BEIJING, Sept. 22 (Xinhua) -- China's chief quality supervisor Li Changjiang stepped down Monday afternoon with the approval of the State Council after tainted dairy products sickened tens of thousands of infants and killed three.     Wang Yong, former deputy secretary-general of the State Council, replaced him as the director of the General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ).     Li was the highest ranking official brought down so far by the dairy product contamination scandal.     Across the country, about 13,000 babies remain in hospital after falling ill from melamine-tainted milk powder, and nearly 40,000 others were also sickened but had been cured, according to the Ministry of Health on Sunday.     Wu Xianguo, the Communist Party chief of Shijiazhuang City, the epicenter of the national dairy industry tremor in northern Hebei Province, was also sacked on Monday.     Before Wu, Mayor Ji Chuntang and Vice Mayor Zhang Fawang as well as three other responsible city officials were sacked after locally-based Sanlu Group became the first dairy producer under the spotlight in the scandal.     The latest government personnel reshuffle, together with the resignation of Shanxi governor Meng Xuenong following a deadly landslide triggered by the collapse of an illegal mining dump, sent a strong signal of the central government's resolution to hold relevant officials accountable for severe production and quality incidents, said professor Wang Wei of the National School of Administration.     "Such a system is especially crucial to the building of a service-oriented government as the public, impressed with the Olympic efficiency of the governments at various levels, expect officials to retain quick-response and effective," Wang said.     Under the Civil Servants Law effective as of 2005 and the State Council Regulations on the Punishment of Civil Servants of Administrative Organs enacted last April, heads of administrative organs who fail to fulfill their duties and cause avoidable severe accidents will face removal and severer punishment.     A State Council decision released on Monday defined the Sanlu milk powder issue as a "sever food safety incident".     Wu, who doubled as member of the Standing Committee of the Hebei Provincial Committee of the Communist Party of China, was removed for delaying the reporting of the issue to higher authorities and incompetence in the disposition.     Li resigned taking the blame for supervision default.     Professor Wang found Li's resignation "no wonder". "With tightened and more efficient supervision, pathogenic dairy products would find no way to get out of the production lines," he said.     A combined result from purposeful cover-up of the producer and supervision default, the contamination scandal didn't emerge until Autumn.     Wang Yuanping from Taishun City of Zhejiang reportedly lodged a complaint to Sanlu in May, suspecting that his 13-year-old daughter developed kidney stone after drinking its milk powder.

China's hotel and catering industry saw its retail sales rose 24.3 percent in the first seven months over the same period last year, the Ministry of Commerce (MOC) said on Friday.The growth rate was 6.5 percentage points higher than the same period last year, said the MOC on its website.Retail sales of the country's hotel and catering industry amounted to 837.49 billion yuan (1.99 billion) between January and July, accounting for 14 percent of the nation's total domestic retail sales during the same period.China's retail sales of consumer goods in the first seven months of this year was 5.9672 trillion yuan, up 21.7 percent, compared with 15.5 percent growth rate recorded over the same period of last year.Foreign hotel and catering enterprises established 399 new branches in China during the January and July period, down 18.2 percent over the same period last year, while contract value rose 4.3 percent to .71 billion.The country's hotel and catering industry reaped 116.8 billion yuan in July alone, representing an increase of 26.5 percent over the same month last year, according to the MOC.

SARAJEVO, Sept. 12 (Xinhua) -- China and Bosnia pledged on Friday to strengthen cooperation between each other and push their relations to a higher level.     "China cherishes the traditional friendship with Bosnia, hopes to broaden political dialogues at different levels and deepen the exchange and cooperation in such fields as trade and lift the bilateral relations between the two countries to a higher level," visiting Chinese vice Premier Zhang Dejiang said.     Zhang made the comments in his meeting with rotating Chairman Haris Silajdzic of the Presidency of Bosnia and Herzegovina, and Nebojsa Radmanovic, another member of the group made of three members.     "China regards Bosnia as a trust-worthy friend and partner, and we greatly appreciate Bosnia's stance on one-China policy and its support for China's great cause of peaceful unification with Taiwan," Zhang said.     Silajdzic congratulated China on successfully staging the 29th Beijing Olympic Games. BEIJING, Sept. 24 (Xinhua) -- China and Venezuela on Wednesday inked a series of agreements on wide-ranging fields, a sign of bilateral efforts to advance their strategic partnership to a new high.     The agreements came out of the summit talks in the Great Hall of the People as Beijing rolled out the red carpet for Venezuelan President Hugo Chavez.     The 12 new cooperative deals covered trade, oil, finance, education, justice, telecommunications, infrastructure, sports and cultural relics. TIANJIN, Sept. 28 (Xinhua) -- Chinese Premier Wen Jiabao has urged Tianjin Municipality in north China to step up opening and reform of its Binhai New Area.     Wen made the remark during his inspection tour in the coastal municipality on the sidelines of the 2008 Summer Davos Forum which was held here on Saturday and Sunday. In all, it is 2,270 square km and has a population of 1.4 million.     Lying between China's capital and the Bohai Gulf, the area has been decided by the State Council, or the Cabinet, to be one of the key economic powers in the country.     Taking an intercity high-speed railway shuttle from Beijing, the Premier asked the administrators of the shuttle line to provide a safe, fast and convenient service for people living in the two cities.     After arriving at the Binhai New Area, Premier Wen inspected some industry zones near the port. He was accompanied by Tianjin's Communist Party chief Zhang Gaoli.     Wen attended an opening ceremony for an assembly factory of the Airbus A320 model in the area.     "The Binhai New Area should take the advantages of various economic policies given by the central government and constantly improve its abilities of innovation and international competition," said the premier.     During his visit to the city, Wen also went to local households to convey his greetings of the National Day, which falls on Oct. 1.     When visiting a supermarket in the old community of Tianjin, Premier Wen asked the supermarket to ensure the quality of the products on sale.     He also went to a children's hospital where many parents sent their babies to have medical examinations in lieu of the toxic milk scandal.     The premier urged doctors in the hospital to carefully examine every child and to set parent's hearts to rest.
