SAN DIEGO (KGTV) - Local groups including the Local Initiatives Support Corporation, are pushing for the City of San Diego to draft up and pass an ordinance that excludes certain zoning policies. "We're not asking to spend billions of dollars and build something, we're saying change the zoning. They have the prerogative, it's under their jurisdiction, we're reminding them there are issues at stake and those issues are communities to this day that are segregated," said Ricardo Flores, executive director of LISC.Flores says the same areas that were identified back in 1930 by San Diego banks as low-income areas are still falling under that category today. Additionally, areas outside of those remain zoned for single-family homes, keeping the lower income families from moving in. "So, what we’re effectively saying is, if you can't buy a single-family home in Kensington, then you can't live in Kensington. But, that’s not the truth; the truth is Kensington is zoned one thing, single family, and we need to expand that zoning." A representative at the rally from Chicano Federation says, "We are tired of the continuation of policies masked as zoning when in reality they are policies of segregation." Meantime, Borre Winkle, CEO and president of the Building Industry Association of San Diego told 10News, "The American dream is not to live in an apartment, the American dream is still to live in a single-family dwelling unit no matter how big it is".Winkle says getting rid of single family zoning isn't the solution. SAN DIEGO (KGTV) - It’s the largest loss of life in United States Navy history and you can read an award-winning account of it by two San Diego authors. ‘Indianapolis: The True Story of the Worst Sea Disaster in U.S. Naval History and the Fifty-Year Fight to Exonerate an Innocent Man’ is being released as a paperback after the hardcover became a New York Times bestseller. Sara Vladic and Lynn Vincent wrote the book together after researching it for more than 17 years. “It’s so much more than a sinking story and a shark story,” said author Lynn Vincent. Vladic spent nearly two decades interviewing survivors from the sinking USS Indianapolis. “Getting to know these men and their story and heroism and what it took to survive those days is incredible,” added Vladic, “it still teaches us lessons today of what the cost of freedom really is and what we should be remembering.” The book is cinematically written and presents multiple accounts from the men that had to fend off sharks and each other for several days at sea after the heavy cruiser was sank by the Japanese during WWII. SAN DIEGO (KGTV) - In just a few weeks, voters will decide the fate of the San Diego Chargers' former home, now known as SDCCU Stadium.In a recent 10News/Union-Tribune poll, Measure G, known as SDSU West, is the clear front-runner.With the clock winding down, backers of both Soccer City and SDSU West are blanketing the airwaves in hopes of winning over voters.10News analyzed two advertisements currently airing on our station and put their messages to the test, separating fact from fiction.The first ad we looked at deals with Measure E, better known as Soccer City. The ad features soccer star Landon Donovan asking two people if they want to see the future. After showing one of them a video of the design planned for the location, one of the people asks Donovan how much it will cost for what he saw. Donovan says, "It won't cost you a dime."10News analyzed that statement and found it to be in a grey area.According to a San Diego City Attorney analysis, a private developer would normally pay the city for staff time spent processing its development. It’s unclear whether any city staff time will be reimbursed.Also, the City Attorney analysis noted the initiative does not establish the actual amount of rent the city would be paid for a 99-year lease of the property.The ad goes on to claim taxpayers get the same stadium that's currently there for the next ten years and it's going to cost six million dollars a year. Team 10 can’t verify timing but according to the City Attorney analysis, Measure G provides for the sale of approximately 132 acres.The measure doesn't talk about time frames and does not guarantee that the property would be sold or that any specific development would be built.Team 10 also read through the City of San Diego Office of the Independent Budget about stadium costs. The report says the stadium historically operated at a deficit.Officials with Soccer City disagreed with some points of our analysis saying the initiative pays fair market value. They also pointed to provisions in the ballot language saying it shows city costs will be covered.Team 10 also took a look at a Measure G ad starring former San Diego Mayor Jerry Sanders.The ad starts with Sanders saying “Voters have a big decision in November. The choice is clear, SDSU West, Measure G on the ballot is a once in a lifetime chance to grow the university to meet the needs of future students.”The ad says Measure G will create a western campus for SDSU with a research center, a beautiful public park along the restored San Diego river, affordable housing and a home for SDSU football and soccer.A 10News analysis found those statements to also be in a grey area.All of that could happen, but the city attorney's analysis says voter approval of this measure does not guarantee that the property would be sold or that any specific development would be built. It goes on to say if the property is sold to SDSU, the Board of Trustees of the California State University will determine the use of the property in its sole discretion - through a Campus Master Plan revision process. A Campus Master Plan revision does not require City approval.The review also notes the initiative does not address who would plan, build and maintain the river park.An official with Measure G sent 10News a statement saying: 3334

SAN DIEGO (KGTV) - Loved ones gathered at Sunset Cliffs Friday to remember a high school student who died after jumping from 20 feet up, and drowning.10News learned the 15-year-old Anthony Womack and some friends skipped school to spend time at Sunset Cliffs on Wednesday.His friends told San Diego Lifeguards that the teen jumped into the water but immediately started to panic. The friends said they were unaware that Womack did not know how to swim.Friday night more than 100 people gathered to remember and mourn his loss."It was amazing seeing him every single day, seeing how happy he was walking to class," student Christian Perez said."I was walking to PE and heard someone say Anthony's drowning, and I ran up to them and said what happened and they said Anthony, Anthony's dead. Right when I heard that my whole body just froze, I had no words to say, I just started bursting out tears," he said.As the news spread, Christian said everyone was stunned, "the whole school was quiet, walking through, all the friends, it felt empty not having him there."Anthony's Grandma spoke with friends who were at the cliffs the day he died, giving her closure knowing exactly what happened. She also said it was only the second time he ever ditched school."He passed but he's still here, he's in all their hearts, their eyes and their minds, they all know him," Anthony's uncle, Garney Crews, said.At the vigil Crews brought the students together on the cliff, where Anthony jumped, "they had all their heads down, they were mourning , we don't want that. Anthony wouldn't want that."Instead he worked to spread the light his nephew shone, "hopefully it changes their heart and they become happy and they learn from it and they strive from it and they grow from it and when they pass this point at sunset cliffs, it's not just another place where water hits the rock, it's the place where their friend was taken to a higher level."Saturday there will be a car wash to fund-raise for Anthony's funeral, at the Church of God of Prophecy from 8 a.m. to 1 p.m. 2062

SAN DIEGO (KGTV) -- Hundreds showed up to walk in the annual Friendship Walk at Liberty Station on Sunday. This year, the walk was also in honor of Lori Kaye, the only fatal victim in the Poway Synagogue shooting in April. Friends say Kaye was a long-time supporter of the Friendship Circle, a non-profit that provides support and friendship to special needs individuals and their families. Last year, Kaye donated all of the shirts for everyone at the walk. This year, everyone wore shirts that said "Walk for Lori" The walk raised over ,000 for The Friendship Circle. 581
