, moving an average of every two to three years. 1886

SAN DIEGO (KGTV) -- A winter storm warning was issued for San Diego County’s mountains as a cold storm hit the region Monday..The warning is in place from 8 a.m. Monday through 4 a.m. Tuesday, according to the National Weather Service.“The agency says heavy snow and strong winds are expected. Plan on difficult travel conditions, including during the evening commute on Monday. Tree branches could fall as well,” forecasters said.Total snow accumulations of two to six inches are expected with localized amounts of 12 to 18 inches. The heaviest snow is expected to impact areas above 5,500 feet, however, some snow is expected down to 4,500 feet.Accompanying the snow are heavy winds of 20 to 40 miles per hour.RELATED: Check today's forecast in your area“If you must travel, keep an extra flashlight, food and water in your vehicle in case of an emergency,” the National Weather Service advised.A high surf advisory also takes the place of a beach hazards statement as the storm approaches. The advisory is in effect from 6 a.m. Sunday through 10 a.m. Wednesday for San Diego County coastal areas.Surf begins to build Sunday, peaking Monday afternoon through Tuesday, the agency says. SAN DIEGO (KGTV) - An El Centro teacher was arraigned Tuesday after she was accused of providing marijuana and alcohol to students on a school camping trip.Monique Garcia, 50, faces two felony charges and three misdemeanor charges garnering a maximum sentence of 8 years and 4 months in state prison, according to the District Attorney's Office.Deputy District Attorney Stephen Marquardt said a 17-year-old student on the trip gave Garcia a ride to a grocery store where she bought alcohol and then drove to a dispensary where she bought cannabis, including edibles.Marquardt said students were intoxicated and became sick after consuming the alcohol and/or cannabis.According to the Southwest High School website, Garcia was head of the math department. The Central Union High School District sent a statement to 10News reading in full: "In order to protect the integrity of the judicial process, Central Union High School District does not comment on ongoing or pending proceedings. Monique Garcia is no longer employed by the District. Due to the sensitive nature of the allegations the District will continue to respect the privacy of all those involved."Southwest High School's Outdoor Adventure Club went on a three-day camping trip in February of 2019, according to the Imperial Valley Press.IVP named Garcia as the head adviser of the club and stated she was on that trip with 29 students.The trip took place, according to IVP, at the Laguna Campground from Feb. 15-18.This is the first criminal case resulting from the newly formed Student Safety in School Systems Task Force, under the San Diego County District Attorney.Garcia will be in court for a preliminary hearing June 18.A restraining order was filed, to keep Garcia from contacting 18 individuals, whom Marquardt said she texted before and after the trip.A LinkedIn profile with the same name lists Garcia as a teacher at Southwest High School from August 2008 - present and at Gompers Charter Middle School from August of 2006 - June of 2007.The San Diego Unified School District confirmed Garcia worked at Crawford High School from Sept. 28, 2007 to June 30, 2008. 2143
