BEIJING, Jan. 8 (Xinhua) -- China canceled over one-third of all official ceremonies, seminars and forums last year in a bid to avoid extravagance or corruption in the use of public resources.Some 2,549 such activities proposed by governments or public institutions, or 37.7 percent of the total applications, which were deemed "ceremonial" and "unnecessary," were cut, saving 1.22 billion yuan (about 193.39 million U.S. dollars), said an official statement released Sunday.The statement was issued by the State Council's Office for Rectifying Malpractices, a ministry-level inter-agency supervisory body dedicated to eliminating administrative irregularities and abuse of power in government agencies, public institutions and major service sectors.Last year's inspections focused on activities co-funded by ministries and local governments, the statement said.The Chinese government agreed with the public that the soaring number of official celebrations, seminars and forums would cost plenty of money and manpower and exacerbate corrupt behaviors.In March, the State Council, or China's Cabinet, ordered 98 ministries and ministry-level government organs to make public their budgets and expenditures on official overseas visits, public vehicles and official receptions -- the "three public consumptions" that had triggered widespread public concern.Premier Wen Jiabao also repeatedly urged the country's government agencies to reduce administrative expenses, including cutting the number of meetings and documents printed.Official figures indicate that the country's crackdown on various forms of extravagant spending by officials saved the country 5.7 billion yuan in 2010.A blue book on China's conferences published in November estimated that the total output of the country's conference industry had reached nearly 1 trillion yuan. HELSINKI, Nov. 7 (Xinhua) -- A data leak was uncovered in Finland Saturday, in which personal details of around 16,000 people were uploaded onto a file-sharing website, according to Finnish media report on Monday.This act of sabotage is the largest ever of its kind in Finland. The data leak is being looked into by the Finnish National Bureau of Investigation.Anonymous Finland claimed on Monday responsibility for the publication of personal details of thousands of Finns. The group temporarily published a sample of information on 16,000 people as proof of the hack. The hack was motivated by an apparent desire to shame the Finnish government into improving data security.Finnish National Bureau of Investigation has not confirmed the claims that a loose group of hackers known as Anonymous was behind the data leak.The list that was put on the Internet contains the names, full social security numbers, addresses, telephone numbers, street addresses, and email addresses of the victims. Several upper secondary vocational education institutions are on the list, and some civil servants and students of the Police College of Finland are mentioned by name.Finnish police have confirmed that the names of some Finnish Defense Forces staff are on the list. WASHINGTON, Jan. 16 (Xinhua) -- A new study examining weather patterns around the worldwide pandemics of influenza, which caused widespread death and illness in 1918, 1957, 1968 and 2009, finds that each of them was preceded by La Nina conditions in the equatorial Pacific. The study findings are published online Monday in the Proceedings of the National Academy of Science.The study's authors -- Jeffrey Shaman of Columbia University's Mailman School of Public Health and Marc Lipsitch of the Harvard School of Public Health -- note that the La Nina pattern is known to alter the migratory patterns of birds, which are thought to be a primary reservoir of human influenza. The scientists theorize that altered migration patterns promote the development of dangerous new strains of influenza.To examine the relationship between weather patterns and influenza pandemics, the researchers studied records of ocean temperatures in the equatorial Pacific in the fall and winter before the four most recent flu pandemics emerged. They found that all four pandemics were preceded by below-normal sea surface temperatures -- consistent with the La Nina phase of the El Nino- Southern Oscillation.The authors cite other research showing that the La Nina pattern alters the migration, stopover time, fitness and interspecies mixing of migratory birds. These conditions could favor the kind of gene swapping or genetic reassortment that creates novel and therefore potentially more variations of the influenza virus."We know that pandemics arise from dramatic changes in the influenza genome. Our hypothesis is that La Nina sets the stage for these changes by reshuffling the mixing patterns of migratory birds, which are a major reservoir for influenza," says Shaman.Changes in migration not only alter the pattern of contact among bird species, they could also change the ways that birds come into contact with domestic animals like pigs. Gene-swapping between avian and pig influenza viruses was a factor in the 2009 swine flu pandemic.

WASHINGTON, Nov. 10 (Xinhua) -- The U.S. Food and Drug Administration (FDA) has sent warning letters to more than 1,200 retailers, the majority of which respond to violations relating to selling tobacco to minors, as part of its ongoing effort to reduce tobacco use among children, the agency announced Thursday in a statement.The FDA said that while most retail establishments have been found to be in compliance with the law, some retailers are still selling cigarettes and smokeless tobacco to minors. Warning letters may be followed by civil money penalties if retailers continue to violate the law."It should worry every parent that 20 percent of U.S. high school students smoke cigarettes," said FDA Commissioner Margaret Hamburg in a statement. "President Obama and the FDA are committed to preventing children from smoking. For many young people, that first cigarette or use of smokeless tobacco will lead to a lifetime of addiction, and for many, serious disease. More than 80 percent of adult smokers begin smoking before 18 years of age. Retailers are vital partners in the FDA's efforts to prevent tobacco use among kids."Obama signed the Family Smoking Prevention and Tobacco Control Act that gives the FDA authority to regulate tobacco products to prevent use by minors and reduce the impact on public health. One of the law's provisions permits the FDA to contract with states and territories to conduct compliance check inspections of tobacco retailers. In 2011, the FDA awarded compliance contracts totaling more than 24 million U.S. dollars to 38 states.The FDA also began inspecting U.S. tobacco product manufacturers in October 2011. This is the first time tobacco product manufacturing facilities have ever been inspected by a federal public health agency.
