There is perhaps no better time to savor the charm of Tian'anmen Square than during the week-long National Day holiday. Two girls pose with small national flags on Tian'anmen Square September 30, 2007, the eve of the week-long National Day holiday. [Xinhua] Stretching in front of the Forbidden City, it is ablaze with the color of 400,000 pots of flowers in full bloom. This year's major events can be seen at the city's center. Looking east are scale models of the Acropolis in Athens, the Great Wall, and a 9.8-meter Olympic torch, which represents the torch relay from Greece to China. To the south can be seen models of the Temple of Heaven and major scenes marking key events in the history of the Communist Party of China (CPC) to welcome the 17th National Congress of the CPC which starts on October 15.A big fountain sprouts water as high as 60 meters in the middle of the square surrounded by a bed of flowers."The square is always the best place to experience the festive atmosphere of the National Day," Deng Chuanmei, 48, a visitor from Jiangsu Province, said.Wei Liqing, a Beijing resident, said she has taken photos and videos at the square every National Day holiday since 1992. "I want to record the pace and growth of our country," she said.Work on the decorations and flower displays started about 25 days ago, and was carried out at night to avoid disrupting tourists and traffic, Zhou Jianping, an official with the Beijing gardening and forestation bureau, said.He said this year's decorations include 130 kinds of flowers, of which more than 20 will also be on display during the next year's Olympic Games. If weather permits, the flowers will be shown until the end of the month. The national flag raising ceremony will also be a major attraction. At dawn today, an estimated 200,000 people will gather at Tian'anmen Square to watch the event. The capital's tourism administration bureau has predicted that about 1.7 million people will visit the capital during the seven-day holiday.

First Deputy Prime Minister and presidential candidate Dmitry Medvedev smiles during a news conference at his election headquarters in Moscow March 3, 2008.  (Xinhua/Reuters Photo)    BEIJING, March 3  -- Chinese President Hu Jintao Monday congratulated Dmitry Medvedev on his victory in Russia's presidential election.     With the joint efforts of both sides, China and Russia have seen in-depth and all-around development in their strategic partnership of coordination, Hu said during a telephone conversation with Medvedev.     China and Russia have continued to strengthen mutual political trust and made fruitful achievements in pragmatic cooperation, he said, noting the successful national theme years held respectively in the two countries in 2006 and 2007.     The Chinese government will unswervingly boost the strategic partnership of coordination with Russia on the basis of mutual respect, trust and support, Hu said.     Hu said he is willing to make concerted efforts with Medvedev to push forward the two countries' strategic partnership of coordination.     In their telephone conversation, Hu also invited Medvedev to visit China at an early date.     For his part, Medvedev said Russia and China have continued to make headway in pragmatic cooperation in such fields as trade and economy, as well as conducting significant coordination in international affairs.     He described Russia-China ties as a key factor in current international relations, saying that to develop the strategic partnership of coordination is the only option for Russia's policy toward China.     Russia is ready to work closely with China to push their bilateral relations to a new high, said the president-elect.     Medvedev thanked Hu for his invitation, saying he is looking forward to a visit to China and a meeting with the Chinese president.     Medvedev, first deputy prime minister of Russian President Vladimir Putin's cabinet, won a landslide victory in Sunday's presidential election.

The first ever white paper on political parties pledges multi-party cooperation and political consultation under the leadership of the Communist Party of China (CPC). Released Thursday by the Information Office of the State Council, the white paper, entitled "China's Political Party System", explains in detail the formation, characteristics and development of the system and its role in economic and social development.Multi-party cooperation is a political system that suits China's conditions, the paper says."China will not mechanically copy other countries' political party systems," the document says, adding that the history of modern and contemporary China has proven that blind emulation of the political or party systems of other countries will not succeed.Zhuang Congsheng, director of the research office of the United Front Work Department of the Central Committee of the CPC, said multi-party cooperation is different from the two-party or multi-party systems in Western countries and the one-party system practised in some other countries. China has established a unique political party system and its own way to fulfill democracy, he said.In China, the ruling party and other parties share the same ideal and same objectives, said Zhuang. The white paper says multi-party cooperation has created a new form of political system in the world.Under this system, the CPC and other parties work closely together and supervise each other, instead of opposing each other, with the CPC ruling the country and the other parties participating in State affairs according to law.By the end of 2006, 31,000 people who were not CPC members and those without party affiliation took up government posts at and above the county level, the paper says.Among them, 18 served as deputy chiefs in the Supreme People's Court, the Supreme People's Procuratorate, and ministries, commissions, offices and bureaus directly under the State Council.Minister of Health Chen Zhu and Minister of Science and Technology Wan Gang - both educated in Europe - are the first non-CPC members appointed to the Cabinet since the 1970s.Apart from the CPC, there are eight parties in China: Revolutionary Committee of the Chinese Kuomintang, China Democratic League, China National Democratic Construction Association, China Association for Promoting Democracy, Chinese Peasants and Workers Democratic Party, China Zhi Gong Dang, Jiu San Society and Taiwan Democratic Self-Government League.Xinhua contributed to the story

TOKYO - Japan's Supreme Court on Friday overturned a landmark ruling that had ordered a Japanese company to compensate Chinese who were forced to work as slave labourers during World War Two. It was the first ruling by Japan's top court on whether foreigners forcibly brought to Japan to work during and before World War Two had the right to compensation. A lower court had ordered Japanese construction firm Nishimatsu Construction Co. Ltd. to pay a total of 27.5 million yen (0,000) in compensation to a group of five Chinese for forcing them to labour in Japan during World War Two.

The website of the National Bureau of Corruption Prevention (NBCP) crashed on Tuesday, just hours after its launch, as droves of people logged on to complain about corruption among officials. The website (yfj.mos.gov.cn) was closed for most of the afternoon, Beijing Youth Daily reported. An NBCP official, who did not want to be named, confirmed the breakdown had occurred."Repairs were carried out soon after the website broke down and normal service has now been resumed, he told the Xinhua News Agency."The number of visitors was very large and beyond our expectations," he said.As of 4 pm yesterday, visitors had left 22 pages of messages in the website's guest book. While many of them referred to report specific cases of official corruption, these were redirected by the webmaster to other sites, such as that of the Ministry of Supervision.Other visitors made calls for the strengthening of the government's anti-corruption efforts, and comments about the need for special attention to be given to cases involving institutes of higher education and grassroots governments."The corruption problem in China is a fatal illness. Establishing more institutions will not solve the problem," one comment read. The enthusiasm that greeted the launch of the website reflects the growing frustration felt by the public toward corruption at government level, which has been accentuated by several high-profile cases in recent years.Several senior officials, including Qiu Xiaohua, the former director of the National Bureau of Statistics; Zheng Xiaoyu, the former head of the food and drug administration; and Chen Liangyu, the former Party head of Shanghai, have been found guilty of serious corruption.Last year, more than 90,000 officials were disciplined, according to official figures. The NBCP was set up on September 13, with Ma Wen, the Minister of Supervision, as its head. The bureau has been entrusted to collect and analyze information from the banking, land use, medicine and telecommunications sectors, among others, and to share it with prosecuting organs, courts and the police. It is not, however, involved in the investigation of individual cases.
