SAN DIEGO (KGTV) -  An ex-con who kidnapped a coach and a 16-year-old baseball player from a field in Kearny Mesa at gunpoint and made the man drive him to Ramona, where he carjacked a 79-year-old woman to make his getaway, was sentenced Friday to life in prison without the possibility of parole plus two other life terms.Ira Stringer, 48, was convicted last month of 13 felony charges, including kidnapping during a carjacking, kidnapping for extortion and assault with a firearm.Stringer has a long criminal history, including a 1997 conviction for a home-invasion armed robbery in Spring Valley in which he held a family overnight and threatened to kill them."You are the poster child for the three-strikes law," Judge Frederick Maguire told the defendant. "You've demonstrated that you're a danger to the community."Stringer was serving a 20-year sentence for robbery in Orange County when he was charged last year with abducting 27-year-old Dylan Graham and 16-year-old Jack Spencer from Hickman Field in Kearny Mesa, where Graham was giving the teenager a batting lesson on Dec. 23, 2015.Deputy District Attorney James Koerber said Stringer approached the victims holding a loaded .357 Magnum and demanded that he be driven to Ramona.Stringer told Graham that he had been in a gunfight and needed to get "far away," according to the prosecutor.During the 40-minute drive to Ramona, Stringer held the gun to Graham's head.Graham said he decided to do something, letting go of the steering wheel and jumping in the back seat in an attempt to get the gun away from Stringer.Graham said Stringer fired three shots, all barely missing him. The victim's car crashed, and was a total loss.Outside the car, Stringer acted like he was hurt and flagged down and carjacked 79-year-old Barbara Roulier and stole her car.Roulier, now 81, told Stringer she has forgiven him for what he did to her that day.Stringer robbed a convenience store in San Diego three days after the kidnapping and carjacking and a few hours after that, robbed a store in Orange County with a shotgun. 2083

SAN DIEGO (KGTV) — Two women are launching a new nonprofit, Black San Diego, to bolster Black-owned businesses locally.It started at a kitchen table over chips and salsa four years ago. Sheri Jones, a real estate broker, and physical education teacher Tinicia Smith wanted to create a hub for Black-owned businesses in San Diego.They created a Facebook group called Black San Diego and now they're more than 34,000 members strong."For the last four years we've been able to collect data and what we realize is that business owners haven't been able to sustain because they don't have the tools," Jones said.She first noticed the issue when she was running her real estate business and went to a conference. She said she was the one Black person there and it was uncomfortable."I knew when I was having trouble, others must be too," Jones said.This week, Black San Diego became official, registered through the government and they're excited to plan workshops to offer those tools to the community. Jones described the workshop as, "an 8-week course where they can go through and get business basics, book keeping, business taxes, really how to formulate their corporation."Newly Appointed Board Member and CEO of Growth 1031 Lance Growth said these workshops are crucial for black-owned businesses like his."I stumbled into my position.. I made so many mistakes and I just had to sit down and learn from those mistakes," he said. "I'm going to send my operations lady, and ask her to take some extra notes on accounting, on marketing, on filing correctly, but it's a really beneficial tool."The workshop costs 0 per business and the nonprofit is launching a donation campaign to sponsor local Black-owned businesses."If the dollar circulates in the Black community then we can unite and produce generational wealth and that's what we're here to do," Smith said.They hope to bring members of their community out and help them elevate their business, "they don't want to step in the front, not get criticized, not get caught up in the chaos. SAN DIEGO (KGTV) — Two Senate runoff elections in Georgia will determine if President-elect Joe Biden and the Democrats have full control of Congress or a divided government.Although there has been notable legislation passed in periods of divided government, two political science experts say they expect consensus on only “incremental” legislation in our hyper-partisan era.Each of the last six commanders-in-chief presided over a period of divided government, where the opposing party controlled one or both chambers in Congress.“We've seen less productivity come out of those sessions,” said Dr. Stephen Goggin, a political scientist at San Diego State University. “You have to do more of the bargaining type politics that we haven't necessarily seen in recent history.”Compromise used to be more common. In the early 1980s, the Reagan Administration worked with Democrats in the House to pass tax cuts and banking deregulation along with funding for job training and highway infrastructure.President George W. Bush, another Republican, worked with a Democratic-controlled Senate during his first two years to pass major bills like the first Bush tax cut, the Help America Vote Act, No Child Left Behind, and the Patriot Act.
