A 17-year-old has been charged with manslaughter in the shooting death of a teenage girl at an Alabama high school on Wednesday, the district attorney's office announced.Michael Jerome Barber is charged as an adult in the death of 17-year-old Courtlin Arrington, Jefferson County District Attorney Mike Anderton said in a news release Friday. Barber also faces a charge of "being a certain person forbidden to possess a pistol" for having the firearm on school grounds.It was not immediately clear on Friday afternoon if Barber was represented by an attorney.Arrington was an aspiring nurse and a senior attending Huffman High School in Birmingham when two gunshots rang out around dismissal time on Wednesday afternoon, killing her and injuring another 17-year-old male student, the district attorney's statement said.Investigators with the Birmingham Police Department spoke with "many of the students in the school, in the classroom where the shooting took place and collected evidence from the scene," the release said. "Based on the evidence as presented to us, warrants were issued for the person responsible for this horrific tragedy.""Our hearts go out to the family of Ms. Arrington, all of her friends, and those whose lives would have been changed through her nursing dreams had this event not occurred," the statement said. (KGTV) - Wait times at Southern California Department of Motor Vehicles offices have some drivers traveling hundreds of miles to avoid long lines.The DMV in the high desert town of Needles has some of the shortest lines in the state, KABC reported. When a news crew arrived at 10:30 a.m. Monday, there were only two people waiting in line."It's really nice. Not like back at home in L.A. The modified license will be required for travel in some states and access to secure federal facilities after October 1, 2020.A spokesperson for the DMV said the agency is monitoring wait times at all 172 field offices across the state."Generally speaking, the busiest offices tend to be the ones located in major metropolitan areas," spokesperson Jaime Garza said to KABC. Patty Murray of Washington, said Tuesday that the effort to craft a "limited, bipartisan plan" to take to Senate leaders by the end of September had come to a standstill."During the last month, we have worked hard and in good faith, but have not found the necessary consensus among Republicans and Democrats to put a bill in the Senate leaders' hands that could be enacted," Alexander said in a statement.Murray said she regretted Alexander's decision, noting the group had identified "significant common ground" and that she had agreed to give states additional flexibility over how they implement Obamacare.The halt comes as Republicans have revived an effort to repeal Obamacare before the end of the month, when their authority to pass a bill with a simple majority ends.
