CLARKSVILLE, Tenn. - It's art with a message, and the purposeful signs can be found throughout Middle Tennessee.The word "vote" is written on each of Paul Collins' artistic animal signs. The art pieces range in shapes sizes and species. Some are even hidden from plain sight while others can't be missed.It's become quite the scavenger hunt for some on the lookout for these signs."I look around and place them by bus stops," Collins said. "I look for the corners that have 'vote for me' signs because that’s fair game."Collins, an Austin Peay State University art professor, started the project 100 days before election day. Although he only planned to create one a day counting down until November 3, more and more people started requesting the signs and now he's made over 200. The signs can be spotted from Springfield to Nashville to Brentwood and Clarksville.Collins is a New Yorker who moved to Tennessee a decade ago and has used this project to see his new home state."A lot of this is getting to know your city," said Collins. "it’s been great to my family part of this was just a love letter to the city and go to places I haven’t been."Collins is doing all of this out of his own pocket and gives away the signs for free. He says as long as it inspires residents to register and vote, it's a job well done."Vote that's it, it's really simple," Collins said, "Exercise the joy and responsibility of being American and vote."The voter registration deadline is October 5. CLEVLAND, Ohio — The FBI is investigating civil rights issues inside the Cuyahoga County jail according to a damning report detailing serious problems inside the jail.The details of the incident involving the use of force as a punishment, as well as the FBI's involvement were blacked-out in a version of the report released by Cuyahoga County on Wednesday.However, a complete version obtained by WEWS television station investigators confirm "this particular UOF incident was turned over to the Federal Bureau of Investigation, Cleveland...for further investigation."According to the report, prepared by the US Marshals at the request of county leaders, the Facility Review Team confirmed use of force is used as punishment inside the jail.The report also noted more than 100 interviews with inmates and detainees "reveal strong and consistent allegation of brutality, UOF punishment, and cruel treatment at the hands of the Security Response Team (SRT), whom the detainee/inmates refer to as "The Men in Black" based on their black para-military uniforms."Inspectors also noted that body cam video revealed "aggressive conduct and behavior as well as abusive, explicit language used by SRT members direct at detainees/inmates."US Marshal Pete Elliott confirmed that both the FBI and Cuyahoga County's Inspector General are conducting investigations into civil rights issues inside the jail.Since late June, at least six inmates have died at the jail. Inspectors noted the jail failed to conduct reviews of the deaths and cited "insufficient and unclear answers" regarding the deaths.The report also found there have been 55 suicide attempts at the jail in the last 12 months.Cuyahoga County leaders have pledged improvements at the facility and say some changes have already been put in place. 1818

Comet NEOWISE may be on its way out, but that doesn't mean that the night sky's light show is set to end.According to the American Meteor Society, two meteor showers are set to peak in the coming days, which could result in several fireballs that light up the sky.One of those showers is the Southern Delta-Aquariids, which, according to NASA, are typically visible between July 12 and Aug. 23. But the agency reports that the system will peak in activity early Monday morning.At its viewing peak — in the southern hemisphere on a clear dark night — the Southern Delta-Aquariids can produce up to 25 meteors an hour, NASA says. Unfortunately, Americans won't be able to see that many fireballs, but experts still say some may still be visible — especially for those with minimal light pollution and clear skies.NASA says the Southern Delta-Aquariids will be most visible between moonset and first dawn on early Monday morning.The American Meteor Society also reports that the Alpha Capricornids will also peak early next week. While the AMS notes that the shower isn't particularly strong (about five meteors an hour), the meteors it does produce are particularly bright and visible.The AMS says the Alpha Capricornids will peak Tuesday night into Wednesday morning.According to the Associated Press, Comet NEOWISE will be visible in the night sky through mid-August before it heads back out toward the outer solar system. 1430
