CHARLOTTE, N.C. (AP) — JPMorgan Chase says it will extend billions in loans to Black and Latino homebuyers and small business owners in an expanded effort toward fixing what the bank calls “systemic racism” in the country’s economic system. The bank said it is committing billion over the next five years toward programs that include earmarking more money for getting Black and Latino families into homeownership and providing additional financing to build affordable rental housing units. CARLSBAD, Calif. (KGTV) — Officials have identified the bicyclist killed this week after being hit by a train in Carlsbad.Thursday night, 37-year-old Jason Holsinger was riding his bike on the sidewalk when he came to the Grand Avenue train intersection in downtown Carlsbad. Officials say even though the crossing arms were fully down, he rode around them and collided with the side of a passing train.The San Diego County Medical Examiner ruled the death an accident.Holsinger's death has renewed worries of safety surrounding train crossings in Carlsbad.The tragedy occurs just two days after Operation Clear Track, an event meant to raise awareness about railroad safety hosted by Carlsbad Police, Amtrak Police, and Operation Lifesaver. The event is the largest rail safety law enforcement initiative in the U.S., running from Sept. 22 - 28.In 2017, the family of Patrick Terrin filed a lawsuit against the City of Carlsbad and BNSF Railway, arguing they "negligently, carelessly and wrongfully failed to properly warn persons crossing the railroad tracks."Terrin was killed in 2014 after a night of bar-hopping nearby with his sister and friends. He had crossed under the crossing arm bar before it was fully down, as the rest of the group waited. Despite begin several feet off the tracks, he was hit and killed.The family's lawyer says crossing arms only extend across traffic lanes, leaving sidewalks unmarked with no paint to warn pedestrians where to safely stand.To make the area safer, Carlsbad has approved construction on a trench along the tracks as a safety measure. (KGTV) - After a woman died in a jet ski crash in the Agua Hedionda Lagoon in Carlsbad on Sunday, Stephen and Aimee Cochrane were confronted with a painful memory.“I just cannot believe that this would have happened. It’s just wrong,” said Aimee.Her indignation was amplified by the fact that she and her husband were involved in a crash in the same lagoon in July of 2016.They had decided to rent a jet ski on their anniversary, something they had never done before.“We wanted to do something different,” recalled Stephen.But when they got to California Watersports at the Agua Hedionda Lagoon, they had second thoughts.“It was wild. It was mayhem out there,” said Stephen, describing the busy activity on the water.Despite their hesitations, they decided to go for it. But before they had even completed one lap around the buoys, they said they were t-boned by another rider.“We both flew off the jet ski,” remembers Aimee.Stephen said he momentarily blacked out. Aimee remembers swimming over to him and seeing him face down in the water.He was eventually pulled onto a boat and taken into an ambulance. He said he ended up with three broken ribs and a fractured sternum.Aimee suffered some cuts and bruises on her legs, but no broken bones.Stephen said he had to take three weeks off of work and pay ,000 in out of pocket medical expenses. He says he still has pain in his chest from the injury.After the crash, they said they had no contact with the owners of the rental company. They said they were unaware if the company had made any changes to prevent future crashes.10News spoke to an employee at California Waterspouts who said they would not be providing any statements. (WKBW) — It’s a conversation no one wants to have, but for many it’s necessary.“You don’t know what’s going to happen if one of us is left alone,” said Amy Paoletti of Williamsville.Getting life insurance in a COVID-19 world has Paoletti and her husband looking at their options.“You see so many people of all ages dying and no one has anything covered because it just happened,” she said.Paoletti says with owning her own business, Amy’s Fine Jewelry in Williamsville, New York, and her husband working in healthcare, they’re both in contact with many people daily.They’re looking at their life insurance options in case something were to happen to either.“They look at your age, your health and your lifestyle,” said Demetrius Mack, owner of MackBarr Group.
