SAN DIEGO (KGTV) -- A San Diego judge has ruled that demolition of the historic California Theatre would violate environmental law.The theatre, which was built in 1926, was the largest vaudeville and movie palace in San Diego.City Council approved the demolition of the theatre in 2017. SAN DIEGO (KGTV) — A Rolando resident is taking Halloween decor to new heights this month, with a NASA-themed display outside his home.Greg Jones is known in the neighborhood for his elaborate Halloween displays. Every year, locals expect an out-of-this-world display. This year, he took that reputation literally.Saturday night, dozens of neighbors and volunteers witnessed the inaugural rocket launch outside the home at 4648 Rolando Blvd., which took months to complete.The celebratory launch came complete with Jones in costume as an astronaut, a moon rover, space capsules, and a 30-foot rocket.The massive space display will be up through Halloween, with a "rocket launch" visible each night.In years past, Jones has delivered a heaping dose of Halloween to his street, bringing mammoth displays including a giant Octopus and King Kong to life over his home. 872

SAN DIEGO (KGTV) — A proposal to create a police oversight commission in San Diego took a step forward Tuesday.The San Diego City Council voted unanimously to begin meeting with the San Diego Police Officers Association, a key legal step along the path to the November ballot.A group called Women Occupy San Diego has been pushing for years to change the city's current Community Review Board on Police Practices, which a 2018 Grand Jury report concluded lacked oversight. That Grand Jury noted the community review board does not have subpoena power and that San Diego Police personnel can sit in on what are supposed to be closed-door deliberations."It's not independent of the mayor, it does not have its own investigative powers," Attorney Genevieve Jones-Wright said at a rally outside City Hall before the Tuesday vote. And the City Attorney is the same attorney for the police department," said Andrea St. Julian, who authored the proposal submitted to the city. The meet-and-confer with the union is expected to happen in time for the November election. Jack Schaeffer, who heads the association, welcomed the talks. "We're going to make sure that the way that they're planning on rolling this thing out isn't going to interfere in our ability to investigate a crime scene, and then how we interact and things like that," he said. "It's going to be really important to figure that out during meet-and-confer."In a statement, Police Chief David Nisleit said the department will work with civilian oversight in any manner approved by the voters. The city's independent business analyst said the commission could cost between .1 million and .3 million per year, depending on staffing. SAN DIEGO (KGTV) - A new streaming documentary follows young San Diegans on a life-changing trip to the Philippines."Filgrimage" focuses on eight Filipino-Americans during a 2019 summer trip to the Philippines with The Filipino School."If we don't have programs like this, then we as Filipino-Americans are only going to know what we have time to know, or what we're exposed to," says Tony Olaes, the founder of The Filipino School and organizer of the trip.He says a similar trip to the Philippines 14 years ago inspired him to learn more about his culture. That's what he hopes this trip does for the people who take it."I went from not wanting to be Filipino to 'Mr. Filipino,'" he says. "It's because I understood something amazingly beautiful about who I was. So that's how this all started."Olaes took 23 people on the trip in 2019. A documentary crew followed them as they visited several parts of the archipelago."This is something that you can't really get unless you actually experience it for yourself," says Jocelynne Monteheromoso, one of the teens profiled in the documentary. "The fact that we were going through it and it was recorded on camera is just something so beautiful that I feel that our generation especially needs to know about.""I hope this encourages anyone who is embarrassed of their culture, or straight away or doesn't even know about their culture, to try and put some work to figure out more about it," says Ryah Hernandez, who says she discovered a beauty in the region that she didn't know about from family trips as a child.San Diego has the second-largest Filipino population of any county in the US. Olaes says he hopes this documentary will give people who don't have the time or means to take a trip like this a glimpse into their ancestral homeland. He calls it a typical American story."The minute we start to reach into an inquire into where we all came from and the beauty of where we came from, it's that beauty that we get to bring to the United States," says Olaes.As part of the trip, the teens also helped build homes for low-income people in the Philippines.The documentary is 14 parts and lasts around two hours. SAN DIEGO (KGTV) -- A man who groped and sexually assaulted four female students as they walked to their off-campus housing near SDSU pleaded guilty Monday.Minda Shewangizaw, 20, pleaded guilty to charges including felony and misdemeanor counts of false imprisonment and sexual battery.All four victims in the case, who ranged in age from 17 to 19, testified during the preliminary hearing.One of the victims said she and her roommate were walking home after midnight when Shewangizaw came up behind her and “grabbed her butt.RELATED: Women testify against UC Riverside student accused of groping near San Diego State”Her roommate said she noticed someone walking behind them before he began to chase them. "I said, You need to leave. He grabbed my hand and pulled me toward him. He pulled my shirt down and grabbed my breast."She said she kicked Shewangizaw and was able to break free.Another victim testified that she and another woman were on a pedestrian bridge heading back to their dorm when she heard footsteps and was smacked on her “behind” by Schewangizaw."I was livid. I said, What are you doing? Don't do that! He laughed it off."She said she kept walking when the defendant made a remark about her breasts before pulling her shirt down and putting his hands on her chest.A witness said Shewangizaw then grabbed her breast and buttocks and trapped her against a rail before laughing and walking away.The sentencing is scheduled for June 12. 1460
