SAN DIEGO (CNS) - Following a two-week warning period, the City of San Diego will resume parking regulation enforcement across the city Thursday after months of limited enforcement due to the COVID-19 pandemic.According to the city, restarting parking enforcement will allow for increased turnover at parking meters and businesses, ensuring accessibility for patrons visiting local stores and restaurants.The city temporarily suspended parking enforcement on March 16 following the COVID-19 stay-at-home order, limiting enforcement to holiday or Sunday regulations only. Multiple attempts in the following months to reinforce parking regulations have been thwarted by ongoing shutdown orders.Citations continued to be issued for vehicles parked illegally at red, white, and blue painted curbs.On Oct. 1, limited enforcement with written warnings began. SAN DIEGO (CNS) - A lawsuit has been filed on behalf of 40 women against Pornhub's parent company for hosting videos produced by former San Diego-based website GirlsDoPorn.com, the owners and operators of which are facing federal sex trafficking charges.The plaintiffs, identified as Jane Does 1 through 40 in the lawsuit filed Tuesday in San Diego federal court, allege Montreal-based MindGeek owns and operates a multitude of pornographic sites that have hosted videos featuring the women, and maintained its business relationship with GirlsDoPorn even as the site came under scrutiny for allegations of videos made through coercion and fraud.The suit alleges MindGeek's business partnership with GirlsDoPorn continued through late 2019 and only ended because GirlsDoPorn ceased to exist amid a Department of Justice sex trafficking investigation and a civil lawsuit filed in San Diego Superior Court.The federal suit alleges that after the partnership ended, MindGeek's sites continued hosting victims' videos, including as recently as Dec. 12."MindGeek knew it was partnering with and profiting from a sex trafficking venture for years," the latest suit alleges. "MindGeek also knew of the significant harassment and trauma GirlsDoPorn's victims were enduring by its continued publication of the victims' videos. MindGeek simply did not care and continued to partner with GirlsDoPorn until it was no longer profitable because of the indictments and arrests."MindGeek did not respond for comment regarding the lawsuit.The company and its most popular site, Pornhub, were featured in a New York Times article this month alleging Pornhub hosts videos featuring rape and child abuse. In the article's wake, several major credit card companies -- including Visa, Mastercard and Discover -- cut ties with the website and Pornhub instituted a ban on videos uploaded by unverified users and removed millions of videos from the website this week.In the Superior Court case originally filed in 2016, GirlsDoPorn's owners were sued by 22 women who alleged they were coerced to film pornographic videos or led to believe their videos would only be distributed to private owners, rather than proliferated online on GirlsDoPorn's subscription website, as well as numerous free sites, many of which are owned by MindGeek.Several of the women alleged they were lured to San Diego with online advertisements that made no mention of nudity or pornography, much less the GirlsDoPorn business name.The women were awarded nearly million earlier this year by San Diego Superior Court Judge Kevin Enright, who ruled the defendants pressured the women to sign documents replete with "broad, vague releases couched in disorganized, complicated legalese," which obscured the victims' concerns over potential online dissemination. Other women hired as "reference models" allegedly spoke to uneasy victims over the phone and claimed they had been featured in prior videos without issue, falsely assuring victims that their videos would not end up on the internet.Once the women discovered their videos were posted online, the website owners ignored requests to take the videos down and cut contact with the women altogether, Enright ruled. The women also alleged GirlsDoPorn's owners shared links to their videos with people within the victims' social circles in order to drive up website traffic.Late last year, prior to Enright's ruling in the civil suit, federal prosecutors filed sex trafficking charges against the site's owners and operators, alleging many of the same claims presented in the civil case. SAN DIEGO (CNS) - A wrongful death lawsuit was filed Monday on behalf of the family of a 24-year-old woman who died last fall at the Las Colinas Detention Facility in Santee.Elisa Serna died Nov. 11, 2019, a few days after she was booked into the county jail.Earlier this year, the sheriff's department said Serna died from complications of drug abuse, with a contributing factor of early intrauterine pregnancy.The lawsuit filed in San Diego federal court alleges jail staff were aware of Serna's substance abuse and subsequent withdrawal symptoms, but did not provide her with treatment. Though Serna was fainting, had low