BEIJING, May 10 (Xinhua) -- The energy intensity of China's centrally-administered state-owned enterprises fell close to government targets from 2005 to 2009, a senior SOE administrator said Monday.The level of energy consumption per 10,000 yuan of output value was down 15.1 percent over the five-year period, said Li Rongrong, director of the State-owned Assets Supervision and Administration Commission (SASAC).Combined investment in energy-efficient and emissions reduction projects by centrally-administrated SOEs totaled 87.84 billion yuan (12.9 billion U.S. dollars) in 2009, said Li.This helped reduce sulfur dioxide emissions per 10,000 yuan of output value by 36.8 percent and chemical oxygen demand by 33 percent compared with 2005 levels, said Li.Enterprises executives who performed poorly in promoting energy conservation and emissions reductions, would be held for responsible by the SASAC, said Li.But he did not explain what would be considered a "poor" performance nor what penalties would be enforced.Under China's 11th five-year plan (2006-2010), the centrally-administered SOEs are expected to reduce energy intensity by 20 percent by the end of 2010 from 2005.By the end of 2009, China had 131 centrally-administered SOEs, many of them leading companies in highly polluting industries, including petrochemicals, steel, power generation, and non-ferrous metals industries.

TASHKENT, April 24 (Xinhua) -- China is willing to consolidate cooperation with all the other member states of the Shanghai Cooperation Organization (SCO) on safeguarding regional security and promoting collective prosperity, Chinese Public Security Minister Meng Jianzhu said here Friday.Meng, also a Chinese State Councilor, made the remarks at the fifth session of the SCO Security Council Secretaries, which drew interior and public security ministers of SCO member states to prepare for a June summit of the organization in Tashkent.The SCO, a regional security organization founded in 2001, consists of China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan.Meng said that against the backdrop of complicated global and regional situations, it is important for SCO countries to deepen practical cooperation and safeguard regional stability by further coordinating cooperative mechanisms within the SCO framework.It was also important to seek collaboration and utilize various resources, he said.Meng noted the lingering effects triggered by the global financial crisis on economy and society, as well as the continuing threats from terrorism, extremism and separatism on regional security. BEIJING, May 30 (Xinhua) -- Growth in China's consumer price index (CPI) is likely to see a reverse "V" shape this year and the possibility of a serious inflation is easing, said Ha Jiming, chief economist at the China International Capital Corp. (CICC).Speaking at an investor education activity in Beijing Saturday, Ha expected China's CPI to increase 3.2 percent in May from a year earlier, and said the CPI annual growth rate would even peak at 4 percent in June and July.The country's CPI rose 2.4 percent year on year in March and the growth for April accelerated to 2.8 percent, according to statistics from the National Bureau of Statistics.The pick-up in CPI growth was a result of lower comparison base last year and the risk for a serious inflation in short term was defusing because both the global commodity prices and domestic meat and vegetable prices were falling, he said.In China, food prices accounted for one third of the CPI weight.The CICC has cut its estimate for China's economic growth this year to 9.5 percent from 10.5 percent, he said.Interest rate hikes would be unlikely this year as growth in consumer prices was expected to fall in the second half, he said.

HARARE, May 31 (Xinhua) – The Communist Party of China (CPC) and Zimbabwean President Robert Mugabe's Zanu-PF on Monday signed a Memorandum of Understanding (MOU) to promote political exchanges and cooperation between the two parties.This was disclosed by Wang Gang, vice chairman of the Chinese People's Political Consultative Conference National Committee and member of the CPC Central Committee Political Bureau, who is leading a high-powered delegation to Zimbabwe.Speaking during a meeting with Zimbabwean Vice President Joice Mujuru and senior Zanu-PF officials on Monday, Wang said the agreement will enable the two parties to consolidate relations and work together in exploring new ways to enhance ties."Guided by this memorandum of understanding for the next five years, our party-to-party relations will have a more in-depth development," Wang said, adding the MOU will see the two parties increasing high level exchange visits and sharing experiences."We very much cherish the friendship between Zimbabwe and China. We view Zimbabwe as a reliable friend and good partner," he said.Wang added China will continue to render assistance to Zimbabwe to help it develop its economy.Wang also called on Western nations to lift sanctions on Zimbabwe to expedite economic recovery in the country.Mujuru paid tribute to China for its economic and political support to Zimbabwe over the years."We know it has not been easy for China to stand by us over difficult times but as Zimbabwe we are grateful for the support," she said.She said Zanu-PF was interested in further developing its relations with CPC, especially in the area of youth and women training and political exchange programs.Wang and his delegation will be in Zimbabwe for three days.