blood pressure, was vomiting regularly and displaying odd and incoherent behavior, jail staff "ignored the obvious signs of medical distress" and "failed to provide proper medication as Elisa's condition was worsening," the complaint alleges.Sheriff's officials could not immediately be reached for comment on the suit, which names San Diego County and Sheriff Bill Gore as defendants.Plaintiffs in the suit include Serna's parents, Michael and Paloma Serna; her husband, Brandon Honeycutt, and a minor child referred to as S.H.The sheriff's department has come under fire recently over a spate of deaths among county jail inmates, which were referenced within the complaint.The lawsuit cited news reports indicating the county had the highest jail mortality rate among the state's largest counties, and said prior deaths from inmates suffering from withdrawal symptoms should have made jail staff aware of the potentially fatal consequences of those symptoms.The suit also alleges staff are inadequately trained and in-custody deaths at county jails are not being properly investigated."Even though inmates are dying or suffering catastrophic injuries at an alarming rate at San Diego County jails, the medical and correctional staff whose actions or inactions cause the deaths are not investigated; not informed of their failures; not given further training or remedial instruction; and are not monitored or closely supervised after these adverse events," the lawsuit alleges. 2111

SAN DIEGO (CNS) - County supervisors voted 4-1 today to have the chief administrative officer direct the Health and Human Services Agency to develop a plan for in-house medical care of jail inmates and possible outsourcing of those duties as well.Sheriff Bill Gore will review the plan, and officials will also put out requests for proposals from private contractors to handle those duties.Supervisor Dianne Jacob made the motion to examine both an in-house model and outsourcing.``I don't think we should go with just one approach,'' Jacob said, adding she is a proponent of outsourcing county services, if it results in good service for less money.Gore has cited his department's million annual health care bill for inmates as a reason to explore cost-saving strategies. He asked supervisors to consider possible vendors for the county's health care needs in its jails and other facilities.Gore told supervisors that his goal was simply to get the best care at the best value, with an aging population of inmates and other serious issues.``I am proud of our response to these challenges, but I'm not one to assume that I have all the answer to these challenges,'' Gore said.Gore also objected to waiting 180 days for a staff appraisal of outsourcing. ``If it's a good idea in sixth months, it's a good idea today,'' he added.He also praised the 300 men and women who provide medical care to inmates as outstanding employees.Supervisor Nathan Fletcher, who is opposed to any privatization of services and proposed having HHSA handle inmate care, cast the lone no vote.Before the board voted, Fletcher said outsourcing to a for-profit entity would not lead to a better outcome.``As a board, we are the ones who are on the hook,'' in terms of lawsuits if an inmate doesn't get the appropriate care, Fletcher said. ``We should have input.''Fletcher asked the board to vote on his proposal to have the HHSA administer medical and behavioral health services in jails, but the motion died for lack of a second.Board Chairman Greg Cox said he was encouraged that HHSA would develop its own proposal.Cox praised both county medical employees and contractors for working in such a demanding field, but said the system right now is too bifurcated, adding that several legal items on Tuesday's closed-session agenda involved inmate care.Supervisors voted after a lengthy public hearing, in which nearly every person who called was opposed to private outsourcing. SAN DIEGO (CNS) - A man who jumped onstage during a Taylor Swift concert at Petco Park in 2015 and was tackled by members of her security team -- seriously injuring one of them -- is scheduled to be arraigned Thursday for allegedly beating a man to death in the Midway District earlier this month. Christian Ewing, 29, was arrested last Friday for a parole violation and was re-arrested Monday on suspicion of murder in the death of 57-year-old Gregory Freeman. Freeman was found Dec. 5 in the 3900 block of Rosecrans Street near the Interstate 5 overpass, police said. Freeman, who had trauma to his upper body, was taken to a hospital but died four days later. One witness told police that Freeman was on the ground when a man began to hit him with some sort of object. The attacker then fled, said San Diego police Lt. Anthony Dupree. More than three years ago, Ewing sneaked into Swift's concert and jumped onstage while she was performing. He was tackled by security guards, one of whom suffered a broken rib. Ewing pleaded guilty to assault and was sentenced to probation and given credit for three years in custody. 1130
